Особливості навчання керівників об’єднаних громад.

Abstract

In work is proved, that in conditions of decentralization, decision of her basic task, namely the overcoming of socio economic problems, becomes a task not only municipal bodies of authority, and both chiefs of communities and public associations. For this reason there is a necessity of activization of preparation by the new highly skilled experts for the decision of problems of management of the real estate on mikro-, mezo- and makrolevel. Is shown, that chiefs of territorial communities owe persons, which should have simultaneously knowledge in economic, legal, technical and other spheres determine on this basis long-term whole and ensure their realization with the help of the balanced system of measures and tools. Therefore there is a necessity of improvement available and development of the new programs of preparation of the administrative staff at a level of territorial communities. The expediency of activization of process of preparation of the managing staff for territorial communities is proved. That for preparation of the appropriate staff in an educational institution five years, necessary a minimum, in our opinion is necessary to make active activity on preparation and retraining (after degreeof education) persons, which already have high education. The established features of preparation of the chiefs of territorial communities are taken into account in the offered author's programs: «Preparation of the administrative board of associations of the co-owners of multiroom houses (condominium) (chiefs managing, bookkeepers, chiefs of auditing commissions, main experts and ets.)», «Management of the real estate», «Power management in hot supply», «Power management in water supply». The programs are intended for introduction in a scientific and practical revolution of new modern knowledge in the field of management both economy during training and retraining of the chiefs of territorial communities, public associations, administrative board of associations of the co-owners of multiroom houses (condominium), namely chiefs condominium, managing, bookkeepers, chapters of auditing commissions condominium, chiefs of the managing companies, and also chiefs of the municipal enterprises and chiefs of structural divisions. The author's educational programs provide an opportunity of theoretical and practical preparation.
