Abstract

Modern social policy in Russia is a pivotal factor in social and economic development of the country. The author defines the social stability and social balance. The main social challenges faced by Russia during the crisis and reforms are determined. The creation of the middle class is a social project of Russia. The research notes that the middle class plays an important role of social stabilizer, as it tends to maintain the current state structure. The economic growth in the country will be observed only in the context of creating a large middle class which should become the driving force of the Russian economic development. Having analyzed the equitable social policy in relation to all members of society, the author evaluates its effectiveness. It should be mentioned that social equity resides in decent salary, providing employment for every citizen and social assistance to all social strata, increasing housing affordability.
