Much credit for this innovation in educational practice must be given to the Honorable William N. Sheats, State Superintendent of Public Instruction in Florida from 1893 to 1905. It was because of his vision, his grasp of the new thought in education, and his ability to direct the educational thinking of his people that the South may be credited with this forward step in meeting the needs of of the children of all of the people.
