Abstract

The article shows the evolution of legislative regulation in the field of strategic planning in the Russian Federation. The sequence of the adoption of regulatory legal acts in the field of planning, as well as amendments to the existing legislation is analyzed. The characteristics of the state planning system in terms of its budgetary support are given, methodological recommendations of the relevant ministries are considered. The article draws conclusions about the need for the development and legislative consolidation of methods for coordinating strategic and budget planning at all levels of interdependent areas of state planning, as well as reducing the number of planning documents that must be adopted. An assumption is made about the need to consolidate in the legal field responsibility for non-execution of strategic planning documents. The construction of the planning system should be continued, focusing on the opinion of the expert community, as well as on domestic and foreign experience.
