Abstract

The purpose of the study is to determine and improve the scientific basis of state regulation of scientific activity. According to the systematization of the existing system of institutional support for the organization of scientific research in the national economy of Ukraine, today there are at least four institutions that deal with the problems of state regulation of educational and scientific activities. The functions of these institutions are quite similar and often intersect. Moreover, they are not coordinated and not fully subordinated to the Ministry of Education and Science of Ukraine. Summarizing the experience of formation and directions of state institutional support for the organization of research in the national economies of other analyzed countries, it becomes obvious that competitive funding is becoming predominant. In contrast to European and American approaches, Asian national economies focus on problems that already exist in corporations, both national and transnational. The main commercial mechanisms to support the organization of research are licensing agreements, joint venture research and university branches of corporations. In the process of generalization of the existing approaches of institutional support of the organization of scientific researches in the national economy of Ukraine and the leading industrial economies of the world the comparative analysis of schemes of competitive financing of science in Ukraine and other analyzed countries is carried out. The role of capital investments in startups that will provide long-term profits is substantiated. Based on the analysis, it is determined that the support of the organization of scientific research is due to public and private investment through state mechanisms of convergence of science and business. Thus, state support for scientific activities should be aimed at improving coordination between government agencies, research entities, business and civil society in addressing strategic issues of scientific development. Therefore, further research will be aimed at substantiating the feasibility of creating a specialized body of central executive power in the field of science and higher education.
