Abstract
This paper provides a comprehensive discussion of water banking and proposes an enhanced water bank for Colorado to manage temporary transfers of water uses. It provides examples from other states and discusses the water bank established in Colorado. It then proposes ways to enhance this existing bank that would substantially facilitate the ability to make temporary changes of water use.
