A bibliometric research of dissertations of the Ukrainian scientists for the topic “Inclusive Education” has been made in the article in order to identify the state of development of the Ukrainian science in this sphere. The article provides statistical data on the dissertations submitted to the scientific and research institutions and higher educational establishments of the educational sphere on the above-mentioned topic in the specialties of the Attestation Commission of the Ministry of Education and Science of Ukraine. The study was carried out in the field of “Pedagogy” focusing on the scientific degrees and dissertation activities of these institutions while studying this topic.A short excursus of the first international forums on the issues under consideration, which introduced the term «inclusion» into international practice, has been provided. The author has identified the presence of increasing problems in education related to training of “special children” due to the quarantine measures because of the COVID-19 pandemic, and caused, in turn, by the introduction of the universal distance learning and paying special attention to ICT-education of such children. This article discusses the need for organizing new inclusive resource centers and open additional inclusive classes at secondary education institutions (hereinafter referred to as SEI) to provide the disabled pupils with a possibility to obtain general secondary education. On the basis of the results of this bibliometric study, a conclusion has been made about the relevance of the dissertations reviewed, which could be the basis for giving innovative significance to such research in order to create special programs and teaching methods for children with special needs in various subjects, including ICT training. The selection and analysis of the dissertations were made in the process of preparation of the scientific and educational index “Dissertations on Educational Issues 1991–2021”.
