Abstract
عانى العراق بعد العام 2003 مشکلات وأزمات متعددة ومزمنة توجب على صناع القرار فيه وضع إستراتيجيات وخطط أساسية وضرورية لمعالجة تلک المشکلات والحاجة إلى عملية إصلاح شامل لکافة مؤسسات الدولة العراقية بعد أن شهدت خللا بنيويا کبيرا لها آثار خطيرة على استقرار المجتمع العراقي خاصة ما يتعلق بالوحدة المجتمعية والتماسک الاجتماعي، فضلا عن تنامي ظاهرة العنف والإرهاب وسقوط عدد من المدن العراقية بيد قوى إرهابية متطرفة ممثلة بما يسمى تنظيم (داعش)، والتأثيرات المستقبلية مجتمعية على وحدة العراق وخاصة التخوف من تنامي هذا الخطر لذلک عملية الإصلاح حالة ضرورية لتعزيز ثقافة الاعتدال وقبول الآخر ويعزز بدوره الوحدة الوطنية والسلم الأهلي. Abstract: After 2003, Iraq has suffered multiple chronic problems and crises that required decision-makers to develop basic strategies and plans to address these problems, and to make a comprehensive reform of all institutions of the Iraqi state after having experienced a major structural imbalance which had serious implications on the stability of Iraqi society, especially regarding community unity and social cohesion. In addition to the growing phenomenon of violence and terrorism, and the fall of a number of Iraqi cities in the hands of extremist terrorist forces represented by the organization so-called (ISIS), and the future societal influences on the unity of Iraq, especially the fear of the growing of this danger. Reform is therefore a necessary condition to promote a culture of moderation and acceptance of the other and in turn the promotion of national unity and civil peace.
