Abstract
Since long ago drugs production and trafficking, by scale and negative consequences for the society, has turned into one of global problems. Drug usage leads to personal degradation of millions and to premature death of hundreds of thousands of people. But it is only the tip of the iceberg. The other parts are a wide-spread black market, smuggling, corruption, shaping mafia clans, which erode state services and even defy the integrity of public institutions. The struggle with this disaster continues on a national and an inter-governmental level for more than a century, but without any success. The author finds the root cause of this in the specific nature of this global problem and believes that the efforts should rather focus on the reduction in the demand for drugs, than on drugs production and trafficking.
