Abstract
The article examines the prevalence of ecosystem-based strategy of business development among Russian telecommunications operators. The analysis is carried out using the tools of system economic theory, from the position of which the ecosystem is defined as the union of a cluster, platform, network, and business incubator. As a result of the paper, it was revealed that the goals declared in the operators' strategies for ecosystem formation are not always realized. Moreover, very often, there is a substitution of concepts – the product ecosystem and ecosystem as a form of business development. It was established that only two of the five key players in the Russian telecommunications market at the moment had formed complete ecosystems.
