Abstract

Dissatisfied with what it calls the law enforcement-based approach of the Bush Administration, leaders at the American Civil Liberties Union (ACLU) issued their own report on “Pandemic Preparedness.” If the deadly H5N1 avian influenza virus becomes fully contagious among humans, the ACLU report urges an approach that emphasizes traditional public health strategies while protecting civil liberties and eschewing mandatory quarantines. It also rebukes federal officials for “conflating public health with national security and law enforcement.”
