Abstract

With the development of industrialization, a lot of rivers in the world have been polluted by the living emissions and industrial production emissions, especially the latter. Water pollution has become a great threat for the sustainability of the society. In recent years, public-private partnership (PPP) scheme has been applied by Chinese government in many river water environment comprehensive treatment projects so as to build a cleaner environment for the society. The existing studies rarely focus on the river water environment comprehensive treatment PPP projects and the cooperative behavior in these projects. In order to fill this gap, this paper firstly develops a performance appraisal method with participation of multiple parties and then establishes a stepped-payment mathematical model. Then evolutionary game theory is used to analyze the dynamic changes of different parties’ cooperative behavior. Finally, a real case simulation related to river water environment comprehensive treatment is conducted to study how the key factors in the model affect the evolutionary paths of different parties’ behavior adoption. The results have certain value for analyzing the cooperative behavior adoption and enhancing the cooperation among different parties in river water environment comprehensive treatment PPP projects so as to improve the efficiency of water pollution treatment.
