Abstract
国民のニーズは大きく変化するとともに，多様化しながら求める質は高くなり，社会資本整備の重要性は益々増している．安全安心で快適な経済活動を維持していくためには，新たな社会資本の重点的な整備と併せ，社会資本ストックの有効活用が重要である．土木施設に関する事業は，調査・計画，建設，維持管理の三つの段階に分けられる．本研究は，維持管理段階を対象とし，栃木県の管理ダムを事例として維持管理の現状と課題を整理する．そして，事後評価の制度と実施状況を整理した上で，より効率的・効果的な施設の運用を行うために，事業評価制度による三河沢ダムの事後評価の事例と，事業評価制度によらない西荒川ダム・東荒川ダム・寺山ダムの事後評価の事例をとおして，施設の機能向上に向けた事後評価（機能向上型事後評価）を提案するものである．機能向上型事後評価については，その基本的考え方を示すとともに，改善のポイントと行政システムとしての検討項目について考察する．
