Abstract

The article examines the dramatic changes in the role of monetary emission that have occurred in recent decades as a result of economic reforms. A formerly attributive institution forms the entire financial system and gives substance to it. These changes have not yet been reflected in the theory of financial law, a mechanism for legal regulation of monetary issue has not been developed. The proposals put forward are designed to draw the attention of legal scholars to monetary emission as a subject of legal regulation and, above all, to intensify the scientific discussion. According to the author, all the emission control tools currently used in the manual mode need serious legal regulation and theoretical understanding.
