Abstract

The vast territory of Satrapic Armenia was no exception in the system of administrative division of the Achaemenid Empire and there were satrapies with a larger territory. The Persian court was guided not only by its military-political and economic interests in the formation of the XIII Satrapy, but also by the reality of the pre-Achaemenid system of government in Armenia. Accordingly, the position of the Armenian Satrap in the Achaemenid dynasty was very important. The main population of Satrapic Armenia was Armenians, which was a unique case in the system of administrative division of the Achaemenid Empire. The formation of the Armenian Satrapy also was based on the existence of an ethnos, in this case the Armenians, but as an administrative, taxpaying unit, the XIII Satrapy was united with Pactyica and neighbours.
