Abstract. n the article, the author analyzes the results of the 2020 local elections for compliance with gender quotas and examines the effectiveness of the legal mechanisms for compliance with these quotas, laid down in the Electoral Code. It is noted that in transitional post-communist societies, gender equality as an institution of civil society is just being formed, and public interests are often understood as group (clan- oligarchic) interests of those who created and financed parties to defend their own needs, including to legalize the influence on local and central government. In addition to the occupational factor, societys gender imbalance is to some extent influenced by women's lower access to the financial resources needed to conduct large- scale election and political campaigns. At the «grassroots» level, where personal resources and personal qualities are sufficientfor direct communication campaigns, women are more proportionate. Where more resources are needed for organizational, media, and staffing, gender disparities are growing The author claims that the Electoral Code has nevertheless introduced an effective mechanism for gender parity, which provides for the presence of at least a third of the same sex among party candidates, which will contribute to more efficient work and greater efficiency of local governments. The norms of the Electoral Code need to be further standardized using a rating approach to the formation of the final post-election list of a political party and taking into account foreign experience in maintaining gender parity in local elections.
