Administrative Responsibility in Implementing the Program of Secondary Education at the Department of Education in Biak Numfor District
This study describes the responsibility of the administration and the determinant factors, as well as its implications in implementing secondary education program at education service district of Biak. This research is a qualitative approach to Phenomenology. The data obtained through the techniques of observation, interviews, and documentation. Its analysis technique is an interactive model and drawing conclusions. The results showed that responsibility through the application of the principles of organization of the administration of the managerial, interpersonal, technical, routine and analysis (MITRA) have been implemented in accordance with the standards. Implementations of responsibility on program planning aspects have yet to produce a strategic planning system specific, measureable, attainable, relevant, time-bound (SMART). On the aspect of organizing has been done was the standard implementation of the program. Motivation is the key to the success of the responsibility programs. The factors of leadership and the quality of human resources were also influenced in the process of organizing the administration of secondary education accountability in Biak. The implication that the effectiveness of the responsibility of the administration was the openness of access to education, increasing the number of school age children's participation and the emergence of a sense of Justice for secondary education stakeholders in Biak. This study aims to determine the Implementation of the Pre-DIPA e-tender for Procurement of Goods/Services at the General Bureau of the Secretariat General of the Ministry of Health so that it is hoped that appropriate steps can be formulated in implementing the Pre-DIPA e-tender, problems and efforts made by Presidential Regulation Number 16 of 2018 concerning Government Procurement of Goods/Services. The research method used in this research is quantitative research. The sampling technique uses data sources from 5 informants. Data collection techniques in this study used observation, interview, and documentation techniques. This research procedure includes the stages before in the field, while in the field, and data analysis. Data analysis was carried out by collecting data, reducing data, presenting data, and drawing conclusions. Based on the results of the research, leadership factors, quality of human resources, planning and management, policies and regulations, system integration, and infrastructure and standardization it can be concluded that the implementation of the e-tender pre-DIPA Procurement of Goods/Services at the General Bureau has been going quite well, there are still problems with server down due to frequent maintenance or updating of the system from LKPP. The suggestion is to communicate more intensively with LKPP to reduce server disturbances.

<p>The success of an education is largely determined by many factors, some of the factors in supportingthese successes are the quality of human resources (HR), facilities, infrastructure, and the curriculum used. The change in curriculum requires teachers to understand and be able to implement all these changes in the learning process in the classroom, but not many teachers understand and are able to implement these changes in learning activities, especially in the use of learning methods. Therefore, this paper will attempt to examine the <em>Sad Dharma </em>method of learning of Hindu religious education and character entitled "<em>Sad Dharma</em> as a Learning Method of Hindu Religious Education and Character of 2013 Curriculum in SMPGurukula Bangli". This paper used qualitative research methods, the location of research was in SMP Gurukula Bangli, the type of data was descriptive data with primary and secondary data sources, informant determination techniques used purposive sampling technique, data collection methods used observation, interview, library study, and documentation techniques, and used data analysis techniques and presentation techniques of data analysis results. Based on the tests which were carried out, it could be stated that the <em>Sad Dharma </em>method was applied in its entirety starting from the <em>dharma wacana</em>, <em>dharma tula</em>, <em>dharma santi</em>, <em>dharma gita</em>, <em>dharma sadhana,</em> and <em>dharma yatra</em>. Constraints faced by its implementation were teacher, facilities, and curriculum. The implications of the implementationof <em>Sad Dharma </em>learning methods were the implications for spiritual attitudes, implications for social attitudes, implications for cognitive/knowledge and implications for psychomotor aspects.</p>

 Abstract: The objective of this research was to find out the process young learners incidental language learning of English speaking skill. This research is used a case study. The population of this research was the young learners. The subjects of this research were chosen by using the Interview, Documentation, and Observation technique. The data were collected using observation, interview, and documentation techniques. The technique of data is by WhatsApp media to complete the research. The results of this study show that: (1) young learner's incidental language learning of English speaking skill; (2) young learner's repetition of English speaking skill; (3) and young learner's problem of English speaking skill (3) The result are: (a) The young learners incidental language learning using media English movies and Ablo application for learn English, (b) The young learners repetition language learning using media Youtube and English music for learn English, (c) The young learners problem language learning is the difficulty of getting friends to discuss in English directly to practice English skills.

This study aims to determine and analyze the Makassar Recover Program of the Makassar City Government, using a qualitative approach. Collecting data using observation, interview, and documentation techniques. Data obtained from processing results using interactive model analysis includes data collection, data condensation, data presentation, and conclusion testing. The results showed that the Makassar City Government's evaluation of the Makassar Recover program was based on four dimensions including context, input, process, and product, on health immunity, social adaptation, and economic recovery. The context dimension shows that the Makassar Recover program on health immunity and social adaptation runs optimally, but the economic recovery program shows results that are not optimal. The input dimension shows that the availability of human resources and budget. The process dimension shows that the Makassar Recover program is implemented according to standard operating procedures and strict regulations. The product dimension shows that the Makassar Recover program has resulted in a synergistic role between the community and the government in tackling the impact of the COVID-19 virus as well as social adaptation, but the economic recovery has not shown satisfactory results. The determinant factors in this study indicate the existence of strict regulations, resources that include the quality of human resources and budgets, as well as culture in realizing Makassar Recover in Makassar City.

The purpose of this study is to find out the change in strategy in PT Matahari Jabatan Tbk Bekasi Cyber Park.This study uses a qualitative research method with data collection techniques carried out by observation, interview and documentation techniques. Research that aims to describe and describe events and phenomena that occur in the field and present data systematically, factually and accurately about facts or phenomena that occur in the field. The research informants in this study are 1 manager, 2 supervisors, and 2 general employees as informants. So there are 5 people who are supporting informants. The results of this study show that the strategy changes. Related to HR strategies Human change is related to the roles, attitudes, perceptions and expectations of employees in the organization. Meanwhile, changes in the structure include authority, work flow, and, labor in the organization. Meanwhile, changes in the structure include authority, work flow, and, labor in the organization. Human resources greatly determine the successful process of an organization's performance. Human resource development is to make it easier to realize the company's goals, because the quality of human resources is considered capable of carrying out their duties and functions as employees in an organization.

This research is descriptive qualitative research with the focus of the research, namely explaining and analyzing the innovation of electronic-based public satisfaction surveys (E-Sukma) at the Bureau of Organization of the Regional Secretariat of East Java Province and identifying and analyzing the inhibiting factors of the implementation of electronic-based public satisfaction survey innovations (E-Sukma) at the Bureau of Organization of the Regional Secretariat of East Java Province. The data in this study were collected using interview, documentation and observation techniques. After the data was collected, the data was analyzed using the analysis technique from Miles and Huberman known as the interactive model. The data that had been collected was tested for data validity using the data source triangulation technique. The results of the study showed that Relative Advantage, E-Sukma offers significant advantages over traditional survey methods. With a digital-based system, data collection becomes faster, more efficient, and more cost-effective. Compatibility, E-Sukma is designed to meet public expectations for faster and more accountable public services. The suitability of this system with the values and experiences of users in East Java is very important to increase its acceptance and effectiveness.

The data that had been collected was tested for data validity using the data source triangulation technique. The results of the study showed that the Klampid New Generation (KNG) Innovation in Rangkah Village, Tambaksari District, Surabaya City, showed a significant impact in improving the quality of population administration services from the existence of Klampid New Generation (KNG).

Teacher work motivation is a very important factor in affecting teacher performance to achieve educational goals. Quality teacher performance can improve the quality of educational institutions and vice versa. Therefore, this research was conducted to analyze the effect of work motivation on teacher performance in selected private vocational high schools in Biak Numfor district, Papua. This research used quantitative approach with correlational type. The population in this research was teachers at four private vocational high schools in Biak Numfor district, Papua. The sampling technique used saturated samples. The research object consisted of 115 teachers who work in four private vocational schools in Biak Numfor district, Papua. This research instrument is a closed questionnaire and several supporting documents. The data analysis technique used simple linear regression. The research findings identified that there is a significant positive effect of work motivation on teacher performance in private vocational high schools in Biak Numfor district, Papua, with 37.1% indicating that it is in the low category. Furthermore, according to the research results, teachers perform better when they are more motivated at their work.

This study aimed to determine the skills of teachers in applying learning variations. This study used qualitative descriptive research designs conducted at a public elementary school in Surakarta, Indonesia. The subjects in this study were class II, III, IV, and V teachers using a purposive sampling technique to select the research sample. The data were collected through observation, interview and documentation techniques. Validity in this study used source triangulation and engineering triangulation. Analysis techniques used by the researchers was interactive models in the form of data reduction, data presentation and drawing conclusions. The results in the study concluded that teachers have done a fairly good variety of learning. Variations of teachers in learning are like using ice breaking in lessons, using question and answer methods and discussions. In this study it was found that the variety of learning media used by teachers included using picture books, using character cards in learning, and using LCDs and laptops as learning media. The variety of interactions used by the teacher is to use a clear, loud voice, and the interactions are carried out properly, as well as eye contact between the teacher and students. The obstacles faced by teachers are the lack of ice breaker mastered by the teacher, difficulties in focusing students' attention, and errors still often occur from the media used such as laptops and LCDs. The conclusion in this study is that the teacher has implemented several variations in learning quite well, but there are still obstacles in its application.

Employee performance is inseparable from the principles that must be met in realizing service. This study aims to analyze the factors that affect the performance of the State Civil Apparatus in the Biak Numfor district civil registration and population service. The research method used is a qualitative approach. Data collection was carried out through observation and interviews. In addition, the researcher also conducted document analysis and documentation review. The data analysis technique used descriptive qualitative data analysis techniques. The results showed that the factors that affect the performance of the State Civil Apparatus in the population and civil registration services of Biak Numfor district as seen from individual factors, leadership factors, and teamwork factors affect employee performance which ultimately plays a role in improving organizational performance. In addition, the work system for employees at Disdukcapil of Biak Numfor Regency follows the work system established by the central government.

This research aims to explain the implementation of marketing mix strategy in an effort to increase the number of students in Al Huda Kindergarten malang. This type of research belongs to qualitative research. Data is collected using observation, interview, and documentation techniques. The data analysis step consists of data presentation, data reduction, and then drawing conclusions. The results showed that Al Huda Kindergarten successfully used a marketing mix strategy in an effort to increase the number of students. In this effort, the marketing mix strategy used in the form of 7P method, which consists of: product, price, place, promotion, people, physical evidence, and process. The products offered by Al Huda Kindergarten are Islamic religious-based schools and care about the environment with a superior program of junk blessings. The cost stipulated adjusts the economic level of the surrounding residents. The location of the school is strategic. Promotional activities are conducted with print media, online, and into the field. Quality human resources and continuous efforts to develop. The physical evidence of Al Huda Kindergarten has good infrastructure and is constantly updated. While the learning process is carried out using a group learning model based on the angles of the activity.

This research aims to find out and describe the current situation and the role played by the Musi Rawas Regency Learning Activities Centre through the head and administrators in building the quality of human resources in the region, existing resources, facilities owned and programs implemented as well as inhibiting and supporting factors. This research uses a qualitative approach with descriptive methods, data collection using interview, observation and documentation techniques. Meanwhile, data analysis was carried out using the interactive model from Miles and Hubermann, namely data collection, data reduction, data presentation and drawing conclusions as well as research validity using triangulation techniques. The results of the research describe the current condition of the Musi Rawas Regency Learning Activity Centre, including existing resources, which have carried out several roles with various activity programs in building the quality of human resources, including education, training, skills and community empowerment programs. Several inhibiting factors that occur are a lack of human resources, especially learning tutors, very minimal funding support from the Regional Government, social conditions in the surrounding community that are less supportive and less enthusiastic about the activities being carried out. Meanwhile, the supporting factors found include the availability of adequate supporting facilities and facilities, the existence of other local educational institutions and collaboration with various community institutions.

This chapter briefly describes the challenges faced by the Nigerian education system as from 1983 after it had performed well between 1960 and 1980. It follows this description with the discussion of the innovative and ingenious educational devise that kept about one third of the number of school age children and youths in school between 1990 and the early part of the 21st century. That innovative educational sub-system was known as non-formal education for the Girl-Child, the out-of-school boy and Quranic school learners and it was developed, nurtured and implemented by academic personnel drawn from the eight existing university departments of adult education in Nigeria at the time. The chapter finally discusses how these departments of adult education worked for the establishment of national structures of adult education which ultimately came to promote both the visibility and popularisation of the modern practice of adult education in Nigeria from the 1980s.

The aim of this study was to identify how an experienced teacher introduces the concept of derivative in secondary education in Lisbon (Portugal) and to verify whether commognition, as proposed by Anna Sfard, is applicable in this context. The qualitative case study approach was adopted, data were collected in a public secondary school classroom, using observation techniques. The analysis focused on identifying the teacher’s methodological approach, based on Sfard’s four categories: Word Use; Visual mediators; Endorsed Narrative and Routine. However, routines were further subdivided into two subcategories: classroom routines and mathematical routines. Six episodes illustrating mathematical routines were analyzed in detail. The findings showed that symbolic, graphic and gestural visual mediators were consistently present in all lessons. The endorsed narrative was constructed through stated definitions and theorems that are demonstrated, and are consistently present in all lessons. The concept of derivative was constructed from the concept of average rate of change, followed by the notions of approximation, limit and finally derivative at a point. The approach to the concept of derivative was formalized, with some appeal to intuition. The study concludes that traces of commognition, as proposed by Sfard, are observed classes. Given the limited research on the teaching of derivatives at both the secondary and higher education levels, this study contributes valuable insights into how this fundamental concept of Differential Calculus is taught in secondary education.
