Abstract
우리나라 산림의 소규모 분산적 임업경영 여건 개선과 산주의 고령화, 부재산주 증가 등으로 인한 임업경영의 문제점을 개선하기 위한 방안으로 산림의 매매, 임대차 등을 통해 임업경영 규모의 확대와 방치된 산림의 효율적인 경영관리와 산림을 담보로 한 임업인 노후생활 안정지원을 위해 산지은행제도 도입이 필요한 시점이다. 따라서 본 연구에서는 산지은행제도의 도입 타당성 및 수요 등을 파악하기 위해 산주, 비산주 및 귀농 귀촌인을 대상으로 산지은행제도 도입의 필요성, 기대효과, 이용의향, 도입방안 등에 대한 설문조사를 실시하였다. 소재산주 262명, 부재산주 152명, 비산주 427명, 귀농 귀촌인 101명을 대상으로 한 설문조사 결과, 산지은행제도 도입이 필요하다고 응답한 비율이 산주 77.5%, 비산주 63.8%로 나타났으며, 산주와 비산주 모두 산지은행제도에서 이용의향이 있거나 수행하기를 기대하는 사업으로 연금과 임대사업을 선호하였다. 귀농 귀촌인의 설문조사에서도 약 75%의 귀농 귀촌인들이 산지은행제도가 농산촌 생활에 도움을 줄 것으로 기대하였으며, 임차와 매수사업에 대한 사업이용 의향이 높게 나타났다. 본 연구를 통한 산지은행제도 도입의 타당성 분석결과를 바탕으로 산지은행 정책수립에 필요한 자료제공은 물론 산지은행제도의 기본방향, 주요기능, 사업종류와 범위 설정 등을 결정하는데 있어서 도움이 될 것으로 기대한다. Forestry management problems in South Korea have been caused by small and scattered forest lands, aging forest owners, and the increase of absentee forest owners. To solve these problems, it is a time to consider the introduction of forest land bank system for the expansion of forestry management scale, the effective management of neglected forest lands, and the stable livelihood support for aged forest owners. Therefore, this research implemented the questionnaire survey of necessity, expectation, willingness to use, and introduction plans for the forest land bank system in order to examine the feasibility and demand of the system focused on forest owners, non-forest owners, and people who return to the farm. The questionnaire survey was conducted for 262 of resident forest owners, 152 of absentee forest owners, 427 of non-forest owners, and 101 of people who return to the farm. 77.5% of forest owners and 63.8% of non-forest owners agreed with the necessity of the introduction for the forest land bank system. Both forest owners and non-forest owners would prefer to use forest land reverse mortgage and leasing among projects of the forest land bank. In addition, 75% of people who return to the farm also expected that forest land bank would be helpful to their rural and mountain life, and they would have higher preference to participate in leasing and buying forest lands than other projects. Based on the outputs of the feasibility and demand survey in this research, this study can play a key role in determining basic direction, major functions, types and range of projects as well as providing information for establishing policies of the forest land bank system.
