Village fund is still the primary driving force in village development in Kediri District because 44.93% of village revenue in Kediri District is contributed by village fund. However, there are still obstacles in the implementation of village fund policy in Kediri District, such as administrative problems, limited human resources of implementers, communication barriers, inadequate facilities and infrastructure, regulatory inconsistencies, and low community participation. Based on these conditions, this study attempts to analyze the dominant factors that influence the implementation of village fund policy in Kediri District. By referring to the Edwards III’s “Direct and Indirect Impact on Implementation Model” and using quantitative methods, it is known that Resource, Disposition, and Bureaucratic Structure Factors have a significant influence on the implementation of village fund policy in Kediri District while the Communication Factor has no significant effect. However, when the four variables are tested simultaneously, the result shows that Communication, Resource, Disposition, and Bureaucratic Structure together have a significant influence on the implementation of village fund policy in Kediri District.

Implementation of the Paras Village Fund Policy, Cepogo District, Boyolali Regency in Handling Corona Virus Disease (Covid 19), In Handling Covid-19. Thesis. Government Science Masters Program. STPMD "APMD'' Yogyakarta High School for Village Development. The Village Fund is part of the village finances which is one of the priority Village incomes to finance development expenditures and empowerment of rural communities. This study uses a qualitative descriptive method, using interview techniques, documentation and observations of village officials and community leaders in Paras village in analyzing the Implementation of the Paras Village Fund Allocation Policy, Cepogo District, Boyolali Regency in Handling Corona Virus Disease (Covid 19). The results showed that the implementation of the Paras Village Fund was very good because it had the expertise, available budget, adequate facilities and had the authority to implement the village fund allocation policy. The disposition between the parties in the implementation of the village fund allocation policy has gone well because the policy implementers have good knowledge and understanding and have a high commitment in carrying out their duties. The bureaucratic structure in implementing the village fund allocation policy has served according to responsibilities, carrying out tasks in accordance with the provisions being carried out, where the division of work is in accordance with the main tasks and functions, coordination between sections is going well based on SOPs in implementation related to village fund allocation used. the implementation of the village fund allocation policy has gone well, which already has a clear information transformation with the socialization, and has consistency regarding the clarity of information on the implementation of the Village Fund

The village funds are funds sourced from the National Budget that allocated for the village, transferred through the District / City Regional Government Budget then proceeded to village budget. This policy is regulated in Government Regulation No. 60 of 2014 on Village Funds as amended in Government Regulation No. 8 of 2016. The village funds are used to finance the administration, village development and community empowerment. The nominal amount of village funds raises concerns in the implementation. Central Java is included in the province's largest recipient of village funds in Indonesia, District Semarang receives a significant increase in village revenue every year. In accordance with the recommendations of Semarang district government and initial observations, Randugunting village is a village that needs attention in the implementation of village fund policy. This study aimed to determine the implementation of policies and obstacles that are experienced in the implementation. This research uses descriptive qualitative method. The results showed that the implementation of village fund policy when it viewed from the stage of distribution, stage of use, and the reporting stage based of Bupati Regulation No. 71 of 2016 not maximized. The implementation of the village fund policy encountered obstacles, that is policy content and policy context. Researchers recommend to Randugunting Village Government to improve understanding of policy objectives, interests, strategies and responsiveness. Then the government needs to improve training and coaching, evaluate the process of setting policy implementers, and make adjustments to existing regulations.

The Village Credit Institution (LPD) has a major role in managing village finances. So this institution must continue to be developed. There are many factors that affect the income of Village Credit Institutions in Kediri District, including the amount of credit, the amount of capital and the number of credit customers. The purpose of this study was to determine the effect of the amount of credit, the amount of capital and the number of credit customers on the operational income of the Village Credit Institution in Kediri District, either partially or simultaneously. This study uses three independent variables, namely the amount of credit (X1), the amount of capital (X2), and the number of credit customers (X3) and the dependent variable is operating income (Y) using quantitative analysis methods using linear regression analysis techniques. multiple. The results of this study are (1) the amount of credit has a real and partial significant effect on operational income at the Village Credit Institution (LPD) in Kediri District because t count is greater than t table or 3.643 > 1.739 and the significance is smaller than 0.05, namely 0.002 < 0.05. (2) The amount of capital has a significant and significant effect partially on operating income at the Village Credit Institution (LPD) in Kediri District because t count is greater than t table or 6.615 > 1.739 and the significance is smaller than 0.05, i.e. 0.000 < 0.05 . (3) The number of credit customers has a significant and significant effect partially on the operational income of the Village Credit Institution (LPD) in Kediri District because t count is greater than t table or 4.449 > 1.739 and the significance is smaller than 0.05 or 0.000 < 0.05 . (4) The amount of credit, the amount of capital and the number of credit customers simultaneously have a real and significant effect on the operational income of the Village Credit Institution in Kediri District because the F ratio is greater than F table or 355,046 > 3.20 and the significance is less than 0.05 ie 0.000 < 0.05. Based on the conclusions from the results of the study, it can be recommended to increase the amount of credit, the amount of capital, and the number of credit customers so that it continues to be increased while still paying attention and considering the principle of prudence, especially in providing loans and looking at the business processes of borrowing customers, so that non-performing loans can be minimized as much as possible. traffic jams), as well as more appropriate policies from the government to provide a more conducive climate for the development of Village Credit Institutions (LPD) in the future.

Village funds are funds sourced from the APBN that are transferred to the APBD which are prioritized on activities related to the implementation of development and empowerment of village communities. Policies in regulating the amount of village funds that enter the region are fully regulated by the government (state). The implementation of village funds has been carried out since 2015. Village funds as funds to realize community welfare and equitable development have the aim of improving village public services, overcoming and alleviating poverty problems, advancing the rural economy sector, overcoming problems of inter-village development gaps, strengthening the subject of development (community village). The use of village funds to finance village development in an effort to improve the welfare of the community is one of the priorities of village funds that need special attention in their implementation. This article is intended to analyze the potential of village funds for village development. This research uses descriptive qualitative type. Data collection method in this research is literature study by searching several articles related to village funds and village development and the contribution of village funds to village development activities. The results showed that village funds have the potential to increase village development in order to achieve the welfare of village communities by considering the role and accountability of the government in managing and using village funds as well as the level of community participation / awareness of village fund management in efforts to realize village development to improve the welfare of village communities .Keywords : Village Development, Village Fund.

Ideally, the allocation of village funds is sought so that its management can be efficient and effective in the directions for which the funds are given. So the allocation of the Village Fund is a manifestation of the fulfillment of the village's right to carry out its autonomy, to realize the growth and development of Bungko Lor Village, Kapetakan District, Cirebon Regency, and to obtain financing in the form of a budget to carry out authority and at the same time support the implementation of good development. The purpose of this study is to determine the management of village funds and the obstacles in managing village funds in Bungko Lor Village, Kapetakan District, Cirebon Regency. The results of this study are as follows: 1. The management of Bungko Lor village funds, Kapetakan District, Cirebon Regency is to see the priority of using village funds to finance the implementation of programs and activities in the field of Village Development and Village Community Empowerment. The technical mechanism for managing village funds refers to the Cirebon Regent Regulation Number 25 of 2015 concerning Village Financial Management, starting from the stages of planning, implementation, reporting and accountability. 2. The management of village funds in Bungko Lor Village, Kapetakan District, Cirebon Regency has obstacles in implementation, namely a) Human resources that are not yet reliable and incompetent in managing village finances; b) low self-reliance of village communities; c) Direct community supervision by the community in managing village funds in Bungko Lor village has not yet occurred; d) community participation is very weak, sometimes it is carried out only unilaterally; e) Community understanding there are still many people who do not understand and do not know the use of village funds.

Village Fund And Village Development In West Java Province

Rural development programs that involve village communities as development subjects (Community Driven Development) have been implemented in various countries, including Indonesia through the village fund program. West Java, a province with a high accumulation of village funds, has a low Village Development Index (IDM) growth. This study analyses the contribution of village funds and Village Sustainability Development Goals (SDGs) to IDM in West Java. Using panel data regression with fixed effect and Difference in Difference (DiD), data from 5.312 villages receiving village funds in the 2018–2023 period were analyzed. The study found that overall, village fund realization had a positive and significant effect on IDM, with the funds predominantly used for infrastructure development in the Village Development Sector. The regression results per Sector also found that all Village Fund Sectors had a positive and significant influence on the IDM value, with the highest influence from activities in the Village Development Sector. DiD analysis revealed that aligning village fund activities with Village SDGs has not yet significantly impacted IDM growth. Therefore, to accelerate village development, the Government should prioritize using village funds not only for infrastructure but also for activities like Village Community Empowerment while promoting the alignment of these funds with Village SDGs.

The reality of using village funds in 2018 has been used well and has fulfilled the expectations and needs of the community. It can be seen that the policy implementers have the ability to manage the existing budget, where the implementers of the policy work in a synergy, transparent and in accordance with the regulation of Regent Gresik number 34 of 2017 on village funds, village funds in 2018 in the Kepatihan village are prioritized for development alone this is because when a village meeting (musrenbang) is held, it is seen from the proposal that there is a lot of development that must be built. This is evidenced by the development of the Kepatihan village, so that it can be said that the use of village funds has been optimal and should be appreciated by the community where they feel that the development has been evenly distributed. The findings of this study indicate that "The implementation of village funds is in accordance with existing regulations and can be said to be successful. In Article 4 paragraph 1 in the regulation of Regent Gresik number 34 of 2017 said that Village income should be publicized to the general public that can be accessed by village communities , and this has been done by policy implementers, thus the community knows the details of village funds and the amount of village funds received in 2018.

Village Funds and Village Development: The Case of West Java

The Village Fund program has enabled the widespread implementation of village development initiatives that involve local communities as the subjects of development (i.e., Community Driven Development) across various countries, including Indonesia. Despite receiving substantial village funds, West Java, one of Indonesia's provinces, exhibits slow growth in the Village Development Index (IDM). This study examines the effect and impact of Village Funds on achieving the Sustainable Development Goals (SDGs), as measured by the IDM in West Java Province. The methodology employs a panel data regression with fixed effects and a Difference-in-Difference (DiD) analysis on 5,312 villages that received Village Funds between 2018 and 2023. Findings indicate that Village Funds significantly impact the IDM, primarily through infrastructure projects within the village development sector. Furthermore, the regression analysis revealed that all sectors positively and significantly influence the IDM, particularly the village development implementation sector. Conversely, the DiD analysis suggests that the alignment of Village Fund activities with the SDGs has not significantly affected IDM growth in West Java. Thus, to accelerate village development, the government must balance the prioritization of Village Funds. This balance should move beyond solely focusing on infrastructure development to encompass activities in other fields, such as village community empowerment

The Role of Village Funds to the Development Area in the Sub-District of West Bilah, Labuhanbatu Regency, North Sumatera, Indonesia

The Village Fund is an implementation of the fulfillment of village rights. The priority of the use of the Village Fund is aimed at 2 (two) areas, Village Development and Village Community Empowerment. This study aims to analyze the Role of Village Funds on Regional Development in the Sub-district of West Bilah, Labuhanbatu regency and to determine the difference in average income before and after the implementation of Village Funds. The research was conducted in three villages of Bandar Kumbul, Tanjung Medan, and Janji village in Bilah Barat sub-district of Labuhanbatu regency. The data analysis used in qualitative method consists of data collection, data reduction, data display, and verification and conclusions. In the quantitative method used is a variance test with the help of SPSS program version 22. Result of research indicate that there is role of village fund to development area at sub district of West Bilah of Labuhanbatu regency in research location, that is: Bandar Kumbul village, Janji village and Tanjung Medan village. Village funds are prioritized for village development in the form of infrastructure development such as roads, ditches and suspension bridges. For the income of the community before and after the implementation of the village funds shows that there is a significant difference in average income of the society in Fiscal Year 2015 in the subdistrict of West Bilah Labuhanbatu district in Bandar Kumbul village, Janji village, and Tanjung Medan village. Village Development: Effect of Vilage Fund and Village Head Education

Village Autonomy allows villages to realize more advanced and prosperous rural development. According to some literature, village development needs sufficient funds. In Indonesia, Village Fund has become one of the necessary funds for villages since 2015. Besides the effect of the Village Fund amount, this study evaluates the role of village leaders in optimizing Village Fund management. This study aims to analyze the impact of village head education support in managing the Village Fund on the development of village status in Indonesia empirically. The analytical method uses cross-sectional multiple linear regression in the data between 2018 and 2020. This study uses changes in the village building index (IDM) score to reflect the development of village status each year as the dependent variable, then Village Fund and interaction between Village Fund and Village Head education as the independent variables. The results denote that the management of the Village Fund will be more effective in influencing the growth of village development if the village has a village head with an education above high school. Therefore, the Central Government should provide intervention on the policy criteria for allocating Village Funds, especially performance allocation, by including village head education as an additional indicator in the Village Fund management process.

Collaborative Governance Model in Improving Community Economy: Optimizing Village Funds

One of the implementations of the Village Law policy which is a government strategy to realize independent and autonomous villages is to provide village funds as a source of income. This village fund is used 30% for operational costs of the Village Government and Village Consultative Body (BPD) and 70% for community empowerment and strengthening the capacity of the village government. The provision of village funds is one solution to the problems faced by the village through sources of income. Pematang Johar Village is one of the superior villages in Deli Serdang Regency because of the development of tourist villages. This study also aims to identify the use of village funds carried out by Pematang Johar Village to improve the economy of residents and identify the type of collaborative governance formed in supporting the use of village funds and development. They are using a descriptive qualitative research method with data collection techniques through interviews, observations, and documentation studies. Data analysis techniques include collecting data, reducing data, presenting data, and providing conclusions. The results show several things. 1) that the village government does not have a clear collaboration structure so there is no clarity regarding the roles and duties of each stakeholder. 2) Lack of active participation and initiative from the community, so it is necessary to make the community one of the collaboration partners. 3) there is no supervision and evaluation process for each program so there needs to be a unification of vision and commitment from stakeholders so that the use of village funds through empowerment programs and development of tourism villages can run sustainably and ultimately improve the community's economy.

Village funds are given to the village to be managed properly so that the village can provide welfare for the village community and village development. The management of village funds must be carried out gradually and carefully in its use, besides that it must be adjusted to the existing legal rules so that there is no misuse of village funds. Harjowinangun Barat Village is one of the villages in Batang Regency, where the village community still needs village funds to achieve community welfare. The village head and other village officials need to manage village funds properly following the rules and principles of good governance. The problems in this service are: (1) What are the obstacles for Harjowinangun Barat Village, Batang Regency in managing village funds? (2) How is the application of Good Governance principles in the management of Village Fund Allocation in Harjowinangun Barat Village, Batang Regency? Service activities are carried out by analyzing the problems in Harjowinangun Barat Village. After that, the team carried out a service program to realize the management of village funds following the principles of good governance. The team’s final activities were conducting discussions and forums for problem-solving around village fund management. This program aims to help government officials carry out government bureaucracy and provide assistance in managing village funds following the principles of good governance. Assistance in the transparent management of village funds for the development and development of productive economic enterprises. The West Harjowinangun BUMDes business in Batang Regency, which had been pioneered and has failed due to the pandemic, has begun to be rebuilt using village funds. In addition, the Village Fund in West Harwowinangun is planned for the construction of sports facilities.

Village funds will encourage the implementation of village autonomy, as well as an effort to empower village governments and village communities. the provincial government and district government as facilitators, facilitating village communities to be able to carry out village development. Village funds are a source of village income whose accountability is included in public financial accountability. This study aims to: (1) determine the influence of village fund management on village economic growth in Kupang Tengah District; (2) Knowing the effect of using village funds on village economic growth in Kupang Tengah District, (3) Knowing the effect of village government accountability on village economic growth in Kupang Tengah District, and (4) Knowing the effect of village fund management, village fund utilization and government accountability village on village economic growth in Kupang Tengah District. This study uses a quantitative descriptive approach, with data collection techniques in this study using a questionnaire. The population and sample of this study used a purposive sampling method. This study involved village officials who managed village, sub-district and community fund allocations in the village, with a sample of 32 respondents from 7 villages. SPSS research analysis tool version 25. The results show partially that village fund management influences village economic growth, village fund utilization affects village economic growth, and village government accountability influences village fund growth. Simultaneously, the magnitude of the influence of village fund management, village fund utilization and village government accountability on village economic growth is 66.2%. This means that the management of village funds, the use of village funds, and the accountability of the village government can increase village economic growth in Kupang Tengan District, Kupang Regency.

The authority given to the village government to manage village funds brings many benefits, especially in village development. Supervision of village funds is also very necessary to prevent criminal acts of corruption. The research method used in this research is descriptive analytical which describes in detail the social phenomena at the heart of the problem using empirical research and using qualitative data analysis. The results of the research show that village heads prevent criminal acts of corruption by recognizing the modus operandi of corruption in village funds, improving the quality of village officials, monitoring the management of village funds and strengthening cooperation with village assistants. Obstacles encountered and solutions implemented in preventing criminal acts of corruption in village funds are the low quality of human resources in managing village funds with the solution of providing technical guidance, low integrity of village officials in managing village funds with the solution of providing integrity culture outreach and low community participation in supervision. managing village funds with the solution of providing information to the community by socializing the use of village funds. The criminal act of corruption in village funds is any action that is detrimental to the state and villages, destroying the economic system, democratic system, political system, legal system, government system and social order. Efforts to prevent criminal acts of corruption in village funds can be carried out by monitoring the use of village funds.

Implementation of Urban Village Fund Allocation Policy in Airmadidi District

This study aims to analyze the implementation of the urban village fund allocation policy in Airmadidi District, North Minahasa Regency . Urban village funds are a form of budget support from the central and regional governments aimed at strengthening community development and empowerment in urban areas. Although regulatively the allocation of funds has been determined, the implementation of policies in the field still faces various challenges. This research uses a descriptive qualitative approach with data collection techniques through in-depth interviews, direct observation, and documentation studies. Research informants consisted of urban village officials, district officials, community leaders, and members of urban village community institutions. This research uses the Edward III policy implementation model which includes four variables: communication, resources, disposition (executor attitude), and bureaucratic structure. The results showed that the implementation of the urban village fund allocation policy in Airmadidi District has not been running optimally. The main obstacles lie in the lack of coordination between parties, limited human and budgetary resources, and low community participation in the planning and monitoring process. In addition, not all urban village have consistently applied the principle of transparency in budget management. The conclusion of this study is that the successful implementation of the urban village fund allocation policy depends on the clarity of policy communication, readiness of local resources, and active community involvement. Institutional capacity building and a more structured evaluation mechanism are needed for this policy to run effectively and sustainably.
