Abstract

Modern electoral system is characterized by a set of rules and regulations designed to determine the correlation between legislative and executive branches and achieve their legitimacy. The author considers the electoral system as a political institu-tion that ensures continuity of state power and local government by the democratic technology and pro-cedures establishing political and legal criteria for legalization of the free will of law-governed state citizens in the electoral process. The relevance of the study is supported by the fact that legitimate elections and the wide acceptance of election out-comes serve as the key attribute of a democratic society capable to deal with the challenges by peaceful political means. The research identifies that any electoral system can be treated as a complex and multi-faceted construct affecting the political system of society as a whole. A complex and multi-dimensional concept of political stability turns out to be a fundamental component of electoral sys-tems. A stable democratic regime has a strong prob-ability of preserving its democratic nature.
