Концепт интегральной платформы единой цифровой системы данных стратегических и системообразующих организаций в формате цифрового профиля
In the development of the new concept of public administration «State as a platform», one of the key areas is the creation of a unified digital system of data for economic entities. The article analyzes modern digital information resources and data systems created by government agencies and public and business communities in the domestic market. Monitoring the use of platform solutions for accumulating various information about legal entities, including reporting information, is carried out, and directions for further development are proposed. The importance of creating a Digital Profile of systemically important and strategic organizations as an element of a unified digital ecosystem of public administration and the economy within the framework of the project «Data Economy and Digital Transformation of the State» is substantiated. The structure of disclosed data in the Digital Profile format is proposed, and the concept of an integrated platform for a unified digital system of data for strategic and systemically important organizations is formulated.

The subject of the research is the legal nature of the digital profile of a citizen, as well as a set of legal norms regulating digital profiling relations in Russia.The comparative method, the method of system analysis, as well as the method of legal modeling are used in the article.The purpose of the article is to confirm or disprove the hypothesis that legal regulation is not the only mechanism for regulating relations in the field of digital profiling.The main results, scope of application. The article studies the phenomenon of digital profile, the main approaches to the digital profiling as well as the circumstances that have caused the state's interest in digital profiling. The creation and operation of a digital profile should be aimed at achieving the goal set out in the legislation. The digital profile is a set of relevant, reliable information about individuals and legal entities formed in the unified identification and authentication system or other information systems of state and local government authorities. The formation of a digital profile is carried out in order to provide data to authorities, legal entities and persons who have requested access to this information through the digital profile infrastructure. The analysis of the Russian legal regulation of relations in the field of digital profiling is presented, the problems of enforcement practice are identified. The analysis revealed the main differences between the digital profile and related categories, including social scoring, the unified population register and others. The comparison of a digital profile with a digital avatar and a digital character was carried out. It is extremely important to pay close attention to the problems of digital profiling both at the level of fundamental and applied scientific research. At the state level, it is important to strategically determine what a digital profile is, as well as formulate the main directions of the digital profiling development, challenges and risks. The importance of the development of digital profiling for unified system of public authorities in the Russian Federation is outlined.Conclusions. The analysis of the emerging practice of digital profiling in contemporary society shows that legal regulation does not always allow us to keep up with the rapidly developing relations in this area. The possibility of using other mechanisms should be considered. The use of mechanisms of regulatory experiments can also be considered as special mechanisms for regulating relations in the field of digital profiling. The goal of the research has been achieved, the legal nature of the digital profile has been revealed, approaches to regulating this phenomenon in the conditions of digital transformation have been proposed.

In order to solve the primary problems concerning city digitized management, and to reveal the relationships among information technology, network technology and multichannel digital communication technology, an architecture framework of the digital city supervion and management information system was put forward. Furthermore, some core technologies involved in this system platform were discussed in detail. Developing a set of high-performance wireless terminal information acquisition and transmission subsystem is the important foundation of a digital city system platform. As an important functional module in the platform, this subsystem should be at the very center of these major components within the digital city information system, so its three distinct layers and main processes were explained in this paper. For illustration, a set of software named Rizhao digital city supervion and administration information system was designed and realized according to the schema of this information system to show the feasibility and reliability of the platform construction solution. The running tests show that this system platform can provide a set of efficient and rich functionalities which can well meet the demands of a small and medium-sized city.

The procedure for a new enrollment in higher educational institutions is quite complicated, having several stages process of interaction of the university with applicants as well as their parents. All the actors in this process pursue different goals, guided by their own interests. Thus, universities try to attract the most talented applicants who are interested in studying in the chosen field of science or specialty as well as provide a good competition. Applicants and their parents are interested in being enrolled in state-funded place of university's major or field of training of their interest. The work of the current system of admission to universities in the Russian Federation is structured in such a way that there is a kind of competition not only between applicants but also between educational organizations themselves. In modern conditions, admission commissions at universities strive to create the most open and convenient information system for applicants' admission, the data in which are updated in online mode. The possibility of having an open and reliable informational communication channel would allow applicants to quickly receive up-to-date information on the competition, which would help them to reduce uncertainty. This article proposes approaches to the development of a unified digital information and communication system for admission and enrollment to higher educational institutions, describes the principles for creating such a system, suggests the structure and functioning algorithms of a unified information and communication system that combines digital resources of the admission commissions of all universities of the Russian Federation. The proposed digital information and communication system will provide applicants with the possibility to monitor and change priorities among all their chosen specialties or areas of training at any university accredited in the Russian Federation up to the moment of their enrollment. A unified digital information and communication environment will optimize the current system of admission to universities, make it more transparent and convenient for both applicants and their parents and for universities.

Background: Business network is a social capital component that is owned and shared with the business community members. This network is examined through relationships and engagements between families and members of the business community as well as outside the community. Business networking and community collaboration are seen in the business community engagement with activities carried out and engagement in organizations that benefit the community. Business networks help to improve the efficiency of the business community by facilitating coordination and actions for mutual benefits as well as impacts on the business community. Objective: The objective of this study is to explore the dimensions of business networking used by the business community from various ethnic groups as well as to examine the impacts of business networking on the social cohesion in Malaysia. Results: The social relationship and trust among the business community are the dimensions and indicators in identifying the social capital in the business networking. There is a significant relationship between the business network and the social cohesion among the Malay, Chinese, Indian and Bumiputera respondents. The business networking did affect the respondents’ social cohesion in Malaysia. Conclusion: The dimensions of business networking in the social capital have helped Malaysian business community to remain their social cohesiveness with the support from government agencies in terms of marketing products and capital. Thus, the impacts of business networking on the social cohesion in Malaysia are positive and significant.

The article characterizes the main innovations of the DSTU 4163:2020 national standard of Ukraine «State unified documentation system. Unified system of organizational and administrative documentation. Requirements for registration of documents». The scope of DSTU 4163: 2020 is outlined. It is noted that the standard applies to organizational and administrative documents with various information carriers by government agencies, local governments, institutions, enterprises, organizations and other legal entities, regardless of their activities and forms of ownership. The rules of design and placement of details on the corner and longitudinal forms or a blank sheet of paper are considered. Considerable attention is paid to the details that need to be issued in a new way: «Name of the legal entity of the highest level», «Name of the legal entity», «Addressee», «Signature», «Place of the document», «Reference data on the legal entity», «Stamp approval of the document», «Seal of approval (approval) of the document», etc. The peculiarities of creating a new requisite «Note on acquaintance with the document» have been clarified. It is noted that in all details the initial (s) are changed to the first name, which is printed with a capital letter, and the name is indicated in capital letters in almost all details. The requirements for the production of documents using automated or printing means: the use of fonts in sizes 8-12, 12-14 and 14-16 printing points, indents from the left field of the document for details, line spacing for printing text and individual elements of the document, numbering of pages of the document, registration of multiline requisites. Requirements for printing texts of documents of permanent, long-term (over 10 years) and temporary (up to 10 years) storage period are submitted. Emphasis is placed on the peculiarities of the design of documents prepared by several legal entities. Key words: standard, organizational and administrative documents, document details.

Introduction: the article examines how the ongoing digital transformation of society is manifested in the field of criminal procedure relations, digitalization of forensic activities. The authors substantiate the prospective possibilities of detecting and investigating crimes using the digital profile of an individual. The digital profile consists of the registration data of subjects and objects in the digital system of legal relations, biometric personal data, digital identifiers of the individual and the terminal equipment, information systems, computer networks. The paper analyzes the evolution of the concepts ‘profile,’ ‘profiling,’ ‘digital profile’ and their use in the context of crime detection and investigation. The authors offer a classification of identifiers that constitute the methodological, informational, technological basis of the digital profile. The study shows the significance of electronic interaction of investigation bodies with the subjects of information technology systems in obtaining evidentiary information concerning pre-criminal, criminal, and post-criminal information about the person who has committed a crime based on the digital profile data. Purpose: in the context of information society and widespread dissemi- nation of digital information about life and legally significant actions of a person, investigating authorities should use the scientific organization of labor in collecting evidentiary information in criminal cases. The paper aims to substantiate the special role of the digital profile as ensur- ing a change in the paradigm of proof, as accelerating the formation of a modern information- technological strategy of investigation and introduction of electronic evidence and electronic document management in criminal proceedings. Methods: general scientific methods (dialectic, analysis and synthesis, abstraction and concretization) and special scientific methods (compar- ative-legal, technical-legal). Results: the authors have analyzed the existing information legis- lation, the positions of scientists on the potential of digital technologies, information systems, computer networks, digital platforms, artificial intelligence, and neural networks. The analysis indicates the need to optimize the practice of proving in criminal cases using digital profiles and modern information infrastructure, i.e. the need to switch to a new information- technological strategy of crime investigation. The paper offers a new approach to the electronic interaction of the preliminary investigation bodies with the subjects of information technology systems aimed at creating a ‘search’ portrait of a suspect by obtaining digital data about the person and the circumstances of the crime. Conclusions: it is necessary to develop a new inves- tigation strategy as preliminary investigation requires modernization based on the information and technological development of society. The archaic forms and methods of gathering evidence do not correspond to the principles of scientific organization of criminal procedure with regard to collection of evidence already accumulated in the modern infrastructure of all video surveil- lance systems, databases, cellular networks, banking, payment, and other information systems. The experience of other states shows that the use of the results of criminal intelligence opera- tions organized in a new way, the introduction of electronic document management and online interaction with subjects of information technology systems can dramatically optimize prelimi- nary investigation

The study revealed the relevance of the issue of forming the digital communications system of the enterprise in modern conditions of information globalization and digital transformation of socio-economic relations; the relationship between the formation and improvement of the digital communications system and the strengthening of the economic security of business is shown. The purpose of the research is to determine the ways and justify the means of building the digital communications system of the enterprise, taking into account the requirements for ensuring the economic security of business. It has been established that the enterprise's digital communications system consists of such elements as search systems (in the form of a software and hardware complex for conducting data searches on the Internet, their accumulation and processing, placement in their own databases and sources of access to them, search queries), communication tools (with the use of which "communication" is carried out), digital technologies (methods of hosting and further dissemination of information) and digital communications in the global digital space, including semantic webs. The composition and structure of the elements of the enterprise's digital communications system have been determined. The parameters of the digital communication process management system of enterprises were built, and the goals and objectives of such work were defined. The conceptual sequence of the formation and use of the enterprise's digital communications system has been developed and substantiated. The directions of formation and immediate advantages, as well as risks and threats of the impact of the formation (improvement) of the digital communications system on the economic security of the enterprise are identified. The applied value of the research results is in the development of methodological and applied support for the management of the processes of formation (improvement) of the digital communications system at the business entity, as well as in the identification of risks and threats of digitalization to the economic security of the enterprise. The scientific novelty of the research results lies in the identification of both advantages (strengths), as well as risks and threats to the economic security of the enterprise by resource-functional components of economic security. Digital identity is a composite concept and includes several components: information and software and functional elements. The information element of digital identity includes a digital profile, digital image and digital footprint of the legal entity in cyberspace. This is a set of data on a specific person, which either allows him/her to be identified (“digital passport”) or presented to a certain community of persons interacting in cyberspace (“digital business card”). The software and functional element of digital identity suggests that a digital profile can be called a digital identity when it is used by the user to interact with other users of the relevant content, that is, it performs the function of a communication tool. However, for this, the digital profile and digital image of the user must be equipped with the appropriate software. Accordingly, the concept of “digital identity” includes, firstly, a set of information on the legal entity (digital profile, digital image and digital footprint), and secondly, software that allows acting in cyberspace using the downloaded information. Thus, digital identity is a way of presence of the legal entity in cyberspace and a way of remote interaction with other legal entities in the Internet World.

To achieve maximum business benefits and customer satisfaction, it is prerequisite for banks to have an instant access to the entire banks' transaction level data for decision support and adept business processes. Precisely for this reason, the banks in India have started using extensively technology based solutions. In this context, it is crucial to look into what legacy digital systems the banks typically have, what they should retain, any add-ons needed , reengineer the business processes in the current context and evolve an enterprise level architectural framework that can integrate all these digital information systems as components to accomplish the desired goals. In this paper one such enterprise level digital enterprise information system model that is easy to implement, and also efficient cost and time wise is proposed. A comprehensive assessment carried out on representative banks was used in building this system.

This article examines the relationship between Marshall Dimock's positive, broad-based concept of public administration and his approach to writing undergraduate textbooks. Analysis shows that both Dimock's American government and public administration textbooks provide a different slant on public agencies than that available in most current introductory volumes. In particular, his American government textbook is more positive in tone about agencies than are its modern counterparts. The public administration textbook has comparative material that rarely appears in introductory-level textbooks. This article analyzes how Marshall Dimock's conception of public administration as an important area of study with links to policy and leadership anchored his textbook writing. In the 1950s Dimock co-authored two popular textbooks for basic undergraduate courses, one in American government and the other in public administration.(1) Scholars still debate what textbooks in either field should teach students about public agencies. Cigler and Neiswender argue that current American government textbooks portray administration in a negative light. All authors see bureaucracy as a problem of some sort, few explain the role administrators play in shaping policy and none discuss reasons to enter the public service.(2) Cigler and Neiswender suggest that American government textbooks must change to aid accurate perceptions of the administrative role. In particular, they believe the texts must add material on the public service as a profession and compare American agencies with those in other nations. Since public administration textbooks are a key way that majors in the field learn material, debate ensues on what material they should contain. Recent articles explore how textbooks define key terms such as policy and how they integrate the work of various theorists.(3) While all widely-used textbooks deal with both the political environment and internal agency functions (e.g., personnel, finance), no consensus exists on how to allocate space between political and managerial concerns nor on exactly which subtopics should be covered. No consensus exists on how much space should be devoted to policy making and policy analysis with some textbooks covering this topic and others skimming it lightly. One often cited problem with contemporary texts is the lack of a comparative focus and a concomitant need to internationalize the curriculum.(4) The thrust of current proposals is that students need a more broad-based education to prepare them for global leadership. Interestingly, Dimock's approach to public administration led him to write textbooks that in some ways surpass what is available today. While the majority of the topics he presents (and their ordering) are similar to current efforts, he offers unique emphases that deal with the above mentioned criticisms. Far from being an exercise in academic nostalgia, examining Dimock's textbooks is a useful way of giving current writers new insights. To appreciate Dimock's approach to textbook construction we first have to identify the core concepts behind his approach to public administration education. Afterwards, we can analyze the treatment of public agencies in American Government in Action, relating it to Cigler and Neiswender's critique of contemporary textbooks, and -examine how various editions of Public Administration conceptualize the field.
