Abstract
In utility financial economics, the cost of capital, or rate of return, is the cost of an electric utility's invested funds, both debt and equity. The cost of equity capital is the rate of return that common shareholders require on their investment, commensurate with the risks they assume and the expected returns from other similar investments (opportunity cost).
