Abstract

Over the past five years, the topic of artificial intelligence has been at the forefront of technological development and digital transformation around the world. The importance of AI technologies for national economies is due to their potential for accelerated development and improvement of the efficiency of production and business processes in all sectors of the economy and the social sphere. Lagging behind global trends in the implementation and development of AI technologies threatens to lose scientific and technological sovereignty. As a result, most developed countries and Russia have developed and published special national strategies for the development of artificial intelligence. At the same time, the presence of a strategy is not a guarantee of achieving the development priorities of the strategized object in an effective way. The purpose of the article is to analyze strategic documents for the development of the field of artificial intelligence in Russia through cross-national comparisons to identify potential growth points and opportunities for the effective implementation of the Russian strategy. The analysis includes both a direct study of documents and comparison with similar strategies in China and the United States. As part of the study, an assessment was made of the compliance of the strategies of the three countries with the methodology of strategizing V. L. Kvint, the strengths and weaknesses of the Russian national strategy for the development of AI are highlighted, and the resource provision of national development strategies is considered. The role of staffing for the successful implementation of development strategies is substantiated. As a result of the study, the need to develop a special strategy for staffing development of the field of artificial intelligence in Russia was identified.
