Abstract
A computer and communications system is presented for controlling the operations of load management, distribution automation, and distribution SCADA for a G&T cooperative, Old Dominion Electric Cooperative, and its 12 member cooperatives. The system is currently being designed and delivered by a team of vendors, which involves an EMS/SCADA system vendor and a load management/distribution automation equipment vendor. The system coordinates the scheduling of load management for the member cooperatives so as to minimize the power bills to the power suppliers. Each member cooperative can use the system to implement distribution SCADA and distribution automation functions, thus improving its operation efficiency and service quality. A description is given of the functions, special features, and implementation and development experience for the system. >
