Abstract
This chapter evaluates the effectiveness of the revised follow-up procedures and draws some conclusions. The departure point for establishment of follow-up procedures for decisions under the treaty-based individual complaints procedures was that decisions under these procedures are not stricto sensu legally binding and do not constitute an enforceable legal title. The chapter discusses the mechanism of the follow-up procedures for individual complaints. The effectiveness of the procedure is premised on recommendations that are both precise, practical and implementableit is quite simply unrealistic to expect timely follow-up information in respect of recommendations that are couched in abstract terms or require long-term policy or legislative measures and changes. The Special Procedures Branch of the Office of the High Commissioner for Human Rights (OHCHR), which services the thematic special procedures mandates of the Human Rights Council, assists mandate holders with their follow-up activities.
