Abstract

This chapter discusses the problems and potential of Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) within the context of Medicaid-since EPSDT is a part of Medicaid, it is difficult to examine the nature of the problems that plague EPSDT without also discussing Medicaid-and proposes a programmatic strategy to make EPSDT more effective. The health services provided by EPSDT are very similar to some of the child health services provided by the Maternal and Child Health services programs. One of the issues that plagued the EPSDT program from its inception was the fact that Congress could never decide whether EPSDT was a health or a welfare program. The annual participation rate for EPSDT programs in 1990 was approximately 38.9% of the eligible population. The participation ratio ranged from a high of 90% of the eligible population in one state to a low of less than 10% of the eligible population.
