Abstract

The National Nuclear Emergency Response Organization (NNERO) as the organization for responding to a nuclear emergency in Indonesia has yet to be completely implemented at the local and national levels. The study reviewed the conception of the NNERO by using references from relevant regulations such as regulations on nuclear energy and disaster management. In order to enhance the implementation of the NNERO, the study propose to revitalize the current NNERO structure. The study proposes a new revitalized structure that is developed from the conception of NNERO developed by BAPETEN in 2007 and from the national disaster command post structure based on BNPB Chairman Regulation No. 3 of 2016 on Disaster Emergency Management Command System. Through integration the organization for responding to a nuclear emergency structure into disaster command post structure it is expected that the nuclear or radiological emergency management system could be set up in a way that is integrated into a national all-hazards emergency management system under coordination of BNPB.
