Abstract

The study focuses on the topical problem of project management motivation at the municipal level. Attention is focused on the fact that some tasks of municipal development can be successfully resolved only in the format of project management. For the practical implementation of this opportunity, a systemic motivation of municipal employees is required, including differentiated wages, a transparent bonus system, various forms of non-material incentives, including competitive-adversarial and status-based ones. The study is based on a sociological survey conducted among municipal employees of the Belgorod region. Successful motivation of project activities includes not only identification and targeted use of the potential of motivating factors, but also regulation of the balance of project and functional activities, compensation of additional labor costs, and integration of motivational expectations of municipal employees.
