Abstract

Currently, Indonesia faces a severe problem of food insecurity, challenging the fulfilment of the sustainable development goals. We proposed the design of food insecurity early warning system based on e-participation and e-initiative platform called Patriot Pangan. The proposed design includes local community participation through information technology infrastructure that has been developed in recent year in Indonesia to dealt with the food insecurity event quickly. We analyse and design using an object-oriented approach. In the analysis phase, we gathered the requirement by interview various stakeholders and evaluate the existing process. In the design phase, we use the unified modelling language to presenting the design. The designed system involves the local youngster (called patriots), donors, and public in general. The workflow of the Patriot Pangan system divided into two processes: e-participation and e-initiative. In the first process, the patriot reported conditions of 10 poorest families in their area through e-participation apps. Based on a report from the patriot, the data will be processed and can be used by the government to take action. In the second process, the food insecurity report from the patriots will be processed into a campaign to arouse public awareness. Through the campaign, donors can donate money and goods to areas that experience food insecurity problems through e-initiative apps. We hope Patriot Pangan can help reduce food insecurity in Indonesia and open the path for the fulfilment of sustainable development goals 2 (zero hunger) and goals 3 (good health and well-being).
