Abstract
본 연구에서는 GSFA와 DEA를 적용하여 국방 핵심기술 R&D 사업의 효율성을 분석하였다. 국방과학기술 혁신의 정책방향을 제시하는 국방과학기술진흥정책서의 주기를 고려하여 2003년부터 2017년까지 수행한 국방 핵심기술 R&D 응용연구 사업을 대상으로 사업과제별 효율성을 도출하고, 사업 주관기관, 국방과학기술분류, 무기체계분류, 국방과학기술 진흥정책 대상기간 등 사업추진 특성에 따른 영향을 분석하였다. 2019년 문헌에 새롭게 제시된 다수 산출 모수적 효율성 분석방법론인 GSFA로부터 도출한 규모의 경제성을 비모수적 효율성 분석방법론인 DEA에 적용하는 접근법과 적용성을 논하였다. 이를 통해 창의⋅도전적 기술개발을 확대하는 국방R&D 정책이 국방 핵심기술 R&D사업의 기술 변화를 이끌었고 기술 효율성에 영향을 미쳤다는 것을 간접적으로 확인하였다.
