Amendment of Articles 8, 9, 10, 21 and 78 of the International Code of Zoological Nomenclature to expand and refine methods of publication
The International Commission on Zoological Nomenclature has voted in favour of a revised version of the amendment to the International Code of Zoological Nomenclature that was proposed in 2008. The purpose of the amendment is to expand and refine the methods of publication allowed by the Code, particularly in relation to electronic publication. The amendment establishes an Official Register of Zoological Nomenclature (with ZooBank as its online version), allows electronic publication after 2011 under certain conditions, and disallows publication on optical discs after 2012. The requirements for electronic publications are that the work be registered in ZooBank before it is published, that the work itself state the date of publication and contain evidence that registration has occurred, and that the ZooBank registration state both the name of an electronic archive intended to preserve the work and the ISSN or ISBN associated with the work. Registration of new scientific names and nomenclatural acts is not required. The Commission has confirmed that ZooBank is ready to handle the requirements of the amendment.

In zoological nomenclature, to be potentially valid, nomenclatural novelties (i.e., new nomina and nomenclatural acts) need first to be made available, that is, published in works qualifying as publications as defined by the International Code of zoological Nomenclature ("the Code"). In September 2012, the Code was amended in order to allow the recognition of works electronically published online after 2011 as publications available for the purpose of zoological nomenclature, provided they meet several conditions, notably a preregistration of the work in ZooBank. Despite these new Rules, several of the long-discussed problems concerning the electronic publication of new nomina and nomenclatural acts have not been resolved. The publication of this amendment provides an opportunity to discuss some of these in detail. It is important to note that: (1) all works published only online before 2012 are nomenclaturally unavailable; (2) printed copies of the PDFs of works which do not have their own ISSN or ISBN, and which are not obtainable free of charge or by purchase, do not qualify as publications but must be seen as facsimiles of unavailable works and are unable to provide nomenclatural availability to any nomenclatural novelties they may contain; (3) prepublications online of later released online publications are unavailable, i.e., they do not advance the date of publication; (4) the publication dates of works for which online prepublications had been released are not those of these prepublications and it is critical that the real release date of such works appear on the actual final electronic publication, but this is not currently the case in electronic periodicals that distribute such online prepublications and which still indicate on their websites and PDFs the date of release of prepublication as that of publication of the work; (5) supplementary online materials and subsequent formal corrections of either paper or electronic publications distributed only online are nomenclaturally unavailable; (6) nomenclatural information provided on online websites that do not have a fixed content and format, with ISSN or ISBN, is unavailable. We give precise examples of many of these nomenclatural problems. Several of them, when they arise, are due to the fact that the availability of nomenclatural novelties now depends on information that will have to be sought not from the work itself but from extrinsic evidence. As shown by several examples discussed here, an electronic document can be modified while keeping the same DOI and publication date, which is not compatible with the requirements of zoological nomenclature. Therefore, another system of registration of electronic documents as permanent and inalterable will have to be devised. ZooBank also clearly needs to be improved in several respects. Mention in a work of its registration number (LSID) in ZooBank would seem to be possible only if this registration has occurred previously, but some works that have purportedly been registered in ZooBank are in fact missing on this web application. In conclusion, we offer recommendations to authors, referees, editors, publishers, libraries and the International Commission on Zoological Nomenclature, in the hope that such problems can be limited along with the potential chaos in zoological nomenclature that could result, if careful attention is not paid to the problems we highlight here, from a somewhat misplaced, and perhaps now widespread, understanding that electronic publication of nomenclatural novelties is now allowed and straightforward. We suggest that, as long as the problematic points linked to the new amendment and to electronic publication as a whole are not resolved, nomenclatural novelties continue to be published in paper-printed journals that have so far shown editorial competence regarding taxonomy and nomenclature, which is not the case of several recent electronic-only published journals.

This Editorial provides advice on how to upload information to ZooBank for manuscripts that include new taxonomic names. This is a requirement of the International Code of Zoological Nomenclature, to ensure that new taxonomic names are accepted as valid in electronic publication of manuscripts prior to print publication. Hence, the Journal of Fish Biology requires that the procedure outlined below is followed for any new taxonomic names. Amendment of Article 8 of the International Code of Zoological Nomenclature to expand and refine methods of publication (Bulletin of Zoological Nomenclature 2012 69, 161–169) requires that: Article 8.5. To be considered published, a work issued and distributed electronically must be registered in the Official Register of Zoological Nomenclature (ZooBank) and contain evidence in the work itself that such registration has occurred. THE International Commission on Zoological Nomenclature announces its intention of publishing at an early date a revised and up-to-date edition (1) of the "International Code of Zoological Nomenclature" and (2) of the "Official List of Generic Names in Zoology". The last edition of the English text of "The International Code of Zoological Nomenclature" was published some years before the War and is now out of date for various reasons, including the adoption by the International Congress of Zoology of changes in some of the Articles in the International Code. The revised edition will consist of the substantive French text (on left-hand pages) and the English translation (on right-hand pages). The volume, which will be fully indexed, will also contain a detailed analysis of all the "Opinions" so far rendered by the International Commission in regard to the interpretation of the provisions of the Code. "The Official List of Generic Names in Zoology" was established by the International Congress of Zoology at its meeting at Monaco in 1913 for the purpose of recording full particulars relating to the names of the 5,000–10,000 best known and most important genera in the animal kingdom with their type species. So far, however, only about seven hundred names have been placed on the "Official List", due largely to the fact that the decisions taken by the International Commission have never hitherto been brought together in a single volume and with a full index. It is hoped that the "Official List" will now develop into a powerful instrument for stabilizing zoological nomenclature. It is hoped that its publication in book form will stimulate specialists to make proposals for the addition of other generic names important not only in systematic zoology but also in the applied sciences and in the teaching of zoology at the universities.

Following four years of highly charged debate the rules for publication of scientific names of animals have been changed to allow electronic publications to meet the requirements of the stringent International Code of Zoological Nomenclature. In a landmark decision, the International Commission on Zoological Nomenclature (ICZN) has passed an amendment to its rules that will accept an electronic-only publication as ‘legitimate’ if it meets criteria of archiving and the publication is registered on the ICZN’s official online registry, ZooBank. Zoological nomenclature is the obligate medium by which we communicate taxonomic information, and a series of precise nomenclatural rules are designed to minimize confusion and ambiguity. The longest used, internationally applicable system of nomenclature is “Linnaean Nomenclature” (LN) (Polaszek & Wilson 2005), which has provided a stable platform capable of simultaneously designating discrete taxa and conveying their phylogenetic relationships, through the use of scientific names (nomina; Dubois 2000). Precise adherence to the rules of nomenclature as defined by the International Commission on Zoological Nomenclature (ICZN) is all the more important today when zoologists have millions of taxa to name. The recent importation of exogenous practices into LN is both confusing and inacceptable under the rules of the ICZN. Such practices include the use of a prefix Pan- in the family-series nomenclature. The nomenclature of all taxa from rank subspecies to superfamily is regulated by the International Code of Zoological Nomenclature (ICZN Code; Anonymous 1999). This means that all zoologists who endorse LN should use nomina complying with the rules of the ICZN Code for taxa of all ranks, including those from superfamily to subtribe and additional intermediate ranks of the nominal family group, also called family-series. However, some recent publications using LN do not follow the ICZN Code in several respects, concerning in particular (1) the rules of formation of nomina and (2) their authorship and date. Recent articles involving fossil birds (Smith 2011, 2013; Smith & Mayr 2013), explicitly or implicitly following the ICZN Code, illustrate both problems, representative of these recent practices. We wish to emphasize that our comments are in no way criticisms directed toward the core information of these studies, otherwise extremely useful, but rather a more general and formal invitation to follow more closely the ICZN Code. We found few other published examples of similar practice concerning birds (“Pan-Apodidae” in Mayr & Manegold 2002, also used by Ksepka et al. 2013; “Pan-Trochilidae” in Mayr & Manegold 2002 and Mayr 2007; “Pan-Hemiprocnidae” in Mayr & Manegold 2002; for articles published in a LN frame). We use hereafter the “Pan-Alcidae” example.

In 1930, Alfred Eisenack suggested the term âchitinozoanâ for a microfossil group that he discovered from erratic boulders on the Baltic Sea coast. They are known from the Early Ordovician until the end of the Devonian and have a broad paleogeographic distribution in marine deposits. Even though they are useful biostratigraphy markers, their biological affinity is unknown. Several theories have been proposed through the years, with the most widely accepted to date being that they are the eggs of soft-bodied metazoans. Nevertheless, some studies suggest that chitinozoans are fossils of individual microorganisms (protists) rather than of metazoan origin. The aim of this contribution is to summarize the advantages of the current chitinozoan classification and analyze the status quo of the current chitinozoan databases in order to make the classification less subjective and data more accessible. Since the beginning of their study, chitinozoan workers have used a binominal taxonomy describing genera and species based on morphological features. In 1999, Florentin Paris and co-authors introduced a revised suprageneric classification regulated by the International Code of Zoological Nomenclature (ICZN), which proved very efficient and has since been followed by all workers on this group. According to the ICZN, the concept of âspeciesâ is the only one that refers to an actual population or entity and all higher categories are abstract entities. This means that any feature can be selected to separate the genera and families. In chitinozoans, scanning electron microscope (SEM) images are used to distinguish morphologic features such as the vesicle, aperture, neck, and ornamentation. These main characteristics were used as the basis of classification. The category of âOrderâ is not regulated by the ICZN; however, in 1972, Eisenack proposed the useful subdivisions of âOperculatiferaâ and âProsomatiferaâ that have been maintained until today. This classification gives stability to the nomenclature, prevents overlap of generic descriptions, and provides a framework for phylogenetic analysis. It was highlighted by the authors of this classification that a computer-assisted system of identification could be developed if a digital taxonomic database were available. There are several databases with the potential to be useful for chitinozoan taxonomic classification. ZooBank is the official registry of the ICZN. It records nomenclatural acts and includes the original descriptions of new scientific names and their publications. For occurrence-based paleontological records, the Paleobiology Database and the Geobiodiversity Database are extremely useful. Both have an intuitive and simple interface for the user to see the taxa distribution and taxonomic information. These three databases complement each other, but they either have few chitinozoan records or lack complete taxonomic information. There is a desktop taxonomic database CHITINOVOSP for chitinozoans, designed by Florentin Paris, which has proven to be useful but needs to be purchased. Achab et al. developed in Canada another chitinozoan database CHITINOS that is not currently used. The most complete and useful chitinozoan database at present seems to be CHITDB, where browsing and searching for chitinozoan taxa, samples, sections, references, and SEM images is simple. However, it is focused only on material from the Baltic region. Databases such as the Encyclopedia of Life, the Catalogue of Life and the World Register of Marine Species lack chitinozoan records but they are collaborative and provide free global access to knowledge. This collaborative formula seems to be efficient enough to have a trusted digital source of information. Since at present the taxonomic classification of chitinozoans is no longer under discussion and it has proven to be workable, the following step for chitinozoan researchers would be to have a complete database. We believe that a collaborative effort should be made as there are only a few specialists in the area nowadays. It is not crucial which database should be completed, but it should be useful, as complete as possible, and freely accessible. In particular, we believe that the Baltic CHITDB database is an excellent starting platform to achieve that goal in the near future.

Web‐based, digital taxonomy is developing rapidly, but the International Code of Zoological Nomenclature (ICZN) still requires that the primary data element of taxonomy, the description, be published in hard copy. If accepted, a recently proposed amendment to the ICZN allows for electronic publication of taxonomic names, with the names to be registered in a global, publicly accessible, web‐based archive called ZooBank. This proposal will allow for contemporary models of publication and begin the process of establishing a global register of zoological names. While on the surface this sounds like a reasonably minor step in the pathway to the new taxonomy, the logical implications of this proposal are many and far reaching. For example, this change may lead to further advances so that zoological taxonomy bypasses traditional journal publication entirely, with ZooBank or some other electronic web‐based outlet operating as the publishing vehicle and names register for the new taxonomy. While electronic publication is an important step in improving taxonomic practice, it is by no means a panacea for the critical shortage of taxonomic expertise in Australia or elsewhere.

In September 2012, the International Commission on Zoological Nomenclature (ICZN 2012) published an amendment of Articles 8, 9, 10, 21 and 78 of the International Code of Zoological Nomenclature (ICZN 1999) to allow electronic publication in zoological nomenclature and taxonomy (see also Zhang 2012). Late last year, a paper in Zootaxa (Dubois et al. 2013) reviewed some of the problems related to electronic publication of zoological nomenclature and taxonomy, and in turn evoked rapid reactions from Nature (Anonymous 2013) and BMC (Harold et al. 2013). This issue of Zootaxa contains a response to Dubois et al. (2013) from the International Commission on Zoological Nomenclature (ICZN 2014), and a formal response from the editors of BMC (Moylan et al. 2014). Zootaxa is pleased to provide a forum for discussions of this type, and encourages debate on issues important in zoological nomenclature and taxonomy (Zhang 2007).

Creation and use of the scientific names of animals are ruled by the International Code of Zoological Nomenclature. Until recently, publication of new names in a work produced with ink on paper was required for their availability. A long awaited amendment to the Code issued in September 2012 by the International Commission on Zoological Nomenclature now allows publication of new names in online-only works, provided that the latter are registered with ZooBank, the Official Register of Animal Names. With this amendment, the rules of zoological nomenclature have been aligned with the opportunities (and needs) of our digital era. However, possible causes for nomenclatural instability remain. These could be completely removed if the Code-compliant publication of new names will be identified with their online registration, under suitable technological and formal (legal) conditions. Future developments of the ZooBank may provide the tool required to make this definitive leap ahead in zoological nomenclature.

Márquez & Asiain (2010) described three new species of the Philonthus furvus species group: P. navarretei and P. pollens from Mexico, and P. rufotibialis from Mexico and Guatemala. They also provided new state and locality records for P. hoegei, P. testaceipennis and P. yaqui, as well as a key for the identification of the species. In this work (Márquez & Asiain 2010) the depositories of the type material and material examined were indicated, except for the holotype of P. navarretei. Based on article 16 (names published after 1999) of the International Code of Zoological Nomenclature (International Commission on Zoological Nomenclature 1999), which indicates that species names must be accompanied by the explicit fixation of a holotype (16.4.1), a statement of intent that this will be deposited in a collection and a statement indicating the name and location of that collection (16.4.2), the species name is considered as an "unavailable name". Navarrete-Heredia & Newton (2013) placed P. navarretei Márquez & Asiain, 2010 as a nomen nudum because the term "nomen nudum" is often used loosely for names that do not meet one or more of the conditions necessary for availability in the International Code of Zoological Nomenclature.
