In this article the methods of analysis of logistic processes of military units of the National Guard of Ukraine are presented. The paper describes a formal description of the many strategic advantages (installations) of the military units of the National Guard of Ukraine regarding the organization of the logistics system. The article proposes a game model, which solves the problem of determining the parameters of the strategy of organizing a system of logistics of the military unit, taking into account the capabilities of partners in the logistics chain. The model under development belongs to the class of simulation non-antagonistic differential games "player - inanimate nature", where the latter are partners of the company along the technological chain. The work of the model is to determine the parameters proposed in the article of the motorcade, the optimal values of which are selected as a result of the implementation of a certain mechanism for reconciling the benefits of the military unit and partner companies on the logistics chain based on utility functions. In the context of logistics chains, matching partners' benefits is especially relevant because of the high level of uncertainty associated with the uncertainty of consumer reactions to the results of joint activities, the large number of mortgage payments between partners, the high cost of the technological platform for the implementation of collective support services. and its partner companies to determine the size of the military unit's investment in war coverage spine of his participation in the logistics network and the amount of the reserve stocks. The paper indicates that in the process of functioning of the logistics chain in order to optimize the commercial interaction of partners, it is necessary to coordinate decisions based on the already identified strategic advantages of members of the logistics community and redistributed in the event of possible failures of functions. For this purpose, in the article, similarly to the processes in production and economic systems, the coordination problem is described by fuzzy models, on the basis of which local vector optimization problems are solved.

This article describes the methodology for managing the strategic activities of the military units of the National Guard of Ukraine within the logistics chains. The proposed procedure for managing the strategic activity of the military units of the National Guard of Ukraine within the logistics chains provides for the selection of strategic partners, the definition of the target guidelines of the unit within the community, the redistribution of commercial operations in the event of disruptions, coordination of management of technological chains, conflicts. In the work it is stated that logistics chains have the highest efficiency for the military units of the National Guard of Ukraine due to the fact that the information system of military formations in this case acts as a central node, coordinating and integrating the functions of the security systems, significantly reducing the cost of servicing the links of the chain. The general features of the fulfillment of the functions of the logistics system by the information system of the military units of the National Guard of Ukraine in the logistics chain are considered. The implementation of logistical processes for military units within the chain may be presented in the form of the proposed multi-step procedure. The proposed methodology assumes that for each logistical project, one applicant company is selected for a partnership in a modern information environment. Thus, the number of potential partners is equal to the number of logistics projects. In the process of strategic development of the activities of military units, iterative repetition of this procedure should be envisaged if new entrants are included in the technological chain. The further direction of research may be the development of a methodology for optimizing the logistics chains of the military units of the National Guard of Ukraine. The relevance of mechanisms and fuzzy modeling methods used in transport and logistics processes is justified. The logic of the transport and logistics chains study by their decomposition into separate economic entities with subsequent synthesis, with taking into account their conflicting interests, is presented. The task of managing transport and logistics processes is set within the framework of the conceptual positions of the fuzzy sets theory: the use of linguistic variables, the concept of a fuzzy set, fuzzy inference, implemented on the basis of fuzzy sets operations. In this study, the fuzzy modeling on the bottom-up conclusions from the premises to the conclusion was used. Various methods of implication and defuzzification have been analyzed. An iterative procedure for managing transport and logistics chains and their links has been proposed, which ensures the adaptation of the process to the specified performance indicators. A calculated example is given for a marshalling yard as a link in the transport and logistics chain.

PurposeThe purpose of this paper is to introduce a method for (re)designing complex logistics networks, which interact with various governmental bodies (e.g. in FDA and USDA) for regulatory clearance and control purpose. The method (the e3‐control methodology) is demonstrated to be a useful approach to analyzing and redesigning international logistics procedures in reaction to a technological innovation in a government‐business (G2B) network.Design/methodology/approachAn action research method relying on Living Lab study was used in this research. To illustrate and better understand the application of the e3‐control methodology, the authors place the development of e3‐control as a design tool for deploying the pharmaceutical case. The authors collected data with multiple methods including workshops, semi‐structured interviews and document analysis.FindingsThe e3‐control methodology has been successfully applied in this paper to carry out a step‐by‐step redesign for an international pharmaceutical logistics network. It was found that a win‐win situation can be achieved if business and government see each other as partners and share the responsibility of carrying out government regulatory and Customs controls. In this situation, Customs administrations can be relieved from redundant control tasks, and businesses will be rewarded with simplified procedures.Originality/valueThe authors' e3‐control methodology is an innovative redesign methodology for analyzing and redesigning business logistic networks including government agencies. With this approach, one can achieve a clear overview on critical problems within the logistics chains; disclose unclear procedures and in the meanwhile take into consideration the different concerns of the partners within the network.

Logistics chains are the result of the practical application of economic principles (orientation) of flow. Most close to the essence of logistics chains is a functional approach, where the essence is the technological connection points of storage and handling roads transport of goods and coordinate the organizational and financial operations, procurement processes and inventory policies of all links in the chain. Increasingly, in a globalized economy in logistics and areas of the economy associated with the logistics uses the term “network”. There are networks of strategic, economic networks, network based, supply chain, logistics networks. Most network solutions is directly related to the logistics of NATO and international cooperation entities militarized. The article is an attempt to isolate the relations between the parties cooperating in NATO’s logistical networks.

PurposeThis research paper proposes that the conduct of supplier relationships can be improved through a “self‐organized logistical network”.Design/methodology/approachAn analysis has been conducted on logistical supply chain which ensures to define a self‐organized logistical network. In such a network, each supplier can evaluate its own performance by using a decision‐making method involving multiple criteria. Indeed, such method is therefore recommended to reach a satisfactory solution. For that, a typology of performance was proposed and a multiple criteria method was chosen. Indeed, among several methods available, the Analytic Hierarchy Process (AHP) method has been chosen.FindingsThe paper suggests quantifying an evaluation of each potential supplier who responds to a call for proposal from a customer, according to rules and criteria that are impartial and common to all. The process enables the emergence of the “best” supplier. The proposed approach allows a balance to be achieved between load and capacity at the supplier level, and produces a smoothing of the load curve among the various suppliers with the long‐term objective of establishing a fair system among the suppliers on the network. Our approach suggests a customer‐supplier (C‐S) relationship control where all entities C‐S partners, communicate and negotiate to respond as best as possible to the customers requirements. To each supplier, we associate a decision‐making centre through which he can self evaluate his performance in order to be able to take part to negotiations within a self organized logistical network.Originality/valueThe research focuses particularly on the study of the decision‐making centre.

Waste management in large companies is becoming increasingly important. Waste resulting directly or indirectly from production process has very different values, importance, and characteristics, all of which need to be properly processed. The lack of sufficient processors to deal with a wide range of wastes has been shown to limit the sustainability levels of this reverse logistics chain. Thus, this research aims at evaluating the conditions for the development of a waste customers chain of large industrial companies. This research builds on theories and studies such as the Theory of Planned Behavior and the approach to Supplier Development, hitherto used upstream to be now applied downstream. The research is based on the primary data of a large industrial company, the survey of environmental legislation for some types of industrial waste, interviews with environmental agencies and other important stakeholders in the structuring of this logistics chain. The results show there are still no consolidated logistic chains for the industrial waste market. The following are the factors and recommendations for the industrial waste logistics to become more comprehensive and sustainable.

It is stated and solved the complex task related to the arrangement and management of the virtual enterprise (VE) in the aerospace industry where high-tech innovative products produced. The complex task divided into several stages. At the first stage, the task of building a portfolio of VE orders solved. In order to do this, the state of the high-tech products market is analyzed to identify the competitive products. The alternatives of the order portfolio compared and evaluated considering the costs, timing, and risks of output. The composition of the VE enterprises selected at the second stage of the built portfolio of orders. For this purpose, the enterprises selected according to the principle of subject orientation considering the possible costs associated with the adaptation of the selected enterprises to fulfill the order portfolio. The info-communication links to manage the VE formed at the third stage. The cost and capacity of the communication equipment for transmission of control and technological information within the framework of the VE taken into consideration. The production cycle of the VE formed at the fourth stage considering the logistics requirements. The characteristics of the logistics chain "supply-production-sale" for each enterprise in the composition of the VE taken into consideration. At the fifth stage, the quality management system of the VE production considered. In order to ensure the quality, the corresponding activities that affect not only the quality of the product in the logistics chain but also the whole production processes (both basic and auxiliary) are carried out. At the sixth stage, the logistics processes of VE supplying and marketing optimized. The optimization of supply and marketing processes provides a reduction of product cost as well as the increased competitiveness in the market of high-tech products. The proposed tasks are logically related to each other and aimed at ensuring the competitiveness of domestic machine-building enterprises (aircraft construction, shipbuilding, etc.). In order to solve the proposed complex problem the methods of system analysis, integer optimization, simulation, agent and knowledge-oriented modeling are used. The proposed approach allows to justify the order portfolio, make the organizational structure of the enterprise, build the info-communication interaction between the executors, justify the quality requirements and also to organize the logistics chain of supply, supply, production and marketing of high-tech products, taking into account the terms of fulfilling the order portfolio and optimizing costs that is very important for domestic aircraft building

Logistics refers to moving commodities from one location to another, typically from a manufacturing facility to a client. A logistics network is a collection of activities that include product creation, production, and distribution. Chain of custody Logistics are items that must be carried chilled from the manufacturing facility to the customer. Because of work with logistics networks, a secure networking model is required. This post will look at an intelligent secured networking model for determining the best route for cold chain logistics to a hospital setting. The best and shortest path between points A and B is found using the optimal pathfinder. It also takes traffic and transportation costs into account. Medicines and vaccines that must store at a specific temperature are part of the cold chain logistics for the hospital environment. As a result, path optimization is more important in cold chain logistics than in other types of logistics in the hospital environment. The Bee-Ant Optimization Algorithm (BAOA) is proposed in this study to perform intelligent transportation to a healthcare setting. The suggested approach is compared to the Ant Colony Optimization (ACO), Bee Colony Optimization (BCO), and Neural Network Model algorithms already in use. According to the data, the proposed algorithm has a 98.83% accuracy rate for delivering logistics to the hospital environment.
