An Educational Revolution to Support Change in the Classroom: Colombia and the Educational Challenges of the Twenty-First Century
As developing countries strive to strengthen their educational institutions to meet the challenges of the economic and social demands of globalization, tension often arises between providing more access to traditional public education and reforming the quality of the education provided. With its Revolución Educativa, Colombia offers an interesting case study of comprehensive education reforms that are grounded in a shared vision of quality and that make skillful use of information and communication technology to meet their goals. In designing the reforms, the Colombian Ministry of Education identified a series of complementary strategies that attempt to address five critical policy dimensions that keep the drive towards quality in the forefront. This article describes these strategies: Local Capacity Building; Enrollment and Efficiency; New Technologies; Curricular Reform; Improving Teacher Quality; and the Assessment System.

Human development despite faltering economic development has been taking place in China where is one of the fastest growing countries in the world. While the formal government sector continues to play an important role, it is the growth of private participation in providing suitable ICT training, especially to the socially and economically under-privileged that appear to have provided the impetus for growth in qualified professionals. This paper argues that the use of ICT in corporate education and training is likely to empower their employees skill sets. The results of this study, which apply two Chinese cities as a case analysis representing the use of ICT could be an effective teaching tool for multi-national corporate learning in developing cities. The authors also have developed a 4Is framework for discussion.

South American social movements are re-inventing a new emancipatory politics of knowledge in which those invisibilised and excluded by neoliberal globalisation, are emerging as the emancipatory subjects of our times. These subjects develop social relations which disrupt the power of capital in their everyday lives through practices which reconnect people and communities with their own creative capacities and with each other. In this article I conceptualise and reflect on the role of the pedagogical in this reinvention through the development of a theoretical dialogue between Gramsci’s Marxian framework, and Black and Decolonial feminisms. I argue that pedagogical practices are central to the geopolitics of neoliberal globalisation and thus, more importantly, to emancipatory epistemologies, as these practices enable the unlearning of dominant social relationships, subjectivities and ways of life, and the learning of new ones. I explore this through engagement with the politics of knowledge of the Brazilian Movimento dos Trabalhadores Rurais Sem Terra (Landless Rural Workers’ Movement [MST]), and La Mascara, a feminist theatre collective in Colombia.

The article discusses the use of information and communication technologies in the process of instrumental training of future teachers-musicians based on distance learning. The importance of distance learning for us is to increase the level of professional instrumental training of students through the creation of a unified information system of education. The purpose of this article is to summarize the experience of using distance technologies in teaching special disciplines in the context of professional training of a future music teacher and to analyze their effective capabilities in this aspect. Our study compares and analyzes various points of view of modern teachers in the USA, Russia and Kazakhstan, who study the problems of using information and communication technologies in the process of conducting individual musical disciplines in the context of distance learning. In order to improve the performing skills of the future music teacher, practical recommendations on the use of information and communication technologies in the learning process have been developed. In order to improve the performing skills of the future music teacher, practical recommendations on the use of information and communication technologies in the learning process have been developed. The research was conducted in the 2022–2023 academic year at the Department of “Traditional Musical Art” of the Korkyt Ata Kyzylorda University and in 2023–2024 at the Pedagogical Institute of Astana International University. To achieve the purpose of the study, a questionnaire method was chosen, questionnaires with open and closed types of questions were used. This article analyzes open-type answers. In the process of training specialists, pedagogical conditions for the use of information and communication technologies are determined on the basis of applied research and positive results of practical work in the direction of music and performing pedagogy.

The article explores the processes of global use of information technologies and systems, which allows creating economic benefits and promoting social and political integration, causing general prosperity and sustainable development of society. A review of the networked readiness system is provided, which provides executives with directive information on the key pillars to take into account the full use of information and communication technologies in their economic growth strategies. The essence of the modern model of the Network Readiness Index (NRI), which consists of four main pillars (technology, people, governance and impact), is revealed, each of which is formed from three sub-pillars, defining in a complex the real state of the use of information and communication technologies in a particular country. The rating of Ukraine according to the Networked Readiness Index and its main four pillars is presented. The degree of implementation of information technologies at Ukrainian enterprises by types of economic activity and their use of information and communication technologies, depending on the average number of employees, taking into account access to the Internet, the presence of a website and the purchase of cloud computing services are given. The essence and measurements of the basic principles (scientific validity, competence, timeliness, completeness of content, flexibility and homeostaticity) regarding the adoption of management decisions in the network economy are considered, which allows obtaining a synergistic effect. It is proposed to focus further research on the generation and design of a communication and information technology system, increasing investment in the information and communication technology sector and further popularizing the Internet and developing e-commerce.

BackgroundPrevention of dementia is crucial for reducing its social burden. Social isolation is a known risk factor for dementia. The use of information and communication technology is associated with reduced cognitive decline. However, longitudinal associations of the use of information and communication technology with cognitive function remain unknown, especially for older adults who are socially isolated and at a high risk of cognitive decline.ObjectivesTo investigate the association between the use of information and communication technology and changes in cognitive function among older adults with and without social isolation.DesignLongitudinal observational studySettingData was obtained for two cohorts of community-dwelling older adults aged 65 years with no cognitive impairment (Mini-Mental State Examination score ≥24) at baseline.ParticipantsParticipants were defined as those who completed baseline assessments of the use of information and communication technology, social isolation, and cognitive function and underwent at least one follow-up assessment of cognitive function in a follow-up survey conducted annually through 2023.MeasurementsThe use of information and communication technology was measured using the technology usage sub-items of the Japan Science and Technology Agency Index of Competence. Cognitive function and social isolation were assessed using the Mini-Mental State Examination and the six-item Lubben Social Network Scale, respectively. Data from the two cohorts were combined to examine the association between the use of information and communication technology and changes in cognitive function, as well as the association between the use of information and communication technology and the incidence of cognitive decline (Mini-Mental State Examination <24), using mixed effects models and Cox proportional hazards models, respectively. These analyses were conducted separately based on social isolation.ResultsA total of 1,322 participants (mean age: 72.3 years, 39 % male) were included in the final analysis. The median follow-up period was 3.9 years. Individuals who used information and communication technology experienced a slower rate of cognitive decline than non-users (-0.09, 95 % confidence interval: -0.11 to -0.07 vs. -0.18, 95 % confidence interval: -0.21 to -0.15). In addition, information and communication technology use was associated with a significantly lower risk of cognitive decline (hazard ratio: 0.73, 95 % confidence interval: 0.70–0.76). This association remained consistent among older adults with social isolation (hazard ratio: 0.91, 95 % confidence interval: 0.85–0.97).ConclusionsThe use of information and communication technology was associated with a reduced risk of cognitive decline, even among socially isolated older adults. Creating an environment that enables effective ICT use with appropriate support may help preserve cognitive function in aging populations.

To examine how information and communication technology (ICT) access and use are conceptually incorporated in the Successful Aging 2.0 framework. Using data from the 2011 National Health and Aging Trends Study (N = 6,476), we examined how ICT access and use for different purposes are associated with social engagement (i.e., informal and formal social participation) by gender. Weighted logistic regression analyses were performed. Findings revealed that men were more likely to access and use ICT than women. ICT access was positively associated with all types of women's social engagement, but only with men's informal social participation. Information technology (IT) use for health matters was positively associated with formal social participation for women and with informal social participation for men. IT use for personal tasks was negatively associated with formal social participation for older adults. Communication technology use was positively associated with formal and informal social participation for women and men. This study supports the expansion of the successful aging model by incorporating ICT access and use. Further, it assists in the identification of specific technologies that promote active engagement in later life for women and men.

Working with information plays an important role in the management of any educational institution. The Deputy Director in carrying out information and analysis activities must process large amounts of material. The use of information technology helps make this job easier. This article describes the project on the use of information and communication technologies in the management of additional educational organizations for children and analyzes the main directions of informatization in the management of educational institutions. The effectiveness of the use of information technology in managerial activities based on the use of computer technology has been revealed. Managerial activities of the head include processing a large amount of information. For this information to really help make the right management decisions, it must be objective, arrive on time, and reflect the dynamics of change in management objects. In addition, we need technology that managers can use to process this information quickly and accurately, with minimal effort and time. However, in practice, a number of contradictions are revealed; between the need for computerized management of additional education centers and the ability of educational institutions the development management information systems; between the need to build a computerized management process based on scientific systems and their actual implementation through the development of individual areas - the constituent elements of the system (technical equipment, software, training, etc.), between the need to organize management using new information technologies and the level of training of teaching staff that is not adequate for working with modern software. The object of the study is ICT in the management activities of the leadership of an educational institution. The subject of the work is the process of informing the management of educational institutions. The aim of this work is to develop a variant of the management of educational institutions based on the use of information and communication technologies. This method of work. During the study, a complex of different methods was used: the object of research was studied by the method of systems analysis, the method of excluded and included observations, the study of documents governing the management of educational institutions, expert judgments, and sociological surveys. The practical significance of this work lies in the development of the project.

The use of information and communication technology has increased in the society, and can be useful in nursing care. The aim of this study was to describe district nurses’ attitudes regarding the implementation of information and communication technology in home nursing. The first and third authors performed five focus group discussions with 19 district nurses’ from five primary healthcare centres in northern Sweden. During the focus group discussions, the following topics were discussed: the current and future use of information and communication technology in home nursing; expectations, advantages, disadvantages and hindrances in the use of information and communication technology in home nursing; and the use of information and communication technology from an ethical perspective. The transcribed focus group discussions were analysed using qualitative content analysis. The results showed that district nurses’ attitudes were positive regarding the use of information and communication technology in their work. They also asked for possibilities to influence the design and its introduction. However, the use of information and communication technology in home nursing can be described as a complement to communication that could not replace human physical encounters. Improvements and risks, as well as the importance of physical presence in home nursing were considered vital. The results revealed that the use of information and communication technology requires changes in the district nurses’ work situation.

Introduction. The functioning of modern societies, states, state institutions and citizens in general cannot be imagined without information technologies, the level of development of which, determining the effectiveness of management decisions in the economy, politics, social organization, etc., determines the identification and construction of a new model society, which is terminologically and conceptually defined as "information" . The transitional processes from the industrial to the informational type of social organization are characterized by different levels of use of information technologies, the state of development of the information provision of the state, the level of its democracy, etc. Ukraine's intention to enter the European space was marked by reformation processes with the active construction of information and communication technologies and procedures aimed at improving the implementation of customs formalities, increasing the level of efficiency of information, technical, personnel support for their implementation in order to build established customs legal relations not only in the customs space of the state, but also beyond it. The purpose of the article is to investigate the problems of the use of information and communication technologies used in the activities of the customs authorities of Ukraine, to outline the priorities and obstacles to increasing the level of information support of the customs institutions of Ukraine, the directions of digital transformation of the customs space of the state. Results. As a result of the study of the pragmatics of the use of information and communication technologies in the activities of the customs institutions of Ukraine, the chronology of their formation was systematized, the genesis of the informatization of the customs space of Ukraine in the conditions of digitalization of the economy was analyzed, the features of the use of modern information systems of the customs authorities of Ukraine were outlined, and the advantages of joining the Convention on the Common Transit Procedure were detailed. It was established that despite the influence of external and internal factors that are extremely aggressive in nature, such as Russia's military aggression, the consequences of the loss of part of the territories, production potential, the decline of business and foreign economic activity, the irreversible consequences of the post-pandemic recovery, the customs space of Ukraine still has a place for the expansion of the use of digital and information and communication technologies, which has a fundamental influence on the optimization of administrative, social, economic and social processes of the state's development.

This article makes the case for how evidence-based nursing leadership and management activities could promote, implement and sustain quality patient care by student nurses using Information and Communications Technology. It is on aspects of the findings of a professional doctorate inquiry into Information and Communications Technology use and skills development by student nurses. The 21st century is both an information and knowledge age. Nursing and medical professions are facing the increasing usage of information technology in day-to-day operations with the overall aim of improving the quality of patient care. The quality of the future of the nursing profession is dependent on the calibre of those who are currently socialized to become professional nurses. The new United Kingdom Labour Government, in power since 1997, has placed increasing focus on the effectiveness of the National Health Service and using computers as one way to assist in achieving greater effectiveness. This has implications for nurse education and the future preparation of future nurses to acquire skills in Information and Communications Technology. This is a case study approach using multiple triangulation methodology. This includes: semi-structured interview of six student nurses and four of their mentors; one unstructured meeting with the Research and Development Manager; observational visit to a medical admission ward and a renal unit; one semi-structured meeting with the Information Manager; Review of Documentation - the National Health Service Trust Nursing Strategy; and Review, Application and Development of relevant theory. The overall findings are that student nurses are not using Information and Communications Technology in nursing practice in a structured and systematic way. The reasons for this are very many and very complex but are interrelated. They include strategic resource-based issues, what Jumaa referred to as Time, Human, Equipment, Information, Material and Money resources. These reasons include lack of time for Information and Communications Technology activities by both students and the qualified nurses and some staff with poor Information and Communications Technology skills. This situation is compounded by insufficient computer hardware; lack of information about the essence and value of Information and Communications Technology; perception of the direct relevance of Information and Communications Technology activities to patient care; software materials not adequate for purpose and lack of comprehensive budget and financial recognition for student's engagement with Information and Communications Technology. 'Smile and the whole world smile with you'. This old saying has a lot of truth in it. Applied to Information and Communications Technology skills development and use by student nurses we are confronted with an uncomfortable reality of many qualified nurses who themselves are not comfortable or proficient with the use of Information and Communications Technology. Some do not see the essential need for Information and Communications Technology and its direct relevance to improving patient care, nor is this always supported by the current software and systems. Willmer argued that the achievement of effective implementation of the National Health Service National Programme for Information and Technology requires efficient change management and leading people skills, and an understanding of National Health Service culture. In this article the case is made that evidence-based management and leadership interventions are a feasible approach for a sustained implementation of Information and Communications Technology use and skills development by student nurses.

The proliferation of Information and Communication Technologies (ICT) coupled with sophisticated network protocols have unveiled new avenues for enterprises and organizations and the hospitality industries cannot be left out. Technology-based systems stand in a pivotal position to offer better service to the populace. Hospitality industries such as hotels can take advantage of the pervasiveness of ICT vis-à-vis technology-based systems to advance some of their operations. This paper seeks to assess the use of Information and Communication Technologies (ICT) in a front office operation of chain hotels in Ghana. The paper determines the extent of the use of information technology in a front office operation of chain hotels in Ghana. The paper continues to assess the effect of the use of information technology in the front office operation of chain hotels in Ghana, thus if the use of ICT has any effect on chain hotels’ front office operations. The paper further makes recommendations to chain hotel operators and the Ghana Tourist Authority (GTA) and policy makers on the use of information and communications technology in front office operation in chain hotels. Three chain hotels in Ghana were assessed.

The use of Information and Communication Technologies (ICT) in outreach strengthens the social role of Ecuadorian universities. This study analyzed outreach projects of ESPOCH, the Technical University of Ambato and the Technical University of Cotopaxi, located in central Ecuador. With a mixed, mostly qualitative approach, 35 institutional documents were reviewed (2020-2024), covering five axes: type of tools, purpose, coverage, barriers and opportunities. An increase in the use of virtual platforms, social networks and mobile applications for communication, training and participatory management was identified. Barriers such as the digital divide, low technological literacy and weak institutional planning persist. Nevertheless, good practices, such as hybrid models and local capacity building, are highlighted. It is concluded that the effective use of ICTs in linkages requires contextualized, sustainable policies with an intercultural approach.

The article proves the importance of using modern information technologies in the training of pedagogical and management staff in the sphere of education. The meaning of information technologies in the process of forming the head’s of the educational institution information culture is defined. The analysis of the peculiarities of its formation is given. New applications of information technologies adapted to work in educational institutions and the possibility of their successful implementation are presented. The article suggests that information processes are aimed at forming a unique open educational environment, ensuring its accessibility, providing opportunities for updating, developing and improving the quality and efficiency of educational services. The use of the information technology approach is based on the LLL (lifelong learning) paradigm that implies the concept of continuous education, its internationalization and diversification. The efficiency of the educational process in the training of teachers and heads of educational institutions depends on the high-quality content of electronic educational resources. Electronic resources are components of the educational process and important parts of the information and educational environment. The most important directions of its development are content, technical support and maintenance of information sites, monitoring the level of information and professional competence of pedagogical workers, providing informational assistance to teachers in creating individual sites, improving their computer and technical literacy. The use of new models, information and communication technologies in educational institutions makes possible to create a unique information environment where educational regulatory documents, educational and methodical materials, monographs, tutorials are placed, which altogether can help pedagogical workers to improve the educational process and increase the level of pedagogical skills. The use of educational information and communication technologies in terms of innovative models implies the use of electronic lecturers, simulators, textbooks, encyclopedias; development of situational role-playing and intellectual games using artificial intelligence; modeling of different processes and phenomena; distance learning; conducting interactive educational teleconferences; construction of systems of control and verification of students' knowledge and skills (use of control test programs); creation and maintenance of educational institutions websites; creating presentations; carrying out design and research activities.

Technological advances in the 21st century in the industrial 4.0 era are developing very quickly, thereby changing the perspective and mindset of humans in using information technology where the use of information technology has entered the realm of education. In the realm of education, the use of information and communication technology is triggered by learning with the lecture method which is no longer suitable for the learning process. So that innovation is needed in terms of learning media with the use of information and communication technology. One of the learning media that can be developed and used is video learning. This study aims to determine the level of attractiveness and describe the validity of the video learning media in accordance with the competencies that can be used in speaking material. The research method used is R&D with ADDIE research and development design adapted from Lee and Owens (2014). The results showed the validity of the instructional video media based on the results of expert and student assessments. From the expert's assessment got valid results and from students through small groups obtained 88.5% results and from large groups obtained 91.10% results so that they got very valid results. It can be interpreted that the student's response to the learning video is very good.

The article reveals the peculiarities of the implementation of information and communication technologies in the disciplines of physical education in the USA. The purpose of the article is to substantiate the information provision of educational institutions in the USA regarding the education of students' physical culture. The use of new information technologies in the teaching of physical education disciplines is one of the directions of informatization of education and, at the same time, contributes to the formation of information culture as a component of the professional culture of a specialist, the formation of such professionally significant qualities as professional competence, mobility, flexibility, independence. Information technologies open access to information, that is, they provide completely new opportunities for finding professional knowledge and creativity. The use of information and communication technologies in the educational process contributes to its intensification. The creative use of information technologies in the teaching of academic disciplines is based on the integration of pedagogical and information technologies. Informatization of professional physical education raises new requirements for professional qualities and the level of training of specialists. Mastering modern information technologies becomes one of the main components of the professional training of any specialist, including in the field of physical culture and sports, which requires the development and implementation of professionally oriented programs and courses aimed at mastering the basics of the necessary knowledge and accumulation of personal experience of their use in professional activities. Computer technologies, as a part of information technologies, make it possible to form a fundamentally new style of work, which makes it possible to more effectively reveal the creative possibilities and intellectual potential of a person.

Acknowledging the expanding influence of technology in the promotion of health and wellness, this study assessed the role of information and communication technology (ICT) use in the lives of older cancer survivors. A community sample of cancer survivors aged 65 and older (N = 1411) was extracted from a 2011 U.S. National Health and Aging Trends Study dataset. Weighted multiple regression and multinomial logistic regression analyses were performed to explore the relationships between survey respondents' ICT use and their self-rated health status and depressive symptoms. The majority of respondents reported rarely or never engaging in ICT use. Greater use of communication technology such as emailing or texting was associated with decreased risk for severe depressive symptoms and higher self-rated health status. Information technology use was not associated with depressive symptoms and self-rated health status. Investigation into reasons behind older cancer survivors' apparent low rates of engagement with ICT is warranted, particularly the examination of access as a potential barrier. Findings indicated that frequent use of communication technology was positively linked with mental and physical wellness. The nature of the relationships between communication technology use and physical and mental health merits further research, helping to determine whether community-based educational efforts to improve technology access and skills may benefit the growing population of older cancer survivors.
