Abstract
In modern conditions of development of economy an innovative way – a necessary condition of competitiveness in the long-term period. The basis of a national innovative system is made by a scientific and technological complex which unites institutions of science, educations, productions, directs to creation of knowledge, development of modern technologies and new values. The innovative economy is created and develops in interrelations with growth of quality of the saved-up intellectual capital which is an intensive factor of its growth. The defining value of intellectual resources as most effective factor of innovative development of economy explains relevance of studying of the intellectual capital and processes, related. The purpose of the present article is assessment of prospects of innovative development of the Republic of Mordovia on the basis of the analysis of theoretical and methodological aspects of formation of the intellectual capital and scenario approach allowing to reveal and estimate possible risks at design of regional policy. The research object is the scientific, technological and innovative development of the region on the example of the Republic of Mordovia. The study used the methods of factor and system analysis, expert survey, planning and forecasting, comparison. The information base of the study is the data of Rosstat, Rospatent and Statistical service of Mordovia. The features of the development of the region’s intellectual capital have been determined. An analysis is given of the conditions for the functioning of fundamental and applied science, as well as the infrastructure of scientific, scientific- technical and innovative activities based on the scenario approach, which makes it possible to assess possible risks in the design of regional policy. The forecast of the development of the sphere of science in the Republic of Mordovia for the long term has been made. Assessment of the scientific and technological development of the region in terms of intellectual potential makes it possible to predict the impact of intellectual capital on innovative development and sustainable economic growth, the results can be used in the development of strategies and tac- tics of regional policy.
