Abstract

Entering a decrease in population and an age of low growth, urban regeneration projects began to emerge in Korea. Recently, enactment of ‘Special Law on Vitalization and Support of Urban Regeneration’ has paved the way for promoting urban regeneration projects. It is essential that local residents participate in promoting the project for urban generation. Accordingly, this study aims to explore the ways to push forward a urban regeneration project, utilizing co-operative which has recently been an issue as its successful plan. This study aims to investigate the cases of housing co-operative in foreign countries, deducing implications, and to propose utilization plans of housing co-operative as new means of citizen participation in urban regeneration project in Korea. First, introduce the system that can manage, repair and renovate deteriorated house in the low-floor residence area like apartments by utilizing housing co-operative that takes charge of housing maintenance in the type same as the existing happy house project. Second, supply the housing in various kinds and sizes utilizing housing co-operative that can perform role of supply and house development. Third, provide welfare and residence to the old who live in old downtown, utilizing the residence welfare co-operative. To realize such proposal, it is required to recognize housing co-operative as new means of resident participation in the pursuit of urban regeneration project and to have institutional supports including diverse legal incentive, finance and financial support.
