Abstract

Changes in modern society and the economy lead to rapid transformations in the education system. Despite the strategic documents developed at the level of the Russian Federation and the regions on the development of this system, strategic mechanisms have not yet been developed to facilitate the implementation of effective strategic decisions in the development of the municipal education system. The article examines the methodological foundations for the development of a strategy for the development of the municipal education system using systemic and institutional approaches, methods of graphic and textual modeling, expert assessments, comparative analysis and decomposition. On the example of the Reftinsky city district of the Sverdlovsk region, possible strategic guidelines for the development of such a system are considered. The analysis of the situation in the educational sphere of the district is given, the necessity of a strategic approach to the management of the municipal education system, implemented through an appropriate program, is argumentatively proved. The directions of changes in the implementation of the strategy for the development of the education system of the city district are formulated.
