Abstract

In power system, the hydropower often cannot utilize its full capacity for peak regulation due to its limited planned water consumption, which results in partial idleness of available capacity. Meanwhile it is considered the wind power can only provide the energy rather than the capacity to system, for its output characteristics. Therefore, based on Peak-regulation operation manner of hydropower, a new operation strategy, binding hydropower with wind power for peak regulation, is advised. By providing capacity guarantee for binding system with the idle capacity of hydropower, the strategy can utilize the energy of wind power for peak regulation sufficiently. The analysis shows that binding operation of hydropower and wind power can provide more effective capacity for peak regulation than separate operations. Furthermore, with the tremendous daily fluctuation of wind power output, for the purpose of maintenance of the steady effective peak-regulation capacity of daily binding system so as to ensure the stability of starting-up and shutdown of thermal power units, this paper further puts forward the operation strategy of binding peak-regulation in a week decision cycle. In this way, the power storage capability of hydropower will be fully utilized to stabilize the daily fluctuation of wind power output. At last, a simple example is used to validate the advised strategy.
