Abstract

The most valuable resource is man, so the effectiveness of all spheres of life depends on his development, training, knowledge, experience.Therefore, we studied the issue of competence approach in the theory and practice of HR-engineering based on foreign schools. The article considers and systematizes the foreign experience of scientific substantiation of the use of competence approach in solving the problem of improving the efficiency of personnel of various organizations in the formation of information economy with adaptation in practice of domestic enterprises.
 The foreign experience of the competence approach is analyzed in the work. Namely: there are schools that work on the development and dissemination of a competency-based approach in the process of personnel management. The study shows 4 main schools: American, English, French and German. The main tasks and principles of each of the schools are considered. The American model is based on a behavioral approach that is implemented in effective action and depends not only on organizational factors but also on the professional activities of the individual. The English school has launched a functional approach and believes that it is important that the work is done at the proper level. And due to what the employee will perform this work, it is not so important for them. The French school has proposed a multidimensional approach that combines all approaches and can be considered in three aspects: knowledge, experience and behavioral performance. The German school has proposed a holistic approach that includes the concepts of all other schools. 
 The most common is the multidimensional approach, but all schools have made a significant contribution to the development of the theory of competence. Later approaches supplemented previous theories with new ideas and principles, making the competency-based approach increasingly popular. 
 This article continues the cycle of research on the competency-based approach to personnel management based on foreign experience.
