Abstract

The Urban Renewal New Deal Project is the project led by the local community to realize housing welfare and create employment in the locality, and as such, it embraces not only the revitalization of aging residential areas, but also employment and welfare policies. Based on December 2020, in nation-wide projects, about 21.8 trillion KRW has been injected as part of the budget, but the promotion of the Urban Renewal New Deal Project has led to unexpected delays, and there has been the problem of low execution due to low budget execution. Despite the infusion of vast amounts of public funds, the feeling of difference due to the projects has been rather weak, and although the software aspects of the urban revitalization plans has been smoothly carried out, the hardware aspects such as the receiving of land and agreement with the local residents has seen shortfalls, leading to the low execution of the projects. We are striving to find the fundamental causes of the low execution of Urban Renewal New Deal Projects through comparison analyses with the enterprises suggested by the urban revitalization projects, analyzing the problems that emerged from the promotion of the enterprise, as well as the situation from the point of view of the local residents and the on-site assistance center specialists, to seek a rational solution. We aim to approach the Urban Renewal New Deal Projects, which directly affect the Old City Center revitalization, from the vantage point of the Central City Type model, and for the seamless execution of the projects, we have the express purpose of making active use of unused public building assets in the locality to stimulate settlement of the Old City Center.
