Abstract

Wuhan city circle is a nationwide pilot experimental area of resource-saving and environment-friendly society. It's essential to setting up working mechanism for controlling greenhouse-gases emission. The purpose of this work is to analyze what kind of mechanism we should establish in Wuhan city circle. This paper is focus on the establishment of a cooperated supervision and management mechanism for carbon emission, on the basis of openness, transparency, capacity building and bottom-up design, all in the context of sustainable development. This theory is then applied to the Wuhan City Circle and a framework of the Carbon Emission Management Commission is structured. It is concluded that a quality system and a huge network of all sectors of society is more require and significant at the large urban agglomeration region. Then we present a detailed analysis of three kinds of information platform between institution of Carbon emission supervision, between government, enterprise and public, between each city of Wuhan city circle. In this work, an attempt will be made to initiate such research as well as to identify the areas which will require further detailed study. We expect that this method could take an active part in the development of low-carbon society.
