تمکین المرأة: دراسة فی نشأة المفهوم وآلیاته الدولیة والهیاکل الوطنیة المعنیة بتطبیقه

Abstract

تهدف هذه الدراسة إلى التعريف بمفهوم التمکين عامة وتمکين المرأة السياسي والاقتصادي خاصة وذلک من خلال الوقوف على بداية ظهور المفهوم وذلک عبر استعراض مراحل تطور مفاهيم واتجاهات التنمية وتحسين وضع المرأة داخل المجتمعات المختلفة، مرورا بالمؤسسات الدولية وما تم إصداره من اتفاقيات وعهود ومؤتمرات، کآليات دولية معنية بمفهوم تمکين المرأة سواء سياسيا أو في عدة مجالات ووصولا إلى دور الحکومات الوطنية التي التزمت بتطبيق تمکين المرأة على مستوى الهياکل والمؤسسات الوطنية بالجانبين التنفيذي والتشريعي للعمل على إزالة معوقات تمکين المرأة وتطويع ما تم الالتزام به والتصديق على ما طرحته الجماعة الدولية من اتفاقيات وعهود لتمکين المرأة، وذلک من خلال إنشاء هياکل وطنية کالوزارات والمجالس المعنية بتمکين المرأة في الجانب التنفيذي وتفعيل التشريعات المستجيبة للنوع الاجتماعي کأداة برلمانية لتمکين المرأة على المستوى السياسي والاقتصادي والاجتماعي والقانوني. This study aims at introducing the concept of empowerment in general and empowering women politically and economically in particular by standing on the beginning of the concept’s emergence by reviewing the stages of development of concepts and trends of development and improving the status of women within different societies, passing through international institutions and the agreements, covenants and conferences that have been issued, as relevant international mechanisms. In the concept of empowering women, whether politically or in several fields, and up to the role of national governments that have committed to implementing the empowerment of women at the level of national structures and institutions on the executive and legislative sides to work on removing obstacles to empowering women, adapting what has been abided by, and ratifying what the international community has proposed to empower women, And this is through the establishment of national structures such as ministries and councils concerned with empowering women in the executive side and activating gender-responsive legislation as a parliamentary tool for empowering women at the political, economic, social and legal levels.
