Introduction. The competitiveness of land use within a market economy is determined by the equation of capital expenditures, labor power that integrates land into a single engineering procedure, as well as natural and anthropogenic means with the help of which land resources are leveraged, and soil fertility is restored by rational organization of the system of adaptive-landscape specific agriculture. Therefore, the relevance of research of environmental efficiency of land resources management as the basis of sustainable rural development is beyond any reasonable doubt.Purpose. The purpose of the article is to investigate the environmental efficiency of land resources management and its impact on sustainable rural development.Results. Based on the research findings of the totality of indicators of environmental efficiency of land resources management, we will distinguish those ones that make important analysis findings at the national level for such land resources agents as micro agents; mini-agents; general agents; the state; local agents; global agents. Among all the test items of environmental efficiency of land resources management, the agent of land interests “the state” responds to 26 indicators. In addition to the existing indicators, a number of multiplicative metrics has been added for analysis. By expertise, among the presented indicators we have selected 15 under three criteria – anthropogenic impact, reproduction, harmonization. At the same time, in the author's opinion, the environmental efficiency of land resources management of the rural economic sector is to ensure the efficient land use as a constituent of the environment. With provision for expert estimation, we have offered a set of evaluative criteria for the level of environmental efficiency of land resources management of the rural economic sector.Originality. There has been proposed the map of forecast impacts of indicators of environmental efficiency of land resources management, which shows an extremely high level of influence of environmental component of sustainable development on the integral estimation of land resources management, in particular indicators of the amount of used agricultural chemicals per 1 ha of area under crops, land resources usage per a unit of gross production, proportion of sunflower and bird rape in cropping system. A computer program was used to predict the change in the value of integrated efficiency of land resources management using the proposed methodological approach. This computer program, taking into account interinfluences, makes it possible to calculate the predictive influence ranking of indicators on the assessment of the integrated efficiency of land resources management.Conclusion. The article deals with the possibilities of land resources management within the framework of sustainable development of rural territories. The criteria for environmental efficiency of land resources management include: anthropogenic impact – the main indicator – the usage of agricultural chemicals per 1 ha of area under crops; reproduction – environmental and agrochemical assessment of soils; harmonization – the relative gravity of eroded lands acreage in the structure of agricultural fields. Multiplicative indicators, the essence of which is to assess the intensity and efficiency of the parties to land relations, are taken into account for each type of efficiency of land resources management. We have implemented the matrix of forecasts of integral efficiency of land resources management in the rural economic sector in reliance on the method of criterion diagnostics, which is based on the use of a program that takes into account maps of forecast impacts of indicators of environmental efficiency of conditional, relative and absolute input indicators. The practical importance of the obtained research results is that we not only have calculated the predictive rating of the impact of the criterion indicators on the assessment of the integrated efficiency of land resources management, but also the results of the change to 1 conditional score of the input indicator. This technique permitted to reveal the most significant influence on the effectiveness of specific environmental indicators – livestock density and specific gravity of the area under crops, fertilized with organic fertilizers, which indicates the impossibility of effective land use without livestock-raising development.

Efficient resource management in cloud computing (CC) is critical to maintaining high availability, scalability, and energy efficiency. Traditional methods often struggle to handle dynamic workloads, resulting in resource waste or overload. To address these challenges, this research proposes an Efficient Cloud Resource Management utilizing Complex-Valued Spatio-Temporal Graph Convolutional Neural Networks (CRM-CVSTGCNN). Initially, the input data is collected from the 2019 Google cluster workload traces dataset. It is then pre-processed using Cauchy Robust Correction-Sage Husa Extended Kalman Filter (CRCHEKF) to combine and normalize data vectors. The pre-processed data is then fed into Complex-Valued Spatio-Temporal Graph Convolutional Neural Networks (CVSTGCNN) to forecast future cloud workloads. Since CVSTGCNN alone does not adaptively optimize its weight parameters, hence the Portia Spider Optimization Algorithm (PSOA) is employed in this work to enhance prediction accuracy. The proposed approach is implemented in python and evaluated utilizing metrics like Accuracy, Root Mean Squared Error (RMSE), Mean Squared Error (MSE), Mean Absolute Error (MAE) and Coefficient of Determination (R2). The performance measures of the proposed approach attain 97.5% accuracy, 0.03% RMSE and 0.022% MSE when compared to the existing methods, such as Stable and efficient resource management by deep neural network on cloud computing (SERM-CC-BiLSTM), A proactive auto scaling and energy-efficient VM allocation framework using online multi-resource neural network for cloud data centre (EETS-CCE-GGCN), and AI-based energy-efficient task scheduling for cloud computing surroundings (YPR-RWE-CNN) methods, respectively. These outcomes highlight the effectiveness of the proposed method for dynamic and energy-efficient cloud resource management.

The development of mobile applications, especially that provide context-sensitive features is a rather complex and difficult task. 'Smart' and 'context-aware' systems are great for end users, if they are non-intrusive and have user-friendly interfaces, but they are hard to design, maintain and integrate. Additionally, the coverage of such applications requires the utilization of appropriate data transport, efficient resource management, as well as input- and output techniques to consider the limitations of mobile devices. In this tutorial, a set of techniques and design patterns will be presented that helps to face these challenges. The presented techniques cover various topics, especially context and resource/data management techniques as well as the design of context-sensitive user interfaces. Furthermore, the results of two case studies carried out in the domain of industrial field service will be presented to provide feedback which of the presented techniques could be successfully applied and which challenges have still to be faced.

This study aims to provide actionable insights that can inform educational administrators about the efficient management of resources in public secondary schools. The study employed the Resource-Based Theory put forward by Penrose and the instructional leadership theory advocated by Philip Hallinger and Murphy Joseph. The study utilized a Convergent Research Design under a Mixed Research Approach where a Simple Random Sampling Technique was used to select a sample of 58 teachers from 7 public secondary schools, and a purposive sampling technique was used to sample 4 Ward Education Officers (WEO) and School Quality Assurers (SQA) from the study area. Data were collected using questionnaires for teachers, and an interview guide was used to collect data from SQA and WEO. The study found that effective instructional leadership practices significantly contribute to efficient resource management in public secondary schools. Moreover, the study revealed that efficient resource management is a crucial determinant of student’s academic achievement since poor resource management results in poor learning outcomes and vice versa. Nevertheless, the study found limited knowledge and skills in resource management among heads of schools and teachers. The study concluded that attaining national education goals by enhancing instructional leadership that fosters efficient resource management practices is inevitable for better learning outcomes. The study recommended that educational administrators conduct regular professional development programs for teachers on resource mobilization, allocation, maintenance and management.

As the Internet evolves into a global all-service communication infrastructure, a key consideration is providing quality of service guarantees over IP with efficient resource utilization in a scalable, flexible, and automatic way. In this article we present a virtual network (VN) based architecture for scalable IP service deployment and efficient network resource management. Particularly considering a DiffServ/MPLS III transport network supporting multiple VNs, we propose a dynamic approach for efficient bandwidth sharing among VNs. The bandwidth sharing is service-level-agreement-based; the spare capacity in underloaded VNs is adaptively and efficiently utilized, and SLA compliance for all the VNs involved is always guaranteed.

Docker has been widely adopted as a platform solution for microservice. As the popularity of microservice increases, the importance of fine-tuning the efficiency of resource management in the Docker platform also increases. While Docker’s out-of-box resource management solution provides some generic management capability, more work is required to improve resource utilization and enforce Service Level Agreement (SLA) for critical services. In this research, an efficient Docker resource management scheme, called Adaptive SLA Enforcement, is designed and implemented. For the sake of comparison, we also study and implement three simpler schemes: 1) Fixed Number of Containers, 2) Dynamic Resource Management without SLA Enforcement, 3) Strict SLA Enforcement. We found that the Adaptive SLA Enforcement scheme can deliver efficient resource management with SLA enforcement, thus successfully addressing the deficiencies of the other three schemes.

The emergence of new technologies of 5G/6G networks and the Internet of Things (IoT) drives the transition from traditional Cloud Computing systems to the Edge Cloud Continuum — an interconnected distributed computing environment. Deploying modern applications in such a complex setting poses significant challenges for efficient dynamic resource management. Besides their several benefits, current orchestration platforms disregard aspects such as the dynamic behavior of applications’ demands, heterogeneity of the infrastructure’s resources, and the overall complexity when dealing with interdependent resource allocation decision parameters. The Digital Twin concept envisions assisting application deployments not only by providing offline simulations for experimental assessment in multi-cluster settings but also by actively guiding the orchestration process. In this paper, we aim to provide a modeling and simulation framework to optimize the performance of the underlying infrastructure in terms of resilience and sustainability. We investigate the application of automata theory to model such systems by analyzing their possible states, specifically, using Petri Nets, a mathematical framework for representing discrete event systems, as the primary modeling tool. Therefore, a comprehensive modeling approach is presented to simulate the resource scheduling decisions of an established multi-cluster framework, namely Karmada. Moreover, through this Petri Net modeling approach, we can efficiently optimize the performance of the orchestration process considering the power consumption and workload load balancing of a multi-cluster topology. Extensive evaluation indicates the efficacy of the proposed framework in accurately approximating Karmada’s behavior for various scheduling policies. Also, the proposed framework is capable of assessing the performance of several scheduling policies and guiding the system toward efficient resource management in complex scenarios, exploiting the polynomial complexity of the Petri Net to identify scheduling states.
