On July 23, 1882, The Imo Military Rebellion, which was caused by soldiers and the people, led to the destruction of the Japanese legation. and The incident escalated into an international affair between Korea and Japan. The content of the international law that Japan applied to Joseon in the post-processing of the Imo Military Rebellion was ‘reprisals.’ The specific plan of ‘reprisals’ prepared by them led to negotiations with Joseon. However, the reprisals was not implemented due to changes in the situation. Instead, Japan demanded indemnification from Joseon. The indemnifications included the interests of Joseon. Joseon refuted Japan’s demands by presenting an international examples. Joseon wanted to change the term ‘indemnification’ to ‘Supplement(塡補)’. Joseon paid a lot of money. However, Joseon succeeded in defending its own interests in part through its ‘Supplement(塡補) theory’.
