Abstract
Introduction. The chief specialist in working with information resources and geoinformation systems (GIS) of the crisis management centers of EMERCOM of Russia for managing forces and means in responding to natural and man-made crisis situations or their threat develops models of the situation and sends them to cooperating organizations that are part of the Unified state emergency prevention and response system situations (RSChS). With the simultaneous occurrence of several crisis situations of different nature, the time for effective management may be missed. Along with other crisis situations, a complex of adverse meteorological phenomena, is a threat of emergency situations. For successful and timely processing of meteorological information to be provided to responding units, it is necessary to constantly improve the methods of working with it. A software application can automate routine actions and reduce the processing time of weather data, the use of which will minimize the threat of an emergency situation. Goals and objectives. The purpose of the study is to model the process of preparing documentation for probable scenarios of the development of the situation in connection with adverse meteorological conditions, which helps to reduce labor costs and increase the validity of decisions made by officials managing forces and means in crisis situations. To achieve this goal, the following tasks have been solved: the analysis of data, methods and tools that are used in the daily activities of the chief specialist in working with information resources and GIS technologies has been carried out; the existing problems were identified; a computer software application was developed; a study of the developed software application using meteorological data for the Irkutsk region for 2023 was conducted. Methods. To achieve the goal and solve the tasks of the study, methods of system analysis and data systematization were used. Results and discussions. An algorithm for collecting meteorological data and a functional model of the software application is proposed, which made it possible to automate the process of developing models of the development of the meteorological situation for interacting organizations that are part of Unified state emergency prevention and response system situations (RSChS). This allows you to prepare documentation in the shortest possible time, carry out preventive measures, and also contributes to the adoption of operational management decisions in crisis situations. Conclusion. A software application was developed in the object-oriented programming language Visual Basic using the "Atlas of Hazards and Risks" system. Using meteorological data for the Irkutsk region for 2023 as an example, the effectiveness of its use is shown.
