Abstract
Government information resource is the foundation of e-government, and government information resource allocation system is the key factor that affects sustainable development of e-government. At present, a lack of the consolidated mode in government information resource allocation exists universally. The primary reason is that consolidation and formalization of research on government information resource allocation is insufficient and lacks support to manage and allocate the government information resource. This article proposes a conceptual framework for managing and allocating of information resources in e-government. The framework can be used by information resources allocation managers to effectively allocate the increasing information resources in e-government, and determine best adaptation strategies for alleviating waste. The proposed framework: (1) determines the acceptability of the current mode of allocation; (2) assesses information allocation scenarios; (3) crease new or implement improved allocation strategies; and (4) monitors the process of allocation and evaluates the efficiency of allocation.
