Abstract

Arabic Abstract: المقاربة التى تتبناها الورقة هى أن تعزيز البرلمانية مدخل مناسب لتطوير العلاقة بين الحكومة والبرلمان باتجاه التوازن. فإذا كان البرلمان مكلمة و سلاحه هو الكلام فإن قيمة الكلام تكمن فى قوته، التى تنبع بدورها من الحجة التى يقدمها البرلمان للحكومة والرأى العام حتى يناصره فى تفاعله مع الحكومة. والحجة البرلمانية تدور فى فلك المعلومة، التى تتأثر بكفاءة من يعدها (الأمانة العامة) وبقدرة من يطرحها (العضو، المجلس..)، وبنوعية من تطرح عليه (الحكومة والرأى العام). ولهذا يمكن القول أنه بقاء العوامل الأخرى على حالها فإن تعزيز البرلمانية يؤثر إيجابيا فى توازن العلاقة بين البرلمان والحكومة. English Abstract: Can better debates make better parliaments?, if so, how to enhance debating capacity of MPs in Arab parliaments? One would argue that it does not matter how good MPs are as long the whole political set up enables the executive to control and thus leaving parliament a follower rather than a fellow to the government. Others prospect openings in Arab political systems, partly due to social change as well as international eye-opening at the region and considering the interface between weak democratic systems and arising violence and illegal immigration. Hence, the need to capacitate representative bodies and empower MPs to perform better. This paper nevertheless does not get into such political arguments; rather seeks to examine the added value of well-informed debate to the magnitude of parliament. It also assumes that better debate can affect the balance of power with the executive, given that the public opinion follows and would assess the performance of MPs. The paper then analyzes the sources and services of information available for Arab MPs, and proposes actions to enhance their debating skills.
