Science is the basis of civilization. Scientific research has always been and will be the driving force behind the development of society. In turn, the unpredictable curves of the world development tractor, the staggering variability of its system-forming elements, the unprecedented complex complexity create new challenges for scientists, such as: the invasion of artificial intelligence in management and economic processes, the formation of new social and psychological phenomena. , the emergence of hybrid threats to security and human development, etc. All this accelerates the evolutionary processes of development of society, causes its fracture, contributes to the modeling of subsequent "versions" of development, and thus creates new requirements for a new generation of scientists. Thus, the fundamental difference to overcome such challenges at present is the conduct of cross-disciplinary and multi-aspect research. This approach is chosen in the monograph "Development of society: social, economic and psychological aspects." The monograph focuses on the "soft" factors of society for many reasons, the most important of which is the significant vulnerability of social, psychological and economic aspects. In addition, the losses suffered by the development of society due to the weakness of these aspects are heterogeneous, bifurcation and difficult to cure. Thus, the key provisions of the monograph are focused on the formulation of new scientific hypotheses, the development of methods and tools for preventing and counteracting threats to the development of society and overcoming their consequences in the new reality. The first section of the monograph "Social and economic aspects of society" describes the criteria and indicators of the development strategy of the financial sector of Ukraine, reveals the specifics of financial support of tourism enterprises, analyzes the current state of banking services in Ukraine in the optimization of the banking system. Ukraine, identified trends and principles of the fourth industrial revolution and their projection on the formation of investment and innovation support of industrial development, studied employment in Ukraine: innovation, flexibility, security and assessed the behavioral competencies of project managers in modernizing socio-economic development of society. problems of leasing development in Ukraine, complex diagnostics of financial sector development: state, financial inclusion, vision and strategy of actions, global system effects are determined and mechanisms to counter economic shocks. The second section "Psychological aspects of society development" describes the professional tolerance of leaders as a factor in the development of educational organizations, explores the syndrome of emotional burnout in teachers: diagnosis and ways to overcome, reveals the professional success of teachers as a factor in improving higher education, formed corporate culture forms of ownership: active methods of staff training. The content of the third section "Humanitarian aspects of society development" is devoted to risk-oriented competencies of specialists of non-state security structures, formed a mechanism of state management of higher education institutions with financial control tools, proposed measures to optimize information and analytical support of economic security of higher education institutions. education. In the final, fourth chapter of the publication "Security aspects of business development" the levels of economic security of Ukraine in the conditions of world innovative development are analyzed, features of functioning of system of economic security of enterprises of construction branch are characterized, technologies of private detective activity as a tool of innovative development of economic security systems are investigated. unfair behavior of external stakeholders of the enterprise, considered security management counteraction to unfair behavior of external stakeholders of the enterprise, identified and systematized information and analytical support to counteract the raider takeover of joint stock companies, evaluated the effectiveness of personnel management system of the enterprise. The monograph was prepared in accordance with the research plan of the University "KROK" and aims to implement the topics: "Innovative mechanisms of integrated economic security in a crisis" (state registration number 0120U101880), "National economy and economies of sectoral markets in conditions of institutional uncertainty" ( state registration number 0120U100086), "Psychological problems of professional training and self-realization of specialists in various fields of practice" (state registration number 0116U007507), "Ensuring the protection of economic security of the state and economic entities in the context of European integration of Ukraine" (state registration number 0114U006338), performed within the thematic plan of basic research. EFFECTIVE MANAGEMENT OF HIGHER EDUCATION INSTITUTIONS IN IMPROVING THE ORGANIZATION OF INDEPENDENT WORK OF LEARNERS

The article discusses the benefits of improving the independent work of students in higher education institutions to achieve quality results in the educational process, which defines the research topic. It is argued that improving the organization of independent work of learners will positively influence the effective management of higher education institutions. The theoretical basis of students' independent work as a form of organizing the educational process is systematized, the advantages of implementing didactic conditions for effective independent work of students are outlined, and levels of student independent activity are determined. The components characteristic of independent work, including motivational links, setting specific tasks, choosing methods of execution, execution, and control, are identified. The experience of European countries in organizing the independent work of learners is examined, which indicates a close connection between the educational process and the market, production, and possible areas of future student activity. The application of various forms of organizing students' independent work, depending on the specialty and educational programs offered by departments when developing discipline work programs, taking into account the needs of stakeholders and the labor market, is justified. The aim of the article is to analyze existing approaches to students' independent work and improve its organization for effective management of higher education institutions. Various scientific methods were used in the research and solution of the tasks, the main ones being systematization, comparison, analysis, questionnaires, and graphical analysis. As a result of the conducted study of the organization of independent work in higher education institutions, the positions of learners and teachers were determined, which generally have common views on the need to improve the identified problem. Specific steps to improve this form of the educational process were identified through the analysis of anonymous questionnaires of students and teachers. The scientific novelty lies in the connection between improving the organization of independent work of learners and effective management of higher education institutions, which allows asserting the improvement of the quality of educational services and the improvement of the educational process through the improvement of the independent work system. The practical significance of the study lies in the application of existing developments to improve the existing system of organizing students' independent work, aimed at training highly qualified specialists in various fields for the further development of society and the country.

ОСНОВНІ ЗАСАДИ ФУНКЦІОНУВАННЯ МЕХАНІЗМІВ ПУБЛІЧНОГО УПРАВЛІННЯ У СФЕРІ

The article considers the principles of functioning of public mechanisms in the field of foreign economic security of EU member states. In particular, ensuring EU security is determined by a number of conceptual provisions: the indivisibility of security and its development on the basis of integration processes; scale and constant development of security programs; using national aspects to solve regional problems; equality of status and decision- making based on consensus; coordination of efforts in the field of common interests; territorial integrity of states and non-interference in each other's internal affairs; the formation of a market economy and the development of civil society. It has been established that scientists and politicians of EU countries do not single out the concepts of "foreign economic security", but operate with the concepts of "security", "national security" and "economic security", while really mean in their content and problems of foreign economic security. Have been found EU members to have different levels of economic security. Relatively stable economic systems in the EU (Italy, Spain, the Netherlands, Germany, France) are mainly focused on improving the efficiency of the economy and at the same time maintain the existing level of personal economic security of its citizens. The relatively new EU member states (Bulgaria, Poland, Romania, Slovakia, Hungary, the Czech Republic, and the Baltic states) have already completed first-generation reforms and are in the final stages of security sector reforms. It is concluded that the full-scale invasion of the Russian Federation on the territory of Ukraine changes the security vectors in Europe. It has become clear that the current system of international security is not able to deter the aggressor and protect against real threats to individual countries. Only an effective combination of military force, diplomatic instruments and a strong economy can guarantee the realization of national interests, national ideas and national goals. This is the path Ukraine must take in its European aspirations, creating conditions for comprehensive protection of its own statehood and cultural and historical identification.

Methodology of Strategic Planning For the Development of Educational Ecosystems

The growing economic, social and digital inequality in the world, turbulence of economic and social processes lead to disorientation of educational organizations in development priorities. There are threats of stagnation and lag in the development of educational organizations, ineffective use of resources. The active development of ideas for sustainable development and the digital transformation of socio-economic relations induce educational organizations to revise long-term development programs. The study is aimed at solving the urgent problem of uncertainty in the strategic planning of the development of educational organizations in the context of digital transformation, socio-economic instability, challenges of the 21st century and new requirements for a specialist. The analysis of the studies showed that the professional community is actively discussing educational ecosystems of different types, based on the relationship between the participants and digital educational technologies. The methodology of strategic planning for the development of educational ecosystems presented in the work is considered as a complex of scientific methods: system analysis, classification, personality-oriented and ecosystem approaches. In the context of the concept of continuous, sustainable development, the educational ecosystem should be considered as a complex self-organizing, self-regulating and self-developing community — a group of people united by common interests, using common resources and a system of connections for learning and development. Using the example of the RANEPA North-West Institute of Management, it is shown that the use of the ecosystem approach for strategic development planning allows you to get the most complete and holistic view of the educational organization, its environment and role in the development of society. The methodology of strategic planning for the development of educational ecosystems allows: to create better models for the development than the generally accepted models of managing the educational process; develop an “ecosystem” strategy for the development of an educational organization; avoid costs and waste of resources in the context of digital transformation and dynamic changes in social relations.

Impact evaluation of quality management in higher education: a contribution to sustainable quality development in knowledge societies

ABSTRACTSince (higher) education is more important than ever in knowledge societies, high priority should be ascribed to quality management in higher education institutions and its effectiveness. However, there is still a lack of systematic evaluation of the latter, particularly analyses which are not restricted to ex-post gathered data and expert assessments. The articles in this special issue contribute to overcome these shortcomings in several ways: One article is reflecting on success factors and un-/intended effects of quality management, another one is analyzing more discoursive ways of evidence-informed guidance of quality management policies which are complementary to rigorous impact studies. Five articles investigate quality management effectiveness by ex-post and simultaneous impact evaluation in European case studies, including assessments of students, teachers, quality managers and leadership. Finally, a SWOT analysis of impact evaluation of quality management in higher education institutions is carried out and suggested as a tool for bridging the notorious gap between methodology and implementation.

Measuring the Quality of Higher Education Using Linear Programming Applied Study in the Faculty of Management and Economics University of Mosul

Total quality management in higher education institutions is one of the important issues at the global level in general and in the Arabic region and Iraq in particular. Where the higher education sector is the main source for creating and training human resources in all fields, it is the main hub for the development and support of societies. Therefore, attention should be paid to the quality of the performance of these institutions and their outcomes by employing one of the methods of operations research, which is the method of linear programming to maximize the quality of higher education. Such a quality has a fundamental role in providing the requirements and working methods of universities to reach advanced levels of outstanding performance, by stimulating and training their human resources and using advanced methods in scientific performance. There are many problems that delay the progress of students’ development in their college education, including the poor infrastructure of suitable classrooms, and an appropriate number of teaching staff fit with the huge number of students accepted into colleges. The second problem is the professional and educational lack in the organization of how to measure and evaluate the quality of education. The importance of the research lies in studying the topic of total quality management in higher education institutions and thus reaching recommendations for decision-makers in senior management of these institutions. The College of Administration and Economics, with its seven departments, was taken as a sample for this research, and its actual documented data from the records of the college departments were used within restrictions that have a direct impact on the quality of education depending on the infrastructure, teaching staff, employees, and success rates. The ready-made program QSB (Quantitive System For Business) was used to obtain the solution of the model and to measure the quality standards in the various departments. The results of the linear programming showed that the quality standard in the College of Administration and Economics was (38%) depending on the infrastructure, teachers, students, and employees, which is a good result compared to other variables that were not taken into account such (scientific research, community service, leadership, and organizing...).

Management of Higher Education Institutions as a New Tool for the Development of Higher Education

Higher education is extremely important for the socio-economic development and cultural enrichment of society, providing people with the relevant knowledge and skills to improve their skills and productivity in the context of further global development. Today, the task of effective resource provision and high-quality organization of the student learning process is extremely relevant in the world. The formation of a new mentality of all stakeholders in the educational process in a rapidly changing information environment is of great importance. This task requires constant monitoring and evaluation of the education system based on the collection, processing, and analysis of data necessary to make informed management decisions for the optimal development of higher education. The article aims to highlight the main patterns of management of higher education institutions with a view to their development reflected in the scientific literature, and to clarify certain practical characteristics of this process. In the process of preparing this study, the analytical and bibliographic methods, induction, deduction, and analysis were applied. The synthesis of information was used to study the scientific literature on issues related to the management of HEIs. Meanwhile, systemic-structural, comparative, logical, and linguistic methods, abstraction, and idealization were applied to study and process data. Among other things, the authors of the study conducted an online questionnaire survey to clarify certain aspects of this issue practically. Based on the results of the study, the theoretical aspects of the use of management tools as a tool for the development of HEIs have been studied. Moreover, some practical issues related to the management process in higher education have been characterized.

Sphere of Providing Funeral Services in Ukraine: Current Problems

The authors have presented specific features of providing funeral services in Ukraine. The emphasis has been placed on the fact that the quality of administrative services is a priority dominant in the development of society’s legal and social life. The authors have emphasized the importance of creating equal opportunities for the access to all services for all citizens, which should contribute to their quality. Particular attention in the process of legislative transformation taking place in various areas of legal regulation should be paid to one of the relevant areas – the provision of funeral services, which, although not included in the official list of administrative services, but have an administrative nature given the parties of their provision. At the same time, the issue of monopoly and corruption in the field of funeral services remains poorly studied. Particular attention has been paid to determining the definitive features of the administrative and legal nature of these services. Taking into account the current realities of reforms in all spheres of public life and the impact on the effectiveness of their implementation, the prevalence of acute respiratory disease Covid-19, the authors have analyzed the aspects of legislative and procedural irregularities in the sphere of providing funeral services. The monopolized and corrupt nature of the funeral services in Ukraine is among the main shortcomings of such a mechanism. It has been emphasized that among the problems that arise in this area are: 1) the lack of transparent information systems, which significantly complicates the mechanism of choosing a burial place, providing the necessary documents and creates corruption; 2) violation of the requirements of landscaping, the proximity of burial sites to human habitation, the lack of legally regulated options for bioburials, which causes the deterioration of the environmental situation.

Service Design for Social Innovation: A New Path for the Development of Government Public Services Based on the TB4D Model

Public service is related to everyone’s life and future and directly feeds back on the development of society and the country. How to better shape and develop it is a critical issue for both individuals and groups. As the primary provider, the government plays a vital role in its creation, development, and transformation. In recent years, with the rapid development of human society, this field has been placed in the midst of new challenges. These are the difficulties that government departments urgently need to solve, and the traditional solutions have shown apparent inadequacies. Service design, as a powerful responder, is gradually emerging and playing an important role, influencing a series of dimensions from service innovation to social policies. The application of service design in government public services holds significant social value. However, related research remains in its infancy, needing a systematic theoretical framework. This paper focuses on government public service design and carries out systematic design research on it in order to realize the corresponding social and academic value. This paper established a theoretical framework for government public service design centered on the TB4D model, based on an in-depth study of the relevant literature, nearly 30 representative industry case studies, and three practical projects conducted by the author. The model integrates the TSLC operational mechanism model, the Behavior-Organization-Policy operational content model, the “3 + 1” development mode, and the method reference guide for government public service design based on the Double Diamond design process model. The letters and numbers in the model’s name sequentially represent these four components. Specifically, the TSLC operational mechanism model derives its name from the initials of four parts: trans-dimensional cognitive and thinking mode, systems thinking, learning interactive innovation process, and cultural regeneration and value shaping. The “3 + 1” development model denotes three forms of development centered on internal design capability and the form of joint development focused on external design capabilities. The TB4D model combines both theory and practice, yet to better illustrate its overall performance, this paper reverted to the practical domain. It quantitatively evaluated 20 complete projects, calculating the mean value and 95% confidence intervals to verify the model. The results demonstrate that the model is valid and possesses high industry representativeness, effectiveness, and universality. The organic operation of the model will provide systematic, innovative solutions to address the problems and challenges faced in the public service field, promoting the sustainable development of society. Since research in this area is still at an early stage, the theoretical model proposed here emphasizes its intrinsic principles and universal logic. It aims to provide foundational theoretical support for the development of this field and systematic guidance for relevant practices. As the industry evolves, the model’s content can be further refined and enriched to better reflect contemporary characteristics. Additionally, because this model serves as a foundational framework for the entire field, it can be further expanded to develop sub-models with local characteristics when applied to different regions.

Актуальность проблемы исследования заключаеся в том, что на данном этапе развития общества повысились требования к качеству образования и компетентности выпускников, вследствие чего кардинально обновляются технологии обучения, изменяются организационные и экономические условия деятельности учебных заведений, обостряется конкурентная борьба на рынке образовательных услуг. Цель статьи состоит в теоретическом анализе особенностей осуществления риск-менеджмента в учреждениях высшего образования в условиях посткоронавирусного развития общества. На основе проанализированных научных публикаций обоснована возможность внедрения риск-менеджмента в высшем образовании. Проанализированы теоретические разработки в этом направлении, как в отечественном, так и зарубежном научном сообществе. Определены основания для разработки модели риск-менеджмента учебных заведений: необходимость внедрения в образовательный процесс инновационных технологий в результате пандемических ограничений, наличие глобальной конкуренции и неограниченный простор для развития, а также постоянно растущие требования потребителей образовательных услуг и стейкхолдеров. По результатам анализа имеющихся разработок с учётом специфики функционирования высших учебных заведений, выделены этапы реализации риск-менеджмента в них. Перспективами дальнейших исследований считаем поэлементную разработку модели риск-менеджмента высших учебных заведений и рекомендации по ее внедрению. The relevance of the research problem lies in the fact that at this stage of the development of society, the requirements for the quality of education, graduates have increased, as a result of which training technologies are radically updated, the organizational and economic conditions of the activities of educational institutions are changing, the competition in the educational services market is intensifying. The purpose of the article is to theoretically analyze the features of the implementation of risk management in higher education institutions in the context of post-coronavirus development of society. On the basis of the analyzed scientific publications, the possibility of introducing risk management in higher education has been substantiated. Analyzed theoretical developments in this direction, both in the domestic and foreign scientific community. The grounds for the development of a risk management model for educational institutions have been determined: the need to introduce innovative technologies into the educational process as a result of pandemic restrictions, the presence of global competition and unlimited space for development, as well as the constantly growing demands of consumers of educational services and stakeholders. After analyzing the existing developments and taking into account the specifics of the functioning of higher educational institutions, the stages of risk management are highlighted. We consider the element-wise development of a risk management model for higher education institutions and recommendations for its implementation as prospects for further research.

The article on the example of the Donetsk region conducted a study of economic security at the regional level, the relationship and interdependence between the levels of economic security (state, region, economic entities), proved the need to develop and implement strategies to ensure the economic security of the region. Results of the study show that the level of economic security at the regional level depends on government policy and performance of business entities. Economic development of the regions in the security context of globalization, improvement in the economic sphere Donetsk region is hampered by lack of domestic strategic investor and effective owner, who would be able to invest, to ensure competitive production, is able to settle with the budget. Effective government strategy carried out in the interests of the development of civil society in Ukraine, will strengthen the position of individual rights and freedoms are the supreme value. Recognition, respect and protection of the rights and freedoms of citizen is the duty of the state. This strategy will increase the legal awareness of citizens of Ukraine, because without a sufficiently high level of legal consciousness both leaders of state structures and all citizens, to achieve the respective goals of economic growth and welfare of the citizens of Ukraine in today's globalized world is impossible

The article provides a comparative analysis of different approaches to ensuring the quality of higher education in Ukraine. The concept of "quality of education" is characterized as a set of knowledge, skills and abilities that a future specialist acquires during his studies at a higher education institution, forming his information potential. The quality of higher education is the foundation for the development of democracy in Ukrainian universities, strengthening public trust and increasing the international prestige of Ukraine. It is found that ensuring the quality of education in Ukraine is carried out using three main mechanisms: internal quality control in educational institutions, external assessment and control by state bodies, as well as a quality management system at the level of bodies responsible for education policy. Recent years in Ukraine have been marked by significant progress in the formation of the legal framework for the introduction of a system of guaranteeing and ensuring the quality of higher education. It is noted that the current quality of educational services in Ukraine is being formed under the influence of a full-scale invasion that began on February 24, 2022. The main measures that contributed to the stabilization of the situation in the field of quality of educational services are outlined. These include providing psychological assistance to higher education applicants, creating appropriate conditions for learning, flexible and clear planning of the educational process, ensuring effective communication between all participants in the educational process and active interaction. All these measures have a direct impact on the further development and implementation of the higher education quality management system. They reflect modern realities and make quality standards and principles more adapted to today's requirements. The system of ensuring the quality of higher education in Ukraine is based on a combination of national strategic planning documents (such as the National Doctrine of Education Development), international standards (ISO 9001) and legislative acts. The main elements of this system are academic integrity as a fundamental principle that ensures trust in the results of the educational process, an effective accreditation and licensing system, a unified assessment system and material and technical support. Several alternative models of quality management in higher education in Ukraine are considered and characterized, in particular the TQM, EFQM and IQMS models. It is noted that the responsibility for choosing a model of quality management of educational services lies with the management of the educational institution. This choice must be justified and take into account both internal factors (goals, resources) and external (needs of society). The study confirmed that the quality of higher education in Ukraine is a multidimensional concept that encompasses the level of knowledge, skills and abilities of graduates, as well as a system of management and control mechanisms. Further development of the quality management system of higher education in Ukraine should be based on an integrated approach that takes into account both global educational trends and national challenges, ensuring a high level of specialist training and international recognition of Ukrainian universities.

The content of the article considers the issue of training teachers and heads of educational organizations in the specialties 011 «Educational, pedagogical». Problems of teaching students in these specialties involve obtaining the necessary knowledge and opportunities for professional development.The article draws attention to the study of the concept of consulting services in Ukraine in the field of education. The analysis of research on the concept of «consulting» as an activity, in terms of different approaches, revealed that it plays an important role in the development of educational organizations. Since consulting is based on the scientific organization of labor, systematic analysis, scientifically sound methods of decision making. The focus is on understanding the importance of management consulting, which helps identify which places in the organization are most vulnerable, adjusts the activities of the organization as a whole and in turn, is divided into strategic, marketing and personnel. It is proved that the study of the discipline «Pedagogical Consulting» in the training of the second (master) level should enrich students with knowledge about the possibilities and effectiveness of consulting counseling, psychological and pedagogical audit, skills of consultants-trainers who coordinate activities in small organizations and groups, master the skills to develop programs for innovative development of the team and conduct various types of diagnostics, etc. It is determined that in the process of teaching the discipline the main attention should be paid to the acquisition of professional competencies by students; intensification of educational and cognitive activities of students, which involves the use of both active and interactive learning technologies; the use of certain methods of activating the learning process. A necessary element of successful mastering of the discipline material is independent work of students, and the system of assessment of formed competencies in students, which considers the types of classes stimulates daily systematic work of masters and increases motivation of masters to master management educational programs based on evaluation of their work
