A framework to diagnose barriers to climate change adaptation.
This article presents a systematic framework to identify barriers that may impede the process of adaptation to climate change. The framework targets the process of planned adaptation and focuses on potentially challenging but malleable barriers. Three key sets of components create the architecture for the framework. First, a staged depiction of an idealized, rational approach to adaptation decision-making makes up the process component. Second, a set of interconnected structural elements includes the actors, the larger context in which they function (e.g., governance), and the object on which they act (the system of concern that is exposed to climate change). At each of these stages, we ask (i) what could impede the adaptation process and (ii) how do the actors, context, and system of concern contribute to the barrier. To facilitate the identification of barriers, we provide a series of diagnostic questions. Third, the framework is completed by a simple matrix to help locate points of intervention to overcome a given barrier. It provides a systematic starting point for answering critical questions about how to support climate change adaptation at all levels of decision-making.

Climate Change (CC) paired with the rapidly growing world population call for new approaches to land management that are both sustainable and accommodate the complex interactions between social systems and environment. To this end, it is important not only to mitigate CC by reducing greenhouse gas (GHG) emissions, but also to adapt to the changing environmental conditions Agriculture, forestry and other land uses are responsible for almost a quarter (24%) of global anthropogenic GHG emissions (IPCC, 2014) and hence have a high potential for both CC mitigation and adaptation. Additionally agriculture and forests coexist in the same landscape and are deeply interlinked. Agriculture is central in CC discourses not only because it`s the largest driver of deforestation and forest degradation (Hosonuma, 2012) but also because it`s the sector that is highly impacted by CC, which most often results in a decline in agriculture yield. This highlights the need of innovation towards adaptive agriculture, entailing higher production with fewer inputs. Forests are important because they play a major role in CC mitigation, via carbon storage in their biomass, and in providing ecosystem services that are crucial for agriculture, such as water, pollination and control of pests and diseases. The recognition of interlinkages amongst forests, agriculture and other land uses led to a new line of thinking: the "Climate--Smart Landscape" (CSL) approach (Scherr et al., 2012; CSL is an integrated, landscape--level approach that widens the scope from the farm level to the landscape level, allowing analyses of landscape dynamics that lead to deforestation and assess the trades--off between land uses "Landscape" is defined here in broad conceptual terms: rather than being simply a physical space, it represents a complex system with mutually interacting social, biophysical, human ecological and economic dimensions Additionally, CSL emphasizes stakeholder involvement and simultaneous achievement of multiple objectives (Sunderland, 2012) including food security, Ecosystem conservation, rural livelihoods, CC mitigation and adaptation. The transition to CSL relies upon effective policies and the involvement of stakeholders in different layers of governance, such as policy makers, local farmers, researchers, NGOs and agribusiness companies. Additionally, effective CSL rely upon communication and social learning among these stakeholders. It`s based upon national policies that take into account drivers of deforestation and forest degradation (DD) and upon regional policies that take into account how local stakeholders make land use decisions: without such understanding policies are unlikely to be effective. Moreover, a shift towards CSL relies upon the organization aspect of innovation: CSA adoption, as any other innovation is not only based upon technical knowledge, but also social learning and social organization. Such learning also contributes to promote adaptive capacity, which is based upon continuous learning by doing and trial and error. Additionally CSL can be supported by collective action: a shift towards CSL cannot be achieved by a single individual but it relies upon collaboration among different stakeholders. Despite the interlinkages of forests and agriculture and their role in CC mitigation and adaptation, these sectors have been managed by different initiatives in the policy arena. In particular, two initiatives gained attention to enable CC adaptation and mitigation. The first one is the United Nations Collaborative initiative on Reducing Emissions from Deforestation and forest Degradation, conservation of forest carbon stocks, sustainable management of forests and enhancement of carbon stocks (REDD+). REDD+ is a potentially powerful vehicle for stimulating developing countries to practise mitigation by reducing GHG emissions and also to implement adaptation measures through sustainable forest management. REDD+ incorporates safeguards as well, such as requirements for transparency, participation, protection of biodiversity and the rights of local people (UNFCCC, 2011). The United Nations Framework Convention on Climate Change (UNFCCC) emphasizes that co--benefits should be promoted while implementing REDD+ and that 'the needs of local and indigenous communities should be addressed' (UNFCCC, 2007: 8). Although REDD+ is increasingly acknowledging the importance to address drivers of DD, its emphasis is mainly on CC mitigation and forest preservation rather than CC adaptation. The second one is Climate Smart Agriculture (CSA) initiative, initiated by FAO with the aim of achieving the triple wins of CC mitigation, adaptation and food security. CSA involves the use of 'climate--smart' farming techniques to produce crops or livestock, which could help lowering deforestation for agricultural use as well as enhancing productivity, build resilience to CC and mitigate the GHG emissions (Meybeck, 2013). Although CSA represents a step forward towards greater integration of adaptation and mitigation, its emphasis in practice is mainly on agricultural goals and CC adaptation (Graham, 2012) rather than on CC mitigation goals.

This study investigated the role of Local Ecological Knowledge (LEK) in climate change adaptation among smallholder farmers in Mbereshi village. The study examined smallholder farmers’ perception of climate change, their traditional knowledge and practices, and the effectiveness of LEK in enhancing agricultural productivity and environmental sustainability. The study used a mixed-methods research design, combining both quantitative and qualitative techniques. The Statistical Package for the Social Sciences (SPSS) version 29.0 was used to examine quantitative datasets. Thus a multiple regression analysis was used to determine the predictive influence of multiple independent variables on LEK use while a Chi-square test was performed to determine whether there was a statistically significant difference in farmers’ perception of climate variability and change across the main climate variables considered for the study. The qualitative datasets were analysed using a thematic and descriptive approach. Study findings show that age and farming experience were significant predictors of LEK use in the multiple regression model while farmers’ perception of changes in the major climate variables were statistically significant based on the Chi-square test. The study shows that 91 percent of farmers were aware of changing climatic trends, especially on the commencement and frequency of rainfall variations while 86 percent of them indicated using LEK to guide their adaptation, early cultivation, crop rotation, and seed selection processes, among others. The results also indicate that farmers who implemented LEK observed an increase in crop yield. Farmers were also able to practice conservation tillage, organic fertilization, and agroforestry, indicating a great sense of commitment to climate change mitigation and adaptation. The study concludes that LEK is a useful traditional strategy for climate change mitigation, adaptation and resilience. Study findings also strongly support the incorporation of LEK use in national climate change adaptation plans, and hence the study’s proposal for use of hybrid knowledge systems that blend indigenous wisdom with scientific innovation.

The marine fisheries sector is one of the most important income sectors in South Africa and plays an important role in food security for small-scale and subsistence fishers. Climate-driven impacts have resulted in distribution shifts and declines in abundance of important fisheries targets, with negative consequences to the users dependent on these resources. The sustainability of the sector depends on its readiness to adapt to climate change. The inclusion of climate change impacts and adaptation in fisheries management documents in South Africa is essential to ensure adequate climate adaptation responses are implemented at the short- and long-term. This study aims to 1) determine if the relevant fisheries national management documents address climate change and adaptation, 2) determine if the relevant national climate change documents address climate change and adaptation in the fisheries sector and 3) evaluate the extent to which fisheries management documents address climate change and adaptation. A content analysis of fisheries management and climate change documents was carried out to determine if they incorporated information on climate change impacts and adaptation and marine fisheries respectively. Fisheries management documents were then screened against nine pre-determined criteria (or themes) based on climate change adaptation to determine the level of inclusion of best practice for climate change adaptation. Results indicate that climate change impacts and adaptation are rarely incorporated in the main fisheries management documents, except for the Climate Change Adaptation and Mitigation Plan for the agriculture, fisheries and forestry sectors. However, this document is still waiting to be adopted. The only direct reference identified in all the fisheries documents that supports climate change adaptation was ‘conservation and sustainable management of biodiversity’. With regards to indirect references to climate change adaptation, ‘equity,’ ‘participatory management,’ and ‘capacity building’ were most frequently incorporated in fisheries management documents. There is a need to explicitly incorporate information on climate change impacts and adaptation in South African fisheries management documents and increase the human and financial capacity at national institutions to ensure that the fisheries sector can adequately adapt to climate change.

Climate change is a global environmental phenomenon which many countries throughout the world have been trying to address. Climate change has affected almost all economies and societies as well as creating environmental problems worldwide. Over recent decades, numerous regions have suffered from dangerous disasters, such as heavy storms and floods, severe heatwaves and droughts, as well as adverse weather conditions which have caused loss and damage to both human life and property. Vietnam, the focus of this research, is highly affected by climate change impacts and natural hazards, especially in coastal zones. In acknowledging climate change, the Vietnamese government has planned for and employed National Climate Change Adaptation Programs in order to adapt to its threats. However, these National programs seem to focus on finding solutions relating to infrastructure, livelihoods, migration and so on, while efforts to change individuals' behaviour towards the environment are not seriously considered. Education to improve the awareness and adaptive capacity of Vietnamese coastal community residents to address climate change has been identified as a priority which was unresolved in the study site. This research aims to help bridge the gap by designing and implementing a climate change education program for a specific Vietnamese coastal community in order to enhance knowledge about and perceptions of climate change, and actions to adapt to it. To best achieve the main goal of the study, it was developed in three phases: a data gathering phase, an intervention phase, and finally an evaluation phase. Mixed methods were employed to address the research objectives, involving questionnaires, observations and interviews. Preliminary results from a sample of 108 Vietnamese coastal participants and qualitative analyses of interviews and observations in Phase One revealed a low level of climate change knowledge, especially among school students and farmers. However, residents were very concerned about climate change and predicted with a high level of accuracy a range of negative future effects of climate change. They also agreed that a climate change education program is necessary for the Thinh Loc community. Phase Two implemented a climate change education program to 98 participants. They were divided into three classes, comprising 58 school students, 10 teachers, 17 farmers, and 13 local government staff members. The educational intervention was designed from the results from the baseline data obtained in Phase One and using guidelines from climate change education programs found in the literature review. Constructivist teaching methods were applied to encourage students to actively engage in a variety of learning activities to build understanding, skills and the ability to critically analyse and discuss climate change knowledge, mitigation and adaptation strategies. Phase Three involved a post-intervention evaluation phase that measured the effectiveness and impact of the intervention on the participants. Analysis of 88 survey recipients, interview transcripts, and field observations demonstrated changes in awareness, perception and attitudes towards climate change, as well as the application of strategies to mitigate and adapt to climate change 6 months after the intervention. It was concluded that the climate change education program was effective in enhancing awareness and adaptive capacity to cope with climate change in this specific Vietnamese coastal community, with the potential to become a model that could be duplicated in other communities in Vietnamese coastal regions. Thereby, this research helps to contribute to developing climate change adaptation theory and practice.

Climate change refers to future fluctuations of temperature, precipitation, wind and alternative components of Earth’s climate system. Global climate change within the style of higher temperature, reduced downfall, and inflated downfall variability reduces crop yield and threatens food security in low financial gain and agriculture primarily based economies. Ethiopia is one of the most vulnerable countries experiencing drought and floods as a result of climate variability and change. The general objective of this review is to administer and summary on adaptation and mitigation measures initiative in Ethiopia in response to climate change. In Ethiopia the foremost vulnerable sectors to global climate change and variability are agriculture, road, water energy and health. Thus Mitigation and adaptation measures pursued to effectively address climate change. In Ethiopian farming communities have important indigenous knowledge, skills and technologies that are essential for tackling hazardous environmental conditions including climate variability and change. They employ a number of short- and long-term climate change mitigation and adaptation measures to cope with and overcome the impacts of climate variability and change. On the opposite hand, Ethiopia has shown both conservation and policy responses to combat climate change. Protected area systems, a forestation and reforestation programmes, renewable energy sources and energy efficiency, ecological agriculture, flexible livestock production, agro forestry systems, harvesting and climate change education, are all feasible strategies for mitigating and adapting climate change.

PurposeKnowledge sharing for evidence-based climate change adaptation is key to reducing vulnerabilities. The disastrous effects of the recent tropical cyclone Idai in Zimbabwe’s eastern highlands, whereby lives and livelihoods were destroyed, calls for fundamental rethinking on how knowledge sharing can be useful in reducing vulnerabilities. This study aims to examine how knowledge sharing practices among selected climate action organisations can support positive results in evidence-based climate change adaptation in Zimbabwe and recommends a strategy to enhance knowledge sharing for evidence-based climate change adaptation.Design/methodology/approachThe researcher opted for a qualitative research methodology, and interviews were conducted with research participants to get in-depth information. The target population for the research is drawn from three climate change organisations in Zimbabwe. These participants were chosen because of their direct involvement in climate change adaptation and mitigation. Purposive sampling was used because it was considered an easy and informal method to reach the target population. The responses were coded and readied for analysis. Categories for analysis were also determined and described. The next section focuses on the presentation and interpretation of the responses.FindingsThe study found out that even though there is evidence of knowledge sharing in the selected organisations, there was a need for a strategy that integrates the efforts of all climate action organisation to realise successful climate change adaptation. Successful climate change adaptation requires an integrative force in the form of a strategy that supports knowledge sharing. The strategy breaks the silo mode of operation by bringing together all stakeholders through knowledge sharing.Research limitations/implicationsThe research study was unique to the Zimbabwean climate change and adaptation context and only a purposive sampling of participants representing three climate change action was feasible.Social implicationsThe proposed model will enhance knowledge sharing among climate change and adaptation organisations in Zimbabwe. It will transform knowledge management practices among climate change organisations in Zimbabwe.Originality/valueThe study recommends a knowledge sharing strategy that can be useful in supporting climate change adaptation. The model will support decision-making by providing access to shareable information on climate change. The proposed knowledge sharing strategy integrates the efforts of all stakeholders, including communities, government and academia, among many. The study proposes an original model for climate change adaptation for Zimbabwe.

 East Kalimantan Province is very vulnerable to climate change, so it needs policies and strategies in managing climate change impacts through adaptation and mitigation actions. So it is necessary to stipulate local regulations on climate change adaptation and mitigation. Management of climate change in East Kalimantan is one of the local government's efforts in providing guarantees to the community to get a quality living environment. The purpose of this community service activity is to provide understanding to residents regarding East Kalimantan Regional Regulation No. 7 of 2019 concerning climate change adaptation and mitigation. The method of implementing this community service activity is in the form of counseling and discussion of East Kalimantan Regional Regulation No. 7 of 2019 concerning climate change adaptation and mitigation.
 
 Based on the results of community service activities related to the extension of East Kalimantan Regional Regulation No. 7 of 2019 regarding climate change adaptation and mitigation, it was concluded that many people still do not know about the regional regulation. Efforts to mitigate and adapt to climate change are not only the responsibility of the Government, but also the responsibility of the DPR. The DPR's climate change mitigation and adaptation efforts can be carried out through the implementation of its three functions, namely the budget function, the supervisory function, and the legislative function. Every stakeholder, including the community, must mitigate and adapt to climate change, because adaptation and mitigation is the key to addressing climate change, which is the key to reducing greenhouse gas emissions and increasing carbon stocks to reduce the impact of climate change. The active role of the regional government in formulating policies related to climate change is a must, the policy is expected to be a direction for stakeholders in East Kalimantan.

Climate change is undeniably the leading challenge in the 21st century (IPCC 2022). Agriculture is simultaneously a major driver of climate change and is seriously affected by it (EEA, 2019). The adaptation efforts and the level of readiness to adapt to climate change vary between regions, countries and sectors (e.g. agriculture and environment). The overall goal of the research is to assess the level of readiness for climate change adaptation of the agricultural and environmental institutions in Bulgaria. The specific objective of the paper is to analyse their institutional setups and mandates for adapting to climate change in the Bulgarian rural areas. The research findings and results will support the identification of enabling conditions and key barriers to stronger institutional adaptation capacities of the main agricultural and environmental institutions in the country. The assessment is based on documentary analysis of the national climate adaptation strategy and the legal acts, regulating the institutions’ mandates and functions. The methodological approach is motivated by the conceptual model developed by Ford and King (2015) for assessing the climate adaptation readiness by governments at various scales. The focus is on three of their adaptation readiness factors – political leadership on adaptation, institutional organisation for adaptation and adaptation decision making. The results indicate a reactive rather than proactive political leadership on climate adaptation in Bulgaria. The institutional organisation for adaptation suffers serious understaffing in the Ministry of Environment and Water and in the relevance sectoral ministries. The Strategy on Climate Change and Adaptation stated the need for increased capacities and training in sectoral institutions and stakeholders in 2019. In 2023, there is only one environmental institution with an official mandate on climate change – the Climate Policy Department in the Ministry of Environment and Water. Its mandate is on policy development at the global, European and national level addressing both mitigation and adaptation needs; and it is the smallest unit in the ministry in terms of staff numbers. The other environmental institution with a mandate on climate change is the Executive Environmental Agency which monitors the greenhouse gas emissions and the related permits and registers, with no explicit mandate on climate adaptation. As regards the agriculture and rural development institutions, the Rural Development Directorate in the Ministry of Agriculture has a mandate to propose measures addressing climate change needs during the programming of the Common Agricultural Policy Strategic Plan 2023-2027. The identified needs (i.e. introduce climate adapted breeds and plant species) relate to the farming sector and not to the rural areas. Overall, the key weakness of the Bulgarian climate adaptation approach in rural areas is its reactive and ad-hoc basis. It either is driven by EU regulations and requirements or is implemented when project opportunities arise, without systemic planning and ownership of responsibility in the agriculture or environmental institutions. Introduction Climate change can no longer be ignored. It is globally recognised that the evidence for climate change is unequivocal and that action needs to be taken in order to address its negative effects. These effects, such as warmer and drier summers and more extreme rainfall, may threaten the quality of life of those living in urban environments. To limit these threats, a number of climate change adaptation measures can be taken to pre-empt the negative effects of climate change. The challenge of increasing the implementation of climate change adaptation measures is addressed in this thesis by engaging the construction sector while focusing on the housing stock that is owned and maintained by Dutch housing associations. By implementing climate change adaptation measures, dwellings will become more resilient to some of the effects of climate change, becoming less vulnerable for damage and ensuring the comfort, safety and quality of life of their occupants. Because housing associations are regarded as societal entrepreneurs, these are expected to use resources and commercial profits to achieve societal aims that are in the common interest, such as making timely adaptations, so that changing climatic conditions cannot threaten the quality of their dwellings. Moreover, there are relatively few housing associations compared to the number of houses they own and maintain. In 2012, there were 381 housing associations that owned and maintained a stock of 2.4 million dwellings, representing 32% of the total Dutch housing stock. This means that approaching the Dutch social rented sector was seen as an effective way of generating a greater societal impact. In the past decade, external influences such as the recent economic crisis and political pressure, have led housing associations to become more cost effective and to make changes in their organisational strategies, which has resulted in the adoption of more integrated project delivery methods, such as partnering. These integrated methods aim to involve the construction sector early in the development of plans so that they can contribute their expertise. This creates a more efficient construction and maintenance process and delivers dwellings of higher quality. The housing associations cannot pre-empt all the effects of climate change alone. For adaptation measures at the neighbourhood level, they are dependent on collaboration with other stakeholders such as municipalities, but there are measures that can be applied at the building level, which falls within their range of influence. An example is the application of lighter colours on building façades in order to reflect radiation and reduce the air temperature close to the façades. The hazards of overflowing sewage systems caused by extreme precipitation can be reduced by applying measures to retain water temporarily, such as ‘green roofs’ or to ensure effective drainage such as open pavements. These measures reduce the peak load on the sewage system. Another effective measure is the use of materials that are not negatively affected by water so that if, despite all the precautionary measures, flooding does occur, the consequences would be less severe. Problem formulation This research assesses the potential of adopting a partnering approach as a governance tool with which to increase the implementation of climate change adaptation measures like those described above. The housing stock owned by Dutch housing associations is taken as a case study. Involving the construction sector through a partnering approach is promising, since construction companies are the ones who carry out the works. Their early commitment reduces the risks of miscommunication or failure and enhances opportunities for innovative solutions. By doing this, not only do housing associations take responsibility for their actions, but the construction sector as a whole gains more responsibility for solving societal challenges and is enabled to co-create solutions that can then be disseminated more easily. The main research question is: How can partnering in construction increase the implementation of climate change adaptation measures in dwellings owned by Dutch housing associations? Research approach and results To formulate an answer to this research question, several separate studies were conducted. First, the characteristics of three types of governance were studied in a literature review, these being hierarchic, market and network governance. Based on these types of governance, many tools have been developed over time, but to increase the implementation of climate change adaptation measures in social housing, not all tools are equally successful, at least not from a theoretical point of view. To improve the implementation of measures, tools could be combined to create a more solid basis for action, and there is room for extra governance tools in the current palette. Based on the literature review on partnering, it was concluded that this could be classified as a combined ‘market’ and ‘network’ type of tool. The market aspect refers to the knowledge of climate change adaptation that is gained by the participating construction companies, which can imply a competitive advantage for them. The network aspect is closely linked to collaboration within a partnering approach. In other contexts, the partnering approach has been shown to remove the barriers of fragmentation in the construction sector; to provide for a more efficient and integral construction process, and to allow for the easier flow of knowledge on climate change adaptation. Next, the current state of knowledge among housing associations was studied with regard to climate change adaptation measures for the housing stock. A content analysis was conducted on the annual reports and policy plans of the 25 largest Dutch housing associations and revealed that they display no awareness of climate change adaptation in their policy documents. As such, they were categorised as ‘unaware’. However, this does not mean that the building stock is not being adapted to climate change, because in the annual reports they state that they have applied climate change adaptation measures, although they do not name these as such. This means that applying adaptation measures is neither impossible nor unrealistic, as long as they are not implemented solely for climate change adaptation purposes, but for other reasons as well, such as energy-efficiency. In contrast to the corporate policy documents, interviews with individual policy-makers showed that housing associations are aware of climate change at a global scale. However, in relation to climate change adaptation measures in their daily work, such as the impact of flooded streets and overheating interiors of dwellings, awareness is low. They could not name many threats or adaptation measures. However, once they had been made aware of the need for such measures, the employees were fairly well capable of assessing them, even though the implementation of measures was evaluated as unfeasible in most cases. The main reason provided was that the housing associations did not have policy guidelines in place for such adaptation measures. Moreover, in many cases there were financial and/or technical barriers that would have to be addressed first. There was a consensus among employees that all the measures would have a positive effect on the comfort of the dwellings. Partnering in construction can help to increase the implementation of adaptation measures because it can overcome many of these challenges. For this reason, the way that housing associations and construction companies carry out refurbishment projects in a partnering approach was also studied. The researcher participated in a knowledge exchange project in which housing associations and construction and maintenance companies had formed dyads and carried out a refurbishment project. They exchanged their experiences on a regular basis through interviews and plenary sessions. In the interviews, employees of housing associations and construction and maintenance companies were asked how they dealt with the success factors for partnering, which were derived from literature. These success factors were trust, leadership, partner capabilities, commitment, conflict resolution, coordination and communication. Although they did not address all these success factors equally well, the study showed that Dutch housing associations and construction and maintenance companies are indeed capable of carrying out housing refurbishment projects in a partnering approach. This allows for the selection of the construction process as a governance tool with which to implement climate change adaptation measures. These measures are considered new products that can be installed with the aim of improving the technical and functional quality of dwellings. In that sense, they are perceived as product innovations, with the dwellings being the ‘products’ and/or assets of the housing associations. This perspective corresponds with the definition1: “[An innovation is] a new idea that is implemented in a construction project with the intention of deriving additional benefits although there might have been associated risks and uncertainties. The new idea may refer to new design, technology, material component or construction method deployed in a project”. Subsequently, the employees of the housing associations and construction and maintenance companies were asked how they dealt with the implementation of innovations using surveys. Although several studies indicate that innovation can benefit when projects are based on an integrated construction process such as partnering, the current study concludes that partnering does not automatically lead to product innovation. Most of the respondents saw partnering itself as the innovative aspect of their projects – i.e. a process innovation. That process innovation required so much attention that there was less emphasis on opportunities for product innovations. This should be taken into account when developing governance tools to encourage the implementation of product innovations in dwellings such as climate change adaptation measures. Moreover, the choice of partnering as a project delivery method as a governance tool is less likely to resolve issues regarding policy, which remain a barrier for the implementation of measures. In addition, other parties can also become involved, to generate resources for the implementation of measures by housing associations. The adoption of partnering as a project delivery method is therefore not the only possible governance tool. To increase the implementation of climate change adaptation measures, two more conceptual approaches were developed by the researcher in addition to the initially hypothesised partnering approach. These additional conceptual approaches involved policy development by housing associations vis-à-vis climate change adaptation measures and collaboration with external actors who face the same challenges in order to enhance efficiency in solving these issues together. The feasibility of the three conceptual approaches was verified by means of a SWOT analysis performed with practitioners from housing associations and construction companies as well as external players such as water authorities, insurance companies and municipalities. The results of the SWOT analysis made it clear that single-pronged conceptual approaches are unlikely to be successful because they involve serious weaknesses or threats. A combination of conceptual approaches is much more likely to remove the barriers that obstruct the implementation of climate change adaptation measures. The conceptual approaches were therefore combined and renamed as implementation strategies. In on-line questionnaires carried out among all Dutch housing associations, it was assessed if the housing associations found it likely that these strategies would indeed lead to the implementation of climate change adaptation measures. In general, the respondents assessed the feasibility of all strategies as unlikely to neutral. There was no strategy that clearly stood out as more feasible for the implementation of climate change adaptation measures. However, a considerable number of housing associations assessed one or more implementation strategies positively and saw opportunities for the implementation of measures, albeit framed differently, such as measures to increase energy-efficiency or enhance comfort. Conclusion Based on the findings outlined above, the answer to the main research question is: Partnering in construction can increase the implementation of climate change adaptation measures in dwellings owned by housing associations, when it is understood as a catalyst for information-sharing and increased efficiency in the construction process. By looking for shared interests between housing associations and the construction sector, the chances of implementing adaptation measures increase. However, if other stakeholders are involved as well, and if housing associations embed climate change adaptation in their policy guidelines, the likelihood of implementation would increase even more. Although none of the implementation strategies stood out clearly as the strategy most likely to result in the implementation of climate change adaptation measures, a considerable number of housing associations assessed various implementation strategies positively. If the construction process becomes more network-based, which is the case when a partnering approach is adopted, many more parties can become involved and contribute to the implementation of climate change adaptation measures. In such a situation, it no longer matters who introduces the subject during the plan development and construction process, as long as it ends up there and action is taken. To implement these measures more easily, the framing is very important. Climate change adaptation is not enough reason in its own right to begin implementing measures. Insulation to prevent overheating in the summer is considered an ‘extra’ measure - the necessity of which is still questioned by policymakers, for example. However, if the same measure is framed as an energy-saving measure, it is also a cost-cutting measure, which increases the likelihood that policymakers will start making plans to implement it! Scientific implications of the results This thesis has contributed to the development of governance tools to increase the implementation of climate change adaptation measures in dwellings, while current adaptation strategies predominantly target the national or local levels of the built environment. Moreover, this thesis has examined the adoption of partnering as a project delivery method and a governance tool with which to bridge the theoretical fields of network governance and integrated construction and maintenance processes. It extends the palette of governance tools that traditionally consists of information tools, tools relating to the division of property rights, incentives and regulatory tools. It has proven that housing associations can successfully adopt partnering approaches. As such, partnering is a feasible approach by which to increase the implementation of innovative measures such as climate change adaptations. Practical implications The assessment of the five implementation strategies showed that adapting housing for climate change has a low priority as a separate policy field. It is a relatively new area for policymakers, so they may be reluctant to believe that measures are likely to be implemented. Moreover, many other topics may take a higher priority for them, such as improving energy-efficiency and thereby also the affordability of dwellings, and/or preparing the dwellings for an ageing population. In the literature on climate change adaptation, it is suggested that mainstreaming climate change adaptation is the best course, which implies attaching the adaptation policy to existing policy frameworks. This would make policymakers aware of the topic of climate change adaptation and they could look for synergies between measures that were already planned and measures related to climate change adaptations. The refurbishment and maintenance process of housing associations provides opportunities for the mainstreaming of adaptation measures. Housing associations are facing an ageing stock that needs to be improved if it is to continue to meet the ever increasing basic requirements of tenants in terms of quality and comfort and increasingly strict energy-efficiency standards. Since climate change is occurring gradually, there is still time to adapt the building stock gradually, in step with the renovation and maintenance cycles of the housing associations. Bringing in external players, especially municipalities and water authorities, would appear to be a highly feasible approach, given their shared interest in the quality of life in local areas. Bringing together the construction partners requires governance tools that inform them of the benefits of partnering. Particularly if construction companies are to be responsible for the renovation and the maintenance for the rest of the service life of the dwellings, they could focus on improved design solutions that aim to create resilient dwellings, and/or using materials that would be less affected by the effects of climate change. The role of tenants in the implementation of climate change adaptations is primarily that they might exert ‘bottom-up’ pressure by requesting action from housing associations. But for this to happen, they would likely need to be informed about the effects of climate change on their dwellings and/or neighbourhoods, in order for them to be motivated to ensure that their homes are climate change resilient.

This Themed Section aims to increase understanding of how the idea of climate change, and the policies and actions that spring from it, travel beyond their origins in natural sciences to meet different political arenas in the developing world. It takes a discursive approach whereby climate change is not just a set of physical processes but also a series of messages, narratives and policy prescriptions. The articles are mostly case study-based and focus on sub-Saharan Africa and Small Island Developing States (SIDS). They are organised around three interlinked themes. The first theme concerns the processes of rapid technicalisation and professionalisation of the climate change ‘industry’, which have sustantially narrowed the boundaries of what can be viewed as a legitimate social response to the problem of global warming. The second theme deals with the ideological effects of the climate change industry, which is ‘depoliticisation’, in this case the deflection of attention away from underlying political conditions of vulnerability and exploitation towards the nature of the physical hazard itself. The third theme concerns the institutional effects of an insufficiently socialised idea of climate change, which is the maintenance of existing relations of power or their reconfiguration in favour of the already powerful. Overall, the articles suggest that greater scrutiny of the discursive and political dimensions of mitigation and adaptation activities is required. In particular, greater attention should be directed towards the policy consequences that governments and donors construct as a result of their framing and rendition of climate change issues.

The way to respond to climate change is divided into mitigation and adaptation. So far, the response of climate change has been focused on mitigation. The perception of response of climate change also has been focused on mitigation. However, climate change mitigation and adaptation should be highlighted in a comparable concept as a response to climate change. On the other hand, perception of the public on climate change affects the support or opposition of the general public about climate change-related policies. The purpose of this study is to assess awareness of the general public and stakeholders on the subject of climate change adaptation and to present a basis for a future national climate change adaptation policy. Questionnaire on awareness of climate change adaptation were composed of the climate change and climate change response (mitigation, adaptation) understanding and importance, the seriousness of climate change-related adverse climate event, the need for climate change adaptation measures, the degree of implementation, and the level of government effort for climate change response. Climate change adaptation-related awareness survey was conducted for the general public 1,011 people and stakeholders 101 people by telephone interviews. In this study, the perception survey has a difference in aspect of the contents and methodology. And We were able to present the three characteristics of the general public and stakeholders aware of the subject of climate change adaptation. First, the relative importance of climate change adaptation was relatively low. Second level of awareness about climate change response of the public was significantly lower than the stakeholders. Finally, the need to prepare the implementation of the sectoral level, the first adaptation measures was relatively low.
