Abstract
본 연구는 역사적 제도주의 관점에서 우리나라 평생교육진흥기본계획에서 수립한 추진과제의 변화를 분석하고, 평생교육진흥기본계획 수립과 추진과제가 평생교육프로그램에 어떠한 영향을 미쳤는지 살펴보았다. 연구결과, 평생교육정책의 변화는 단절적 균형, 경로의존, 완만한 변형으로 분류됨을 알 수 있었다. 주제별 평생교육프로그램은 기본계획 수립과 추진과제의 영향으로 양적인 증감현상을 보였다. 연구결과에 따른 제언은 첫째, 평생교육진흥기본계획 수립은 평생교육 현장과의 연계성과 현실성을 반영할 것, 둘째, 지속가능발전을 위한 평생교육정책과 제도 변화에 대한 평가체계를 마련할 것, 셋째, 주제별 평생교육프로그램의 불균등을 해소할 수 있는 지원체계를 확보하는 것이다.
