Introduction. In the context of active reform of state control and supervision, rapid digitalization of control and supervisory mechanisms, relatively new approaches to the study of state control and supervisory activities, their types and directions are being formed. One of these scientific approaches is the ecosystem approach, the approach based on positioning control and supervision as a digital ecosystem. The article attempts to consider modern customs control as a digital ecosystem. Theoretical analysis. The concept of an ecosystem comes from the theory of natural scientific knowledge, but is firmly embedded in the field of social sciences. It is beginning to be used by specialists in relation to state control and supervision. The use of the ecosystem concept in relation to customs control is fully justified from the point of view of the level of digitalization of customs control. The digital ecosystem of customs control includes: the regulatory framework of customs control; the system of customs authorities; principles of legal regulation and implementation of customs control; control and supervisory procedures and information systems. Empirical analysis. It was revealed that the digital ecosystem of customs control is manifested in the use of a risk management system, the positioning of digital profiles as objects of customs control, the development of digital services, and the emergence of new customs control tools (customs monitoring). Results. Based on the conducted analysis, several interpretations of the digital ecosystem of customs control were identified: the digital ecosystem of customs control as a reflection of the level of digital maturity of customs control; the ecosystem approach as a modern principle of customs control; the concept of a digital ecosystem as the basis for a methodological approach to studying customs control in modern conditions; the digital ecosystem as a criterion for assessing the level of interaction between participants in control and supervisory legal relations; the digital ecosystem as an indicator of the degree of openness and trust within a given system.

The concept of digital health innovation ecosystems is an emerging body of literature which suggests that components of digital health, innovation and digital ecosystems are important in the administration and delivery of healthcare services. The current literature indicates which components of digital health, innovation and digital ecosystems constitute a digital health innovation ecosystem, but it is less clear as to which components of digital health, innovation and digital ecosystems are relevant to the development of such an ecosystem for the Namibian context. The purpose of this paper was to identify the components of digital health, innovation and digital ecosystems relevant to the development of a digital health innovation ecosystem for the Namibian context. Therefore, the Delphi method was adopted in which 22 knowledgeable professionals from within the Namibian context were purposively selected to take part. The findings revealed essential components of digital health, innovation and digital ecosystems which are considered relevant to the development of a digital health innovation ecosystem for the Namibian context. Additionally, there are differences noted between the components of digital health, innovation and digital ecosystems essential for the Namibian context and the components of digital health, innovation and digital ecosystems identified in literature. The essential components identified will inform decision makers in the Namibian healthcare sector on the implementation of a digital health innovation ecosystem for Namibia.

Digital ecosystems in international technological business

Introduction. The current stage of economic development is characterized by the increasing impact of advanced digital information and communication technologies (ICT) on the entire system of human interactions, encompassing the processes of production, distribution, exchange, and consumption of both material and immaterial goods. Among the emerging phenomena in today's economic relations system are digital ecosystems, which are created and developed through the actions of international technological companies. The purpose of the paper is to define the essence and content of the concept of "digital ecosystems" for further analysis and understanding in an economic context. Results. It is argued that, in an economic sense, the concept of ecosystems is a continuation of the scientific inquiries of various scholars studying changes and relationships in the business environment from the perspectives of competition and collaboration among its participants. Today, business ecosystems created and developed by international technological companies typically operate through digital platforms, services, and solutions, transforming them into digital business ecosystems. The paper identifies key types of digital ecosystems in business and emphasizes the existence of other types of digital ecosystems (governmental, hybrid) that also require further exploration. The role of international technological companies in shaping global digital ecosystems is explored, using Amazon as an example. It is clarified that leading global technology companies play a crucial role as conductors of the ecosystem of ecosystems. In digital ecosystems, boundaries are constantly changing, participants and components are updated. As a result, the description of the structures of digital ecosystems varies among different authors. Conclusion. Theoretical guidelines are provided for further research on digital ecosystems in economics and business, both from the perspective of economic strategy developers and theoretical economists.

Digital ecosystem as an instrument of digital transformation of the university

Digital transformation is inevitable, regardless of the personal attitude of people to this issue. Researchers distinguish between organizational transformation using digital technologies (identity enhancement) and digital transformation (creating a new identity). In other words, digital technologies can become a tool for non-systemic transformations of existing structures, but thanks to understanding their nature, one can find ourselves in a situation of evolution of the structures themselves and, accordingly, the daily life of a person and social practices. The article proposes the concept of the digital ecosystem of the university as an instrument of digital transformation, which contributes to the development of the digital transformation methodology and can be used as the basis for the digital maturity index of the university and the development of a calculation formula. The research findings may be of interest to policymakers in charge of digital transformation policy at universities. The article reveals that in scientific periodicals the term "ecosystem" is interpreted in three semantic clusters: business ecosystem; innovative ecosystems; digital ecosystems. In this study, the concept of an ecosystem is interpreted in the context of digital transformation in relation to the digital environment of the university. The digital ecosystem is an instrumental concept, i.e. a means of digital transformation that reconstructs the environment and identity of the university. The digital ecosystem as a means of digital transformation, formulated by the author of the article, structurally contains the following elements: digital environment, which includes information and technical infrastructure; interaction participants (stakeholders); system of connections between participants; involvement of participants; the functions of the university reflected in the figure; idea and values, including regarding digital technologies; digital productivity and adequacy (implementation of digital solutions used by participants to maintain the ecosystem). A digital university is not only about having a network architecture or a digitally packaged educational product. It is also about the participants, their engagement, values and digital productivity. It should be borne in mind that if digital data is a raw material for the digital economy, then digital productivity becomes an important element of human digital activity.

Digital Entrepreneurship in Brazil: Insights From The Digital Platform Economy Index Analysis

<p>Digital Entrepreneurship Ecosystem (DEE) integrates the concepts of Digital Ecosystem (DE) and Entrepreneurship Ecosystem (EE). Developed over the last decade, research and application of DEE in developing countries remains limited. In this paper, we use a DEE in the form of the Digital Platform Economy (DPE) index, which measures the state of DEE in 116 countries, taking Brazil as a case study and comparing it with two benchmark countries (Uruguay and Argentina) that are members of the MERCOSUR group of economies. Through a five-step structured analysis, we first examine the general condition of Brazil's DEE in terms of development and then analyze the derived components of the DPE index to find the strengths and weaknesses of Brazil's DEE compared to the two benchmark countries. The results show a healthy balance between DE and EE in Brazil. However, through further analysis using the Penalty for Bottleneck (PFB) method, we recommend four main pillars of DEE, namely digital literacy, digital openness, digital adoption, and digital access, to maintain the balance between DE and EE and improve Brazil's DEE. Our results contribute to the development of DEE literature and promote DEE evaluation methods as a way to recommend DEE development in developing countries.</p><p> </p>Keywords: Digital entrepreneurship, DPE index, digital ecosystem, entrepreneurial ecosystem.

Transformation of the Activities of the Largest Russian Commercial Banks into Digital Ecosystems.

There is a rapid development of innovative technologies in the financial sector of the Russian economy. Innovative technologies influence both the development of individual segments of the financial sector of the economy, the formation and development of new products and services, and significantly affect the change and transformation of traditional business models of market participants. One of such changes can be called the transformation of the largest Russian commercial banks into digital banking ecosystems. The object of this article is the largest Russian commercial banks. The subject of the study is financial mechanisms, quantitative and qualitative indicators of the activities of the largest Russian commercial banks in the context of the formation of digital ecosystems in Russia. The purpose of the study is to analyze the conditions and methods of transformation of the largest Russian commercial banks into digital banking ecosystems. To achieve this goal, the works of Russian and foreign authors on the formation and development of digital ecosystems, the provision of financial services, and the digitalization of commercial banks were studied. Based on the statistical data of the Bank of Russia and the reports of commercial banks, the analysis of the current state of activity of the banks selected for analysis was carried out. The author's definition of the concept of digital banking ecosystem is given in the article. Four main areas in which a full-fledged digital banking ecosystem should meet the needs of its customers have been identified and studied. The main conclusion of this study is that the largest Russian commercial banks create digital banking ecosystems by buying companies from various sectors of the economy and developing their own structures. The main tasks of digital banking ecosystems are not only meeting the needs of customers in financial services, but also in such areas as entertainment, IT and daily needs. Thus, digital banking ecosystems are maximally aimed at attracting and further retaining customers within their services.

Digital Business Ecosystem Tools as Interoperability Drivers

Today’s businesses form a highly interconnected network of companies, organisations, technologies, consumers, products and services. The concept of the Digital Business Ecosystem (DBE) has been come life in order to build an Internet-based environment in which businesses will be able to interact with each other more efficiently. In a Digital Ecosystem, a leadership structure is formed in order to be capable of responding to the dynamic needs of the environment. The agent in a Digital Ecosystem can both be a client and a server at the same time. With the same message, agents can simultaneously offer a service to others as a Server and request help as a Client. Industries may have their own systems but they are not yet business ecosystems. Digital ecosystems rely on a technological infrastructure to mediate the formalisation of knowledge in SME networks, the creation of software services, and different type of interactions between SMEs. There are many fields of application in the agro-food industry where interoperability of information system would be essential. Amongst others food tracking and tracing, logistics, SRM and CRM integration all need interoperability solution in a heterogeneous environment. Our prototypes can help in building these cooperative information systems.

On new emerging concepts of petroleum digital ecosystem

Petroleum‐bearing sedimentary basin is an emerging digital ecosystem. Petroleum system and its elements are narrated for each and every oil and gas field in each and every petroleum‐bearing sedimentary basin. A new concept of ecosystem and its digitization are emerging within the generic petroleum system. The Significance of this concept comes with an ability to establish connectivity among petroleum subsystems, for example, Albertine Graben (Western Uganda), through attributes of their components and their contextualization and specifications. Unless the phenomenon of integration of elements and processes among subbasins in the context of digital representation, visualization, and interpretation are understood, the existence of petroleum system (both at local and global scales) and its survival, the phenomenon of ‘interconnectivity’ among ecosystems cannot be well explained. Its value cannot be added in terms of petroleum accumulations and volumes, unless these phenomena are made explicit. Authors propose ontology‐based data warehousing and data mining technologies in which conceptualization and contextualization of multiple data dimensions' are modeled (elements and processes of petroleum system), besides their integration (within data warehouse environment) and data mining of interpretable emerging petroleum digital ecosystem. Web-Based Digital Habitat Ecosystems for Sustainable Built Environments

This chapter introduces the Digital Ecosystem (DE) concept and its application in the home environments. DEs are clusters of distributed and diverse digital components, which interact with each other in a self-organising, scalable, and sustainable manner. This could be viewed similar to the interaction of living organisms in a biological ecosystem. The DE concept has traditionally found widespread use in the business environments. However, the concept can well be applied to the home environment, giving rise to the concept of Digital Habitat Ecosystem (DHE). Thus a DHE refers to a cluster of devices for measurement, control, and sensing of environment parameter with the help of Information and Communication Technologies (ICTs). The primary incentive behind this chapter is to show how the DHE concept can be used for maximising the utilisation of vital resources, such as water and electricity, in the home environment and leading to a more sustainable living. Furthermore, the work outlined in this chapter proposes Digital Habitat Ecosystem Architecture (DHEA), which integrates the various digital elements of a home network in a holistic manner. However, there are some current digital system architectures such as Service Oriented Architecture (SOA) available these days; this chapter discusses the shortcomings of the SOA architecture and how the proposed DHEA will rectify the same. In addition, this chapter gives an overview of the static web based model of the home management system, how dynamic DHE varies from those existing models.

Development of the university digital ecosystem in modern conditions

In modern conditions, in the context of the modernization of the higher education system, the digital ecosystem of higher education institutions plays a decisive role. As digital counterparts of natural ecosystems, digital ecosystems are made up of many independent entities such as individuals, organizations, services, software, and applications that perform one or more tasks and focus on interactions and relationships among themselves. Content analysis of scientific research has demonstrated different approaches to the concept of a digital ecosystem. In this study, the digital ecosystem is considered in the context of transformational processes. Based on the digital transformation roadmap recommended for billion-dollar companies, the author made an attempt to adapt it for higher education institutions, which will contribute to the effective development of the digital ecosystem. It was determined that the main areas that should be subjected to digital changes are interactions with stakeholders, operations, employee experience, as well as the transformation of the business model and the development of digital platforms. Each individual direction is a tool, which will allow initiating and stimulating digital transformation. At the same time, digital transformation requires strong leadership, a clearly defined direction of development and a vision that is consistent with the development strategy of the university. Also, any digital change requires investments and effective communications to ensure development in the right direction. This study can be useful for university leaders at different stages of digital transformation.

The concept of ecosystem is about to be brought into the digital age where, instead of plants and animals, the digital species who roam the landscape include software components, applications, services, business models, contractual frameworks and laws. Along with understanding the nature of habitat and the significance of localisation, diversity is one of the key characteristics of a healthy ecosystem. However, encouraging diversity in the context of technology production brings with it significant challenges, and designing a framework for governance that can balance interests, address technology lock-in and enable the co-existence of diverse software production methods quickly becomes a priority, as participants in the Digital Business Ecosystem project have found.

The Concept of Digital Entrepreneurial Ecosystem for SMEs in North Sulawesi, Indonesia

The digital economy comes with a sloping topography, is inclusive, and offers equal opportunities. This characteristic has the concept of competition which becomes the spirit of the industry that is easily lifted by SMEs players and Start-Ups who prioritize collaboration and synergy. Therefore, to face the challenges as well as opportunities that come simultaneously brought about by the presence of the digital economy and the pandemic situation, it is very important for SMEs to understand the environmental conditions and existing ecosystems, where a digital-based entrepreneurial ecosystem is something that is mandatory for the existence of SMEs. A new platform-based ecosystem framework, also known as the Digital Entrepreneurial Ecosystem (DEE) is proposed which integrates two separate but related ecosystem literature, namely the digital ecosystem and the entrepreneurial ecosystem. This new framework places platform-based ecosystems within the broader context of users, agents, infrastructure and institutions, so that two biotic entities (users and agents) drive individual agency, while two abiotic components (digital technology and digital institutions) make up the external environment. The purpose of writing this article is to get an overview of the concept of the Digital Entrepreneurial Ecosystem (DEE) by using a literature study research method. This article will be built and constructed based on empirical research that has been done, mapping articles and related studies to be able to provide an overview of the DEE concept for SMEs in North Sulawesi Province, Indonesia. The management of four sub-indexes of DEE, namely Digital Technology Infrastructure, Digital User Citizenship, Digital Multi-sided Platform, and Digital Technology Entrepreneurship, is the key to improving the SMEs in North Sulawesi, Indonesia.

Digital business ecosystems should enable value creation and development. Technology opens new opportunities for knowledge sharing and value creation and stresses the concept of business and digital ecosystem. Information and communication technology supports sustainability and provides a platform for designing and implementing sustainable development within the society. Smart cities as communities, small and medium‐sized enterprises as companies developing innovation and governments going digital contribute to designing sustainable digital ecosystems. People, businesses, cities, communities and public organizations should contribute to co‐creating value within society. Although several people still ignoring the concept of digital ecosystem, they use it in one way or another in their professional and/or personal digital life. We recall that a digital ecosystem is usually defined as a distributed, adaptive, open socio-technical system, with several properties inspired by natural ecosystems. In the world of the Internet of Things (IoT), the rapid growth and exponential use of digital components leads to the emergence of digital ecosystems composed of multiple and independent entities such as individuals, organizations, services, software and applications sharing one or several missions and focusing on the interactions and inter-relationships among them. With the help of the computational intelligence, these digital ecosystems can exhibit collective knowledge and new self-* properties (such as self-management, self-healing and self-configuration) environments, thanks to the re-combination and evolution of its "digital components", in which resources provided by each entity are properly conserved, managed and used. The usage of digital ecosystems has the potential to enable the understanding of how entities request resources and ultimately interact to create benefits and added-values, impacting business practices and knowledge. In order to support full-fledged digital ecosystems, technologies tobe adopted need to rely on novel techniques, models and methodologies related to big data management, web technologies, networking, security and privacy, human-computer interactions, artificial intelligence, and self-organizing systems. These aspects and challenges make research in the digital ecosystems field a pressing need, and ACM MEDES series aim at contributing in that direction since 2009. In MEDES'15, we address several of these issues from different perspectives and mainly focus on the management of computational and collective intelligence found in digital ecosystems. We wish to all participants a successful conference, and we are confident that this edition will contribute to advance research in digital ecosystems and create synergies with related fields.

In an era marked by the rapid ascension of the global digital economy, the digital innovation ecosystem has emerged as a vital conduit for businesses to pursue digital innovation endeavors and enhance their core competitiveness. This paper marries the theoretical discourse and empirical analysis of digital innovation ecosystem theory with modular theory, systematically expounding the concepts of digital innovation ecosystems and modularity, as well as elucidating the design principles of a modular digital innovation ecosystem. It delves into the characteristics and design processes of modularity and dissects the collaborative mechanisms underpinning the Apollo digital innovation ecosystem. Moreover, employing a modular perspective, it empirically scrutinizes the Apollo digital innovation ecosystem to clarify the framework constituted by modularity, the symbiotic operation among the ecosystem modules, and the collaboration within the system’s internal modules. This study embarks from the vantage point of digital innovation ecosystems and modularity to offer an in-depth explanation of the collaborative mechanisms within the Apollo digital innovation ecosystem. It not only broadens the methodological horizons for research on digital innovation ecosystem theory but also delineates, from a practical application standpoint, the modes of collaboration between the ecosystem’s modules. In the process of exploring the collaborative mechanisms of the Apollo digital innovation ecosystem, this research integrates global autonomous driving technology with the digital innovation ecosystem in a modular analysis. The innovative contribution of this paper lies in the construction of a collaborative mechanism for the Apollo digital innovation ecosystem from a modular viewpoint.

Digital Ecosystem: Nature, Types and Opportunities for Value Creation

The increased penetration of business organizations by information technology integrates products, services, and processes in a new way, changes existing business models and leads to their digital transformation. To successfully meet the challenges of the digital economy and create added value, organizations need to connect in the so-called digital ecosystem (DE) which became a key source of innovation for them. The article aims to define the concept of digital ecosystem, considering its multi-layered and multidimensional nature, to distinguish its main characteristics, types, and components and to identify a business model for creating value through digital ecosystem. The main method of research is the systematic review of the scientific literature on the subject. Through it, we identified and summarized selected publications, analyzed, and systemized them and made conclusions by applying a structural approach. We concluded that inclusion in an appropriate digital ecosystem, depending on the size and scope of the business organization, is essential both for it and the partner network in their efforts to create added value in the economy as digital ecosystem is gradually replacing the supply chain model.
